EXCERPT FROM THE MINUTES OF MEETING OF THE 1st QUARTER JOINT MUNICIPAL
DEVELOPMENT COUNCIL (MDC), MUNICIPAL AND ORDER COUNCIL(MPOC),
MUNICIPAL ANTI-DRUG COUNCIL (MADAC), MUNICIPAL DISASTER RISK REDUCTION
MANAGEMENT COUNCIL (MDRRMC) HELD ON FEBRUARY 2, 2023, 1:00 PM AT BLUE
GYM POBLACION, TANGCAL, LANAO DEL NORTE.
Present:
Chairman: Hon. Sittie Aisah T. Adiong-Municipal Mayor
Members:
The meeting was officially called to order at 1:00PM in the afternoon. It
was formally opened with an invocation led by Ustad Kiram Bucay, followed by
the singing of the National Anthem guided by Ms.Baimona B. Mauyag.
I. REMARKS FROM THE PRESIDING OFFICER:
The presiding officer, Hon. Sittie Aisah T. Adiong greeted the members, she
expressed gratitude for everyone who attended the joint meeting.
II. ROLL CALL AND DECLARATION OF QUORUM:
The presiding officer requested the secretariat Eng. Mohammad M. Macaangcos to call the roll.
Since majority of the members of the aforementioned council were present, the presiding officer
then declared a quorum.
III. READING AND APPROVAL/ADOPTION OF THE PREVIOUS
MINUTES:
The secretariat read the minutes of the previous meeting. Since no comments and objection were
raised, the same was approved on motion by Punong Barangay Hon. Salamat M. Macabangon
and agreed upon by council members.
IV. MATTERS ARISING FROM THE PREVIOUS MINUTES
-NONE
CALENDAR OF BUSINESS
The motion to open the agenda was moved by Municipal Mayor Sittie Aisah T. Adiong.
PNP UPDATES LEAD BY. CHIEF IWANGAN
- gave updates about the incident at the vendo car wash, which was reported by Punong
Barangay Hon. Abdul Salic Deragon. According to PB Diragon, when he visited his vendo car
wash from his house at morning, he found out that it was broken and the coins had disappeared.
That incident was reported to the PNP. he emphasized that on April 10, 2023, the suspect
responsible for the incident at the vendo car wash was in their custody. Moreover, he mentioned
the case of Mohammad M. Macadindang, who was found dead, speculating that this case has
improved cooperation between the PNP Kolambugan and Tangcal, as they are actively sharing
information to locate those responsible. He also announced drug tests for 103 individuals on the
whitelist scheduled for February 20, 2023.
AFP UPDATE LEAD BY: SIR VILLANUEVA:
- He gave an update about the continuation of the anti-terrorism campaign, urging everyone to be
aware of recruitment efforts by ISIS and to remain vigilant, reporting any suspicious activity
immediately. He highlighted the municipality of Tangcal commitment to maintaining lasting
peace and requested cooperation from the LGU, especially the 18 barangays.
MDRRMO Lead by SIR HENRY:
-On December 30, 2022, the relief operation in Barangay Lindongan was conducted together
with the LGU, headed by Municipal Mayor Sittie Aisah Adiong and the AFP. He also reported
how happy the residents of Lindongan were upon receiving the relief goods. Some residents
expressed their gratitude to the LGU, especially to Municipal Mayor Sittie Aisah Adiong.
Meanwhile, a friendly reminder from the Barangay officials of Lindongan to remain active and
always be ready in terms of disaster.
MDC Lead by SIR ENG.MOHAMMAD MACAANGCOS
- he proposed visiting the original water source in Pelingkingan, inviting the MDRRMO,
MLGOO, and the respective Punong Barangay to identify the main problem causing the water
shortage. Meanwhile, he suggested to MLGOO Casan to conduct an initial inspection of the road
concreting project in Barangay Pelingkingan. MLGOO Casan Mangandingan agreed to the plan
proposed by MDC Sir Eng. Mohammad Maca Angcos.
DILG/MLGOO CASAN MANGANDINGAN
- remind about the importance of complying with R.A. 1134, which requires all Filipinos to
register their SIM cards. It is essential to adhere to this law for security purposes. Furthermore,
he emphasizes the significance of the HAPAG GARDEN project in our barangay. This initiative
holds great importance for the community, and we urge all 18 barangays to fully comply with
this project. Additionally, he reminds also the barangay officials about the submission of pending
reports, such as road clearing and barangay annual budget approvals from the SB office.
CSO Lead BY: MAAM MAIMONA MAPANDI
- She inquired MLGOO Casan Mangandingan about the requirements for the submission of CSO
accreditation, seeking clarification on the necessary documents to be submitted at the MLGOO
office. Meanwhile, MLGOO Casan Mangandingan proposed a one-day orientation for all CSOs
in the municipality of Tangcal to educate them about the accreditation requirements.

MUNICIPAL CONSULTANT ENG. MAOMIT TOMAWIS
-expressed his sentiments about the governance of LGU Tangcal.
PUNONG BARANGAY HON. ABDUL SALIC DERAGON:
-He expressed concern about the presence of unidentified motor vehicles, particularly motorcycles
reportedly coming from another municipality, suspected to be involved in carnap activities found in
Tangcal. He suggested finding alternative solutions to address this issue.
PNP UPDATES Lead By. Chief Rodriguez:
-The PNP chief provided an update on the drug situation and emphasized the need for continued
cooperation to maintain the drug-free status.
-He endorsed the BIDA program as a leading force for change.
-He urged individuals with lost firearms to surrender them to the PNP.
-The PNP chief proposed implementing random checkpoints instead of regular ones due to the lack of
PNP personnel.
AFP UPDATE Lead By Sir Pagdato:
-Sir Pagdato provided an update on the full security measures in Tangcal, achieved through the
collaboration of MILF and AFP forces.
-Areas like Pelingkingan, Lingcoan, Somiorang, Lindongan, and Punod were identified as potential
hotspots requiring attention to prevent disturbances of peace.
PUNONG BARANGAY HON. SALAMAT MACABANGON:
-He proposed establishing a military camp to enhance security in the municipality, with the AFP
overseeing its implementation.
-AFP sir Pagdato supported the proposal but emphasized the need for a formal request letter from the
LGU and highlighted the importance of avoiding conflict with the MILF.
LnB President Hon. ABALOS MACONDARA
-He disagreed with PUNONG BARANGAY Hon. Salamat Macabangon proposal about Establishing
Military Camp, to avoid Conflict between AFP and MILF.
MDRRMO Lead by SIR HENRY:
-He expressed concern about a creek at Small Meladuc and proposed implementing slope protection
measures.
-He suggested taking photos of the creek and forwarding them to the DPWH provincial office for action.
-He emphasized the role of the 18 Punong Barangays in monitoring their respective areas for calamities.
MPDO Lead by SIR ENG.MOHAMMAD MACAANGCOS
-He provided updates on municipal development projects, including ongoing school concreting in
Lindongan.
PUNONG BARANGAY HON. SALAMAT MACABANGON
-He suggested conducting actual surveillance along barangay boundaries to define territorial limits more
accurately.
DILG/MLGOO CYD CHARRISSE PANGAN
-He discussed monitoring efforts to combat illegal drugs in each barangay and emphasized the importance
of financial planning for POPs PLAN.
DAR Lead By SIR MAO
-Encouraged constituents to develop agriculture in their respective households by creating backyard
gardens, with each barangay having a communal garden.
PENALTY OF 1500 PESOS
-for Absence at quarterly meetings was approved, as proposed by Municipal Mayor Hon. Sittie Aisah
Adiong. duly motion by Hon. Mujahidah M. Asi PB Linao and seconded by Hon. Sittie Nahda Mapandi
PB Small Banisilon.the motion is carried.
