Effective this date, the National Capital Region Police Office (NCRPO) is hereby restructured and strengthened to effectively perform its functions in accordance with NAPOLCOM Resolution Numbers 93-023 and 96-058, to wit a. Enforce and execute the provisions of laws, decrees, General Orders, Instructions, Executive Orders, City Charters, and ordinances of local application: b. Implement the policies, directives, programs, and projects formulated and adopted by the Chief, PNP in his exercise of the power of administrative and operational control and supervision over the police: c. Monitor, coordinate, and evaluate the implementation of PNP policies, directives, programs, and projects at the regional level; d. Exercise the powers of appointment and promotion in accordance with the prescribed rules or make necessary recommendations pertinent thereto; e. Exercise disciplinary powers in accordance with the existing laws, rules, and regulations; f Issue detailed implementing policies and instructions regarding personnel, funds, properties, records, correspondence, and such other matiers as may be necessary to effectively carry out the functions, powers, and duties of the Philippine National Police at the regional level; and g. Perform other tasks as directed by the Chief, PNP or as may be prescribed by law or PNP directives, rules, and regulations. 2. The NCRPO Command Group shall be composed of the Regional Director, NCRPO (with the rank of Police Director), the Deputy Regional Director for Administration, the Deputy Regional Director for Operations, and the Chief of Regional Staff, all with the rank of Police Chief Superintendent.3. All NCR Police Districts and Police Stations shall be under the administrative supervision and operational control of the Regional Director, NCRPO. 4. The NCRPO Headquarters shall maintain nine Regional Staff, namely: a) Regional Personnel and Records Management Division (RPHRDD or Ri): b) Regional intelligence Division (RID or R2); c) Regional Operations Division (ROD or R3); d) Regional Logistics and Research and Development Division (RLRDD or Ra); e) Regional Community Affairs and Development Division (RCADD or R85); f) Regional Comptrollership Division (RCD or R6); g) Regional Investigation and Detective Management Division (RIDMD or R7); h) Regional Learning and Doctrine Development Division (RLDDD or R8); and i) Regional Plans and Strategy Management Division (RPSMD or R98). The NCRPO Regional Staff shall be headed by Police Commissioned Officers (PCOs) with the rank of Police Senior Superintendent. In addition, the NCRPO shall maintain its Regional Headquarters Support Unit (RHSU) and the PNP-Presidential Security Force Unit (PNP-PSFU) which shall likewise be headed by PCOs with the rank of Police Senior Superintendent. 5. The NCRPO Headquarters shall have a total personnel complement of 2,034, broken down as follows: 200 PCOs with the ranks of Police Inspector to Police Director; 1,715 PNCOs with ranks of Police Officer | to Senior Police Officer Iv, and 119 NUP. The NCRPO shall likewise be complemented by 45 detailed personnel from the PNP-EOD/K9 Group for the operational requirements of the NCRPO Regional Mobile Force Battalion. 6.
