ABIDJAN PORT REGULATIONS
Good day Capt,
Your boarding agent welcomes you in Abidjan port. Following informations are
very important for vsl calling Abidjan port. So read them carefully in order to
avoid any troubles with authorities.
1/ First details for arrival at Abidjan
Abidjan: Lat 05 deg 13.2 N Long 03 deg 59.7 W
Local Time: GMT
Anchorage: INNER LAGOON IN PORT AREA
Radio communications:
Chanel 12 or 16: Port authority and pilot station /Tugs /Security
Flag: Ivory Coast flag is to be hoisted on the upper mast whenever vessel
is in ivoirian waters .If you do not have one on board you can ask that
agent supply one on arrival.
You also have to hoisted the yellow flag (the red flag as well if necessary for
IMO cargo, to avoid heavy fines).

Accidents and emergency cases
In case of emergency (sickness and injury) day and night, private
ambulance service can be called on telephone number: SAMU (225)

Normally, contact your agent if you have one problem on board.
Gangway: Watchman is compulsory and provided by agent.
Stowaways: crew will give a special attention during the vessel call and before
sailing

2/ Documents to prepare for your arrival in ABIDJAN PORT
First of all, you have to send to PRO-SHIPPING by e-mail (/
[email protected] /
[email protected][email protected] or fax (00 225 21243823 ) the ETA base buoy
and the vessel’s draft on fresh water. These are compulsory to arrange pilot and
berthing. Then, in order to comply with the various local regulations, we would
like to give you below the necessary instructions, information and warnings.

We must underline that all these above documents have to be correctly and
accurately established, your attention is especially drawn on the documents
given to immigration (check seaman book and passport numbers in
compliance with crew list) and port state control agents. These will be
thoroughly checked. Any discrepancy will generate heavy fines to the vessel.
Also :
- Gangway net, rat guards to be fixed upon berthing alongside.
- Environments : heavy smoke from funnel and throwing garbage or anything
into lagoon and sea are severely prohibited
- Collection of sludge and garbage is compulsory if some on board by
authorised companies. So declare the quantities on arrival. Ports officers
should control the certificate if discharging has been done somewhere else
before Abidjan.
- Ship’s flag must be hoisted all time and national flag is to be hoisted from
06H in the morning to 06H in the evening.
For your information, customs officers are not automatically coming on board
except for special case of search.
3/ Descriptions of each authority
3.1 Health Authorities
There will be three agents of health authorities attending the ship, with white
uniform.
No problem can be anticipated with these agents. In case of need you can
arrange crew vaccination on board the ship directly with these people. Be
aware that no other companies have any licence to vaccinate people. Such
practice could be hazardous for your crew. It happens that health officers are
putting some remarks on “Free practice”, like cockroach in the galley and give

copy of this free practice to some contractors who will come on board and try
to force you to order desinsectisation to them.
Never use such contractors, which is such case apply prohibitive tariffs,
contact your agent.
3.2 Immigration
Immigrations will provide you with shore pass for your crew. In case of
prolongated stay, please ask the agent to prepare renewal of such shore pass,
to avoid troubles for your crew.
This team of 6 agents will be carefull with passport /seamen book numbers that
have to be the same on crew list (figures per figures and letter per letter).
3.3 Port state control
On this team 5 or 6 agents will board the vessel at the same time. These
officers bring forms to be filled .They come to control officer’s certificates of
competences and endorsements, medical chest certificate etc. The officers are
checking navigation certificates and also securtiy/safety system.
3.4 Fire Brigade
They are controlling sludges and dangerous cargo. Be advised that dangerous
cargo in transit have to be declared and manifested; as in case of dangerous
cargo on board Fire Brigade will implement a security watch.
Please note that fines for water pollution by oil, etc… are very high.
3.5 Harbour Master
They will bring you forms to be filled and given back before ship’s departure.
This service is in charge of repression of prostitution. You have to know that
fines for bringing prostitutes on board are ranging from USD 150, to USD 300
per girl.

Pilotage
• Pilot working hours = 24 hours per day
• Pilotage is compulsory for all ships with LOA over 80 meters
• Request for pilot for berthing, sailing or all movement in ports are
done by agents during port meeting held as follow:
From Monday to Sunday and Holydays: at 10.00 AM
• Agent out of port meeting not directly from vessel can order pilot.
• Ships are advised of shifting by a port notice remitted through
agents.
Tugs
Tug in Abidjan and San Pedro port is compulsory; usually one tug is
supplied for berthing and you or pilot request order sailing,
additional if required.
Working Times
• Operations: 2 shifts 07.30 - 18.00 and 18.30 - 06.30
• Stevedores: 2 shifts 07.30 - 17.30 and 19.30 - 06.30
• Overtime: Saturday, Sunday, Holydays and normal days as from
18.00
• Normal hours (office hours): 07.30-12.00 and 14.30 – 18.00 from
Monday to Friday.
6/ others facilities
6.1 Bunkering
Marine Diesel, oil, fuel, lubricants of various grades are available by truck and
barges.

Fresh water available alongside by hydrants, by barge with port authorization
through your agent.
6.2 Sludge
Dirty oil facilities available. For remove this, you can contact through your
agent in charge of vessel.
6.3 Shipchandler
Some company not have agreement. Ask your agent to show you some
accredited companies.
If you don’t pay directly, you must to obtain an approval voucher from your
owner, and us.
6.4 Garbage
Garbage removal in the port is a public service, and there are no facilities
within the quays area to allow vessel to dispose of their garbage. Garbage
removal can only be performed by accredited companies. In order to avoid any
further disputes with your owners in DA (disbursement account), you are kindly
requested to state clearly through proper form, on arrival or in the course of
your call whether you require garbage removal.The shipping clerk in charge of
your vessel will then arrange the operation at in agreed cost and is compulsory
to remove garbage in this port.
6.5 Surveyors : Please contact your agent
6.6 - Repairs/ Painting
All repairs or painting on vessel must have prior returned approval from port.

Without returned approval, vessel can be convicted to heavy fines. Repairs
are made by private individual technicians or at the main shipyard CARENA .
7 / Security measures
You are hereby advised that security wise Abidjan port is still unsafe. Master
must protect ship against the following risks:
7.1 / Robberies and pilferage of cargo and vessel properties
It’s recommended to keep all cabins closed and crew watch at the entrance of
habitation quarter is highly recommended.
7.2 / Prostitution
Even if they are not allowed to enter in the port area, prostitutes are used to
board vessels. You are informed that such practices are strictly prohibited and
vessel be prosecuted and fines levied by police in case prostitutes are found
on board of your vessel.
7.3 / Smuggling business
We are drawing your attention on the strictness of the local customs
regulations and hereby warm yourself and your crew on the heavy risks they
would take in case of any attempt of smuggling .We strongly warm crew
members not to deal with any one trying to sell local produce (such as cocoa or
coffee) or to buy any part of your cargo or personal effects (such as radio,
television, video, watches, sugar, rice, fish, etc)
Please note that some of these “dealers” are only provocative agents and
customs is usually prosecuting the vessel with heavy fines. You are also
reminded that crewmembers are not allowed to carry in and out the port any
personal effects or provisions of any value.
You are advised that it is absolutely forbidden to sell on board the vessel’s
above list of goods or others in the port of Abidjan (such as diesel oil, gas oil,
lubricants empty drums)
