PRODUCTION SUPPORT FOR AGRI-FISHERY COMMODITIES, SPP 2022
NARRATIVE REPORT OF ACCOMPLISHMENT
The Provincial Government through the Provincial Office for Agricultural Services
(POAS) is implementing the project: Production Support for Agri-fishery Commodities
with the objective to increase utilization of agriculture and inland fishery production
areas on the following components: Rice Production, Corn Production, High Valued
Crops Production and Support for Organic Agriculture Program. The project was
implemented provincewide through provision of agricultural inputs to farmer
beneficiaries, field/site inspection and assessment, capability enhancement training,
provision of technical assistance and extension services, monitoring, preparation and
submission of reports.
Rice Production
Rice Seed production are the most important part of the seed supply in
the province. High quality, adequate supply and timely availability are
largely dependent on the production system. Under the Rice Seed
Production component, this office was able to procure seventy bags
(70) of Registered Seeds (RS) for planting during Dry Season 2022
coupled with inorganic fertilizer (T-14 & 46-0-0). It was
distributed to 28 members of Guimaras Seed Growers Multi-
Purpose Cooperative (GSGMPC) as the identified beneficiary
and established in areas of San Lorenzo, Sebaste Sibunag and
Bugnay, Jordan. The purpose is to improve the capacity to
produce quality rice seed to meet the National Seed Quality
Control Standards (NSCQS).
The POAS together with the Bureau of Plant Industry-NSCQS
(BPI-NSCQS) conducted regular monitoring and provided technical
assistance to seed growers during isolation and rouging to ensure
the quality of seeds. A final field inspection was conducted to
determine that the rice crops are appropriate for harvest. Seeds
sample after thorough drying (MC 14% and below) was collected
for laboratory analysis.
Registered seeds distributed was expected to produced 1,300 bags of commercial palay
with estimated area to be planted of 1,000 hectares (1:2 bags seed usage) which
contributes about 8.45% to the total rice area of the province.
The use of quality palay seeds such as CS is one of the interventions identified to
increase rice productivity from 5-20% (PalayCheck handbook). Early positioning and
distribution of seeds prior to the on-set of rainy seasons are important since farmers in
rainfed ecosystem usually engaged in dry seeding method of planting.
A Refresher Course on Inbred Rice Seed Production was
conducted on March 22, 2022. Likewise, a Fundamentals of
Cooperative and Cooperative Management was also conducted together with Provincial
Economic and Development Office Staff as the Resource Persons. The training aims to
strengthen the skills of new set of GSGMPC officers and members.
Corn Production
Corn is the most important staple crops in the Philippines. It ranks second to rice in the
utilization of agricultural resources. It is used not only for human consumption but also
for animal feeds and industrial uses, hence it is a vital crop in the development of the
livestock and manufacturing industries.
In support to corn production, this office was able to procure 260 bags of high-quality
hybrid yellow corn seeds at 9 kilos/bag coupled with 125 bags of complete fertilizer
(T14). It has a production area of more or less 130 hectares which contribute 32% to the
total corn areas of the province and expected to produce 650 tons. It was distributed to
farmer beneficiaries of the province.
High Value Crops Production
The Province of Guimaras is basically agricultural with mangoes, rice, high value crops
such as cashew, coconut, calamansi, vegetables, and in addition are livestock, poultry
and fishing as major products. Based on Guimaras Agri- Profile 2021 data, vegetables
recorded 211.17 hectares while HVC with 9, 673.40 hectares. Out of the total area,
cashew shared 418 hectares yielded 565.16 MT (fruit with nut). On the other hand,
under fruit crops, calamansi recorded 325 hectares with 1,959.89 MT volume of
production. The production of these commodities helps to enhance income by marketing
within and outside the province with the aid of PGG-POAS, provide livelihood for small
producers to attain food self-sufficiency and economic growth.
The Provincial Roadmap for Cashew and Calamansi was
formulated in collaboration with Municipal Local Government
Units (MLGUs) and cashew and calamansi stakeholders of
five municipalities. A training on Good Agricultural Practice
(GAP) on Vegetable Production
was conducted last June 16-17,
2022. It was participated by
Municipal HVCDP Coordinators
and vegetable growers of five municipalities. As part of the
province’ recovery plan and in response to help the displaced
Overseas Filipino Workers
(OFWs) and Locally Stranded
Individuals (LSIs) affected by a
pandemic (COVID-19), a training on Organic Agriculture
Production (OAP) NC II was also conducted. It was held at
Guimaras Skills Academy Corporation (GSAC) participated
by students and local farmers. They were provided with
vegetable seeds, organic fertilizer and garden tools as
starter kit for backyard gardening.
To expand production area and to
increase the volume of production,
6,000 pcs of cashew seedlings
(grafted) and 1,500 pcs of calamansi
seedlings (marcotted) were provided
to 20 and 10 farmer beneficiaries,
respectively coupled with 470 bags of
organic fertilizer which planted an area of 10 hectares. Seven-hundred forty-six (746)
LSIs, member of farmer associations, marginal farmers and walk- in clienteles have also
availed of the assorted vegetable seeds.
As part of the Special Program for the Employment of
Students (SPES) Graduation Ceremony, a lecture-
discussion on vegetable production was conducted which
was attended by 200 students. They were encouraged to
plant vegetable at their backyard utilizing the assorted
vegetable seeds provided to them. Support was also
extended to the 1st Farm
School established in
the province for SY 2022-2023 by Dr. Catalino Memorial
School (Grade 7 & 8) through provision of assorted
vegetable seeds for their home gardening projects. It
was presented during the 1st Farm School Day
Program in celebration to the bountiful harvest and
festivity.
Profiling of processors for cashew and
calamansi was conducted in support to the
formulation of Provincial Roadmap. Likewise,
field inspection and site validation were
conducted to areas for vegetable production
and areas to be planted with cashew and
calamansi. Regular monitoring on established and expanded areas for vegetable
production and areas planted with cashew and calamansi was also conducted.
Organic Agriculture Program
Republic Act 10068 was known as an Organic Agriculture Act of 2010. This Act
declares that the policy of the State shall be to promote, propagate, develop further and
implement the practice of organic agriculture in the Philippines in order to enrich the
fertility of the soil, increase farm productivity, reduce pollution and destruction of the
environment and prevent the depletion of natural resources. It was amended by RA
11511 "An Act Providing for the Development and Promotion of Organic Agriculture in
the Philippines and for Other Purposes. (FAO, FAOLEX)
Organic Agriculture is one of the project components under the
Production Support for Agri-fishery Commodities. Coordination
with MLGUs through the Municipal Agriculturist and other
stakeholders was conducted to discuss about the project and the
succeeding activities to be undertaken. A training on Natural Farming Technology
Systems was conducted on March 16-17, 2022 and December 14-15, 2022. It was
participated by members of Spring of Green Farmers of Maabay, Sibunag and farmers
of Nueva Valencia, Guimaras, respectively. The training aimed to train farmers on
Natural Farming Technology Systems on organic concoction and vermi-composting.
Organic concoctions include: Indigenous Micro Organism (IMO), Fermented Plant Juice
(FPJ), Fermented Fruit Juice (FFJ), Oriental Herbal Nutrient (OHN), among others.
A backyard vermi-composting facility
and Organic Rice Demo Farm was
established in So. Tibuason,
Ayangan, Sibunag and Cabano, San
Lorenzo. The beneficiaries were
provided with 2 kilos of vermi-worms
for vermi-cast production and 20 bags of organic fertilizer for the establishment of
organic rice demo farm.
Profiling of farmer beneficiaries and updating the list of members of farmers association
and organic farm practitioner was conducted through meetings and individual interview
with farmers to determine area and volume of production.
This office also assisted the
establishment of Organic Urban
Technology Demonstration as
one of the programs/projects of
the Department of Agriculture
under the Organic Agriculture
Program to showcase farming practices in an urban setting. A site assessment and
validation were conducted together with the representative from DA-OAP and POAS on
March 24, 2022. Unfortunately, Manuel Maravilla ES of Brgy. Balcon Maravilla, Jordan
and Spring of Green Farmers Association, Mabaay, Sibunag are the beneficiaries. Both
were provided with garden tools by the Department of Agriculture and bags of organic
fertilizer provided by this office.
In line with the implementation of
Republic Act 10068 or the Organic
Agriculture Act 2010, the
Department of Agriculture through
the Bureau of Soil and Water
Management represented by Mr.
Virgincito G. Estoconing, Soil and
Water Area Coordinator for Region 6 and this office
facilitated the conduct of training on the operation of
Composting Facility for Bio-degradable Waste (CFBW) and
Small-Scale Composting Facility (SSCF) last March 29-30,
2022. The activity aims to alleviate the problems of
industrial waste and community garbage disposal through
appropriate methods of sorting, collecting and composting
in the in every municipality and the Province of Guimaras as a whole. It was
participated by representatives from 5 municipalities particularly those personnel
involved in the solid waste management.
An Organic Road Map of the Province of Guimaras had been
formulated in collaboration with 5 MLGUs through their
Municipal Organic Agriculture Focal Persons and other
stakeholders. The output of which was presented during the
Regional Organic Agriculture Congress last July 28-29, 2022
held at Zuri Hotel, Mandurriao, Iloilo City.
The POAS staff under the Crops Section
conducted benchmarking on the
established vermi-composting facility and
Bio-control Laboratory for ,on September
26, 2022 at ISCOF, Dingle, Iloilo and
WESVIARCH, Hamungaya, Jaro, Iloilo
respectively. The activity aims to enhance our knowledge in the
facility’s structural design in preparation for future replication in
the Province of Guimaras and through this activity we could
identify and prioritize things that need to be established and/or
improved with regards to the vermi-composting facilities in the
province.
The DA-OAP conducted training on Internal Quality Control System Leading to
Participatory Guarantee System (PGS) on September 7-9, 2022 held at MO2, Westown
Hotel, Mandurriao, Iloilo City. The participants are the Provincial Organic Focal Persons
and member of the Organic Farmers Association in Region 6. The training aims to
orient small groups on the concept, elements, structure and personnel in establishing
Internal Quality Control System and to know the effective internal rules, regulation and
standard, identify challenges and recommendations towards installation and
implementation.
Moreover, in support to the Organic Agriculture
Program, an organic ordinance or policy was be
crafted to promote and practice organic farming.
Meanwhile, the Municipality of Buenavista through
Municipal Agriculture Fishery Council (MAFC) had
already crafted a resolution. It was endorsed to the
Provincial Agriculture and Fishery Council (PAFC) for
their support on organic agriculture program. The
Municipality of Sibunag on the other hand had passed
an Organic Agriculture Ordinance entitled: “An
Ordinance Institutionalizing Organic Agriculture in
the Municipality of Sibunag, Guimaras Providing
Funds Therefor, and for Other Purposes”. It was deliberated during the committee
hearing held at Sibunag Session Hall last November 7, 2022 and submitted to the
Sangguniang Panlalawigan of the Province of Guimaras for review. Other Municipalities,
Jordan, Nueva Valencia and San Lorenzo also signified their intentions to support
organic agriculture through crafting an organic ordinance but it would go through a
process.

Organic Month last November 2022.
The celebration is highlighted by the
conduct of training on Organic
Agriculture Production Technology on November 18, 2022. It was a one-day activity
held at the Regional Outreach Station (ROS), San Miguel, Jordan. The activity was
participated by farmers engaged in organic farming and organic farm practitioner of the
province. They were trained on vermi-composting, native livestock production “baboy na
walang amoy”, among others.

Survival and Recovery (SURE) AssistanceNueva Valencia
Program
The Survival and Recovery (SURE) Assistance Program of the DA-Agricultural Credit
Policy Council (ACPC) aims to support the government’s goal of helping agricultural
households in calamity-affected areas regain their capacity to earn a living; and provide
immediate relief to small farmers and fisherfolk through loan and grant assistance. DA’s
SURE Loan Program will restore the normality in the livelihood of farmers and fishermen
by helping lessen the burden of being left on their own and recover from their losses.
The project will help build resilience of the poor and those in vulnerable situations by
reducing vulnerability to disasters and the economic shock that comes with it.
As Provincial Focal Person on The Provincial Office for Agricultural Services in
collaboration with the DA-Regional Technical Coordinators conducted orientation to
Guimaras Employees MPC (officers & BOD) and Jordan
Farmers MPC as identified lending conduits, the flagship
credit programs of ACPC designed for small and
marginal farmers and fisherfolks to have an easy and
convenient credit access. ACPC also discussed the
difference between PLEA and the Survival Recovery
(SURE) Assistance Program. SURE is a quick-response,
post-disaster support facility of ACPC. It grants and loans assistance for calamity-
affected small farmers and fisherfolks and their households.
