Subject: O:entral Sector scheme 'Salvaging and Rearing of Male Buffalo Calves' for
ibp!ementation during 2011-12-Administrative Approval regarding.

The undersigned is directed to convey the approval of Government of India for


implementation of Central Sector scheme 'Salvaging and Rearing of Male Buffalo Calves'

during 2011-12 with an outlay of Rs. 3.00 crores (Rupees Three crores only). The scheme will
. be implementedthrough National Bank for Agriculture & Rural Development (NABARD).

2. The scheme envisages to achieve the following objectives:

Salvage and rear male buffalo calves for meat production,
Increase availability of buffalo meat for export and domestic markets,
~nlarge raw material base for leather industry,
Improve availability of by-products such as meat-cum-bone meal, tallow, hides, bio-
\~ "\( l fertilizer, brushes, combs and buttons, etc.,

• \Create avenues of economic gain from genetic material which otherwise go waste by
linking livestock farmers and meat/ leather industry, and ·
~ • Enhance employment opportunities in rural areas.
,. Q 3. Brief guidelines of scheme along with physical and financial components are indicated in
~- Annexure 1 and II.

i ~~ In each state, a State Level Sanctioning land Monitoring Committee (SLSMC) will be
c_.,. ~ "'fo>nstituted under the chairmanship of Principal Secretary /Secretary (AH) of State
Government and will include members from DADF (GOI), lead bank of the State,
representative from Local Administration Department, NGO in the field, an expert on meat
science, 0-I-C ofNABARD (RO). The committee will have the responsibility for sanctioning
of projects, recommend release of funds and for reviewing progress of tlre scheme etc. The
?ommittee will meet periodically and sanction the proposals found suitable under the prescribed
norms. Regional Director of NAB ARD in the State will act as Nodal Officer who will also be
responsible for convening meetings of State Level Sanctioning and Monitoring Committee to
consider projects to be implemented in respective states.

5. At the national level, a Central Monitoring Committee'(CMC) will be constituted under


chairmanship of concerned Joint Secretary, Department of Animal Husbandry, Dairying &
Fisheries and will include members from DADF (GOI), Planning Commission, Officers from
Animal Husbandry Departments of few states (too be nominated on annual rotation basis),

financing banks, Ministry of Micro, Small & Medium Enterprises, Commerce & Industry
(Leather Division), Rural Development, Environment and Forest and NABARD to review the
progress on quarterly basis.

6. Funds available for scheme will be released to NABARD (Nodal agency) against specific ·
project proposals sanctioned by State Level Sanctioning and Monitoring Committee and
NABARD must ensure that funds are not kept undistributed for -rnere than one month.
NABARD will be responsible for formulation of detailed guidelines mode_! projects, preparation
of brochures and conducting workshops for popularizing the scheme and other technical inputs
needed for sanction lfif projects, release of funds, 'organizing trainings, field-level · monitoring
for fund utilizatien, compiling and forwarding of progress reports, UCs to Government of India
etc. · \

7. An Empowered Committee headed by Secretary (ADF) with representatives of Secretary


(Exp.) and Pr Adviser (Planning Commission) as members will consider inclusion of any new
component or modification of approved components based on feedback from State
.. Governments.

8. Model projects' and guidelines developed by nodal agency, will be placed on website of
. Dept. of Animal Husbandry, Dairying and Fisheries (001) as well as NABARD for public use.

9. Sanctions for projects, approved by SLSMC will indicate various components, along with
allocation and any change in allocation amongst components, will require approval of
Department of ADF (001) and normally changes are discouraged in order to ensure importance
of the projects in totality. It may be ensured that 16.2% and 8% of funds are targeted for SC and
ST farmers/ beneficiaries respectively under Scheduled castes special plan [SCSP] and Tribal
Sub Plan [TSPYand 30% for women beneficiaries as per directives of Planning Commission.

10. Project proposals complete in all respects, duly recommended by Local bodies/Municipal
Administration shall be submitted to designated office in regional NABARD Headquarter for
consideration of .SLSMC. \
11. Scheme shall be evaluated by an independent agency before the same is continued during
next Five Year Plan.
