Social Support programs provide comprehensive support for food, education, energy, and basic livelihoods
subsidies, as well as community and human capacity building and social opportunities.
Implementation of support programs by each ministry resulted in duplication of beneficiaries
Data collection and linkage occurs from multiple DBs, resulting in data duplication, omissions, inconsistencies, delays, etc.

The Integrated Social Welfare DB (DTKS), managed by the Ministry of Social Affairs, contains household & individual
information of the lowest 40% of income earners who are the target layer of social support
Lack of data on extreme poverty, disadvantaged youth in vocational training, college students receiving financial aid, those receiving health
insurance, the poor in underserved areas, etc.
Linkage between multiple ministry DBs is required, and interface improvements are needed for flexibility and scalability

Budgets estimation VI. Implementation Roadmap

The consulting and development budget for poverty reduction is estimated as follows.
Costs are calculated based on the manpower (Man-Month) and average labor costs per MM using in Korea S/W
Industry Federation. Consulting cost is estimated at total U$ 350k and system development cost (except DW &
Analytics) is estimated at total U$ 3.3M.
