The desire of the Philippine National Police (PNP) to maintain and
improve positive public perception in the organization has always been the
primary goal of the Directorate for Police Community Relations (DPCR),
thus, the creation of this first-ever compendium of PCR policies is a good
gesture to ensure that the vision of the PNP of a safer place to live, work and
do business will be attained with the concept of working in partnership with a
responsive community.
There is no doubt that the role of the DPCR is vital in developing
sustainable and effective implementation of community-based and service-
oriented programs and projects, and through this compilation, the policies
enforced by this Directorate will strengthen the PNP’s resolve to
harmoniously work with the community and other sectors of the society.
This compendium is a beneficial tool in assessing the efforts of the
PNP personnel all over the country through activities that are aligned with the
policies placed for the interest of the majority people because only by
working with the community you can be called a highly capable, effective and
credible police – a manifestation of genuine service, excellence, and
transparency.
As public servants, let us all continue to further our knowledge by
doing things systematically and harmoniously in partnership with the
community we sworn to serve and protect.

of the Directorate for Police Community Relations (DPCR) for crafting this
Compendium of Policies. This compilation is an invaluable reference that will
guide our police-community relations officers in performing their duty of
fostering strong partnership with the community.
Community engagement is a critical component in achieving the vision
of the Philippine National Police of a safe place to live, work, and do
business - and we acknowledge that the DPCR plays a vital role in forging
relationships between the people and the police, through sustainable and
effective community-based and service-oriented programs and projects.
I am proud to say that this compendium serves a greater purpose
than just guiding our police-community relations officers' performance. It also
highlights the significance of the police working hand-in-hand with the

The commitment of the Directorate for Police Community Relations to
improve administrative and operational coherence and efficiency never
ceases, just as our resolve to help prevent and eliminate all forms of
criminality continues to intensify. Driven by this vision, this Directorate
actively builds and sustains dynamic police-community partnerships that feed
the PNP’s goal to enhance the quality of police services and its relationship
with stakeholders.
The creation of this DPCR Compendium exemplifies our enthusiasm
to ensure that this organization’s high standard of professionalism further
reflects the DPCR’s capability as the show window of the organization.
Guidelines included in this manual are essential for this office to
create an atmosphere of an efficient and orderly flow of plans, programs, and
policies that work to strengthen police-community partnerships as a vital
foundation of the PNP’s operational success.
Indeed, this will be indispensable in addressing the need of the DPCR
to inculcate its personnel, and all police officers, with supplementary
knowledge on our importance as part of the QUAD Operational Staff of the
PNP. Let this manual be our tool to continue to empower a responsive
community.
By organizing a well-defined role for each PCR personnel, I am
optimistic that, together, we can strengthen police-community affairs and
develop more programs and activities to gain a higher level of public trust
and confidence in the PNP.

To fulfill the mission of the Directorate for Police Community
Relations (DPCR), one must widely understand the
interconnecting roles of Information Development Operations,
Public Information and Community Affairs Development in making
a stronger police-community partnership. With this in mind, the
first DPCR Compendium was carefully curated to help the PNP
personnel in adhering to and embracing the guidelines, functions
and policies in the police-community relations landscape.
The policies, concepts and approaches embedded in this
DPCR Compendium are time-tested methods that allow PNP
personnel on the ground to become more effective and genuine in
collaborating with the community and other stakeholders in the
shared goal of eliminating, if not ultimately preventing, criminal
activities in the country.
Relevant to the demands and the present needs of the
organization, this compendium is essential for the PNP personnel
to keep abreast with the existing plans and programs of the PNP
that is not limited with time or person in authority. These are
policies that enabled the whole PNP to work with the community
and other stakeholders with confidence and dedication throughout
the years.
The publication of the first DPCR Compendium is a best
practice through which knowledge can be shared to all PNP
personnel, especially to those in the frontlines who carry the
responsibility of representing the PNP as a community and
service-oriented organization, working in partnership with a
cooperative community towards a peaceful, orderly, safer and
harmonious society.

The Plans and Programs Division of the DPCR is responsible for the following
functions:
1. Formulates and supervises the execution of plans and programs relative to police-
community affairs and development geared towards enhancing community and
citizens’ participation in support to the operational plans of the PNP;
2. Develops community relations program concepts, doctrines, standards, and
systems;
3. Monitors and evaluates PCR accomplishments of units;
4. Develops PCR database;
5. Conducts research/survey to enhance capability of PCR units to assess the
impact of plans, programs, and activities of the Directorate and acquire data on
the public’s perception of PCR programs and the PNP in general; and
6. Performs other tasks as directed by the Director for Police Community Relations.16

The Community Affairs Division of the DPCR is responsible for the following
functions:
1. Formulates strategies, policies and plans geared towards enhancing
community affairs activities through Community Affairs and Development
(CAD), Community Inter-Relations (CIR), and Community Organization
and Mobilization (COM);

2. Develops plans and programs that will enhance the citizens’ active
participation in the promotion of public safety, maintenance of peace and
order and crime prevention, detection and solution and other police
functions;
3. Monitors and assesses the implementation of CAD, CIR and COM by
PNP PROs and Separate Units;
4. Assists other government agencies and NGOs in the conduct of activities
contributory to the maintenance of peace and order and promotion of
public safety; and
5. Performs other tasks as directed by the Director for Police Community

The Public Information Division of the DPCR is responsible for the following functions:
1. Formulates policies, plans and programs on police and community information and
education related activities;
2. Develops a strategis in disseminating information and narratives using media
platforms such as: Television, Radio, Internet (Social Media), Messaging/Mobile
Phones and Print (TRIMP) and face-to-face approaches to strengthen Police
Community Affairs and Development; 439
3. Develops strategies in amplifying the PNP’s crime prevention and control
campaigns to maintain peace and order and ensure public safety and
security to lead in the narrative;
4. Serves as central repository of all requests for access to information in
relation to Freedom of Information Act;
5. Monitors the performance of official PNP social media pages such as reach
and engagement to increase the PNP’s social media presence;
6. Monitors the performance of lower units in relation to the implementation of
the Police Community Information related policies, plans, programs and
activities; and
7. Performs other tasks as directed by the Director for Police Community

The Family, Juvenile, Gender and Development Division of the DPCR is
responsible for the following functions:
1. Serves as focal point in policy direction, program/project formulation,
monitoring and implementation concerning families, women children, human
rights and gender and professional development;
2. Represents the Directorate in conferences, meetings and other inter-agency
affairs regarding families, women and children and other intra-familial issues;
3. Organizes the conduct of gender sensitivity and skills/personality
development, trainings, seminars, dialogues, conferences with and for police
personnel;
4. Participates in the formulation of gender responsive legislative measures;
5. Establishes ties with concerned organizations, local and international,
especially groups advocating the rights of women and children;
6. Directs the different sections under the division to carry out their respective
duties and responsibilities;
7. Monitors the performance of lower units and personnel in the implementation
of different gender responsive policies, programs, and projects; and
8. Performs other tasks as directed by the Director for Police Community
Relations.

The Information Operation and Research Center of the DPCR is responsible for
the following functions:
1. Assists in strengthening the PNP's database, data gathering and analysis of
peace and order situations;
2. Conducts research and monitoring of information environment;
3. Develops adequate assessment and doable courses of actions to preserve
the image, credibility and integrity of the PNP and the government through
Strategic Communications;
4. Intensifies the capability of the PNP in terms of Information Development
Operations to deal with criminality, insurgency, terrorism and other public
safety concerns; and
5. Performs other tasks as directed by the Director for Police Community
Relations.

The Salaam Police Center of the DPCR is responsible for the following
functions:
1. Undertakes close monitoring, and networking and Enhances linkages
with the National Commission on Muslim Filipinos as well as the different
local and international Muslim communities to ensure effective
partnership in addressing terrorist threats and lawless violence;
2. Serves as coordinating body among the regular PNP operating units,
different Salaam Police, and AFP units in the conduct of police
operations against Muslim personalities or in Muslim communities
including arrest, investigation, and filing of cases against them to ensure
that the rule of law is properly observed and human rights are not

3. Enhances linkages with the Presidential Office for Muslim Affairs and the
Muslim communities to ensure community partnership in addressing
terrorist threats and lawless violence;
4. Conducts continuous information and education campaigns among the
different Muslim communities to enlighten them on their rights and
obligations;
5. Develops programs and activities relative to the prevention and
countering of violent extremism and terrorism in Muslim and non-Muslim
communities and ensure effective implementation thereof;
6. Develops policies and guidelines in the implementation, monitoring,
assessment, and enhancement of programs for the reintegration,
deradicalization, as well as religious rehabilitation of Muslim
personalities, in coordination with concerned PNP Offices/Unit; and
7. Performs other tasks as directed by the Director for Police Community
Relations.
