Background of Occupational Health
Safety
The Occupational Safety and
Health (OSHC) was established
through Executive Order No.
307, signed by the late
President Corazon C. Aquino,
on November 4, 1987.

Based on its mandate, the


OSHC champions the cause of
work safety and health in the
Philippines.

Definition of Terms
• Safety – the physical or environmental conditions of work
which the prescribed Occupational Health and Safety (OHS)
standards and which allow the workers to perform their job
without acceptable exposure to hazard.
• Occupational Safety - the practices related to production
and work process.
• Health – a sound state of the body and mind of the worker
that enables him or her to perform the job normally.
• Sharpening – the process of thinning the edge of the tools
like knife, pruning shears, hedge shears, etc.
• Cleaning – the act or process of removing dirt from tools,
containers and farm facilities.
• Disinfection Chemicals – refers to the chemical used in
cleaning which has the ability to kill microorganisms
especially pathogens.

BIOLOGICAL HAZARD
Agricultural workers are at risk from a wide
range of work-related diseases and
disorders.
These range from diseases caught from
birds and animals to asthma and other lung
diseases from biologically
contaminated dusts.

ENVIRONMENTAL HAZARD
Agricultural work can also create
environmental hazards beyond the immediate
workplace.

ORGANIZATIONAL HAZARD
These include hazards that are caused by
poor work organization such as
• badly organized shift work and working
hours,
• excessive overtime,

an anatomical, physiological, and psychological
demands on the worker, such as repetitive and forceful
movements, vibration, extreme temperatures, and
awkward postures arising from improper work
methods and improperly designed workstations, tools,
and equipment.

The following factors may increase risk of
injury or illness for farm workers

1. Age – injury rates are highest


among children aged 15 and under
and adults over 65
2. Equipment and Machinery –
most farms accidents are facilities
involve machinery. Proper machine
guarding and doing equipment
maintenance according to
manufacturer’s recommendations
can help prevent accidents.

VEHICLE HAZARDS
In 2011, vehicular accidents caused
close to half (276) of the 570
fatalities in agriculture. Injuries
from vehicular incidents are serious
and debilitating to farm activities.

HEAT
“HEAT ILLNESS CAN BE DEADLY”.
Every year, thousands of workers
become sick from exposure to heat, and
some even die. These illnesses and
deaths are preventable.

PREVENTION
Heat-related illnesses, while potentially
deadly, are easily preventable. When
working in hot conditions, remember
"WATER, REST, SHADE."

Deaths and injuries from falls remain a
major hazard for farmworkers.

GRAIN BINS AND SILOS


While safety issues surrounding grain bins and
silos are sometimes overlooked on farms, they
pose many dangers. Farmworkers are exposed to
suffocation or engulfment hazards when working
with grain bins and silos, as well as grain dust
exposures and explosions. Suffocation is a leading
cause of death in grain storage bins.

WORKERS EXPOSED TO:
UNSANITARY CONDITIONS
The lack of drinking water, sanitation facilities
and/or hand washing facilities can lead to many
health effects. Farmworkers may suffer heat
stroke and heat exhaustion from an insufficient
intake of potable water, urinary tract infections
due to urine retention from inadequate
availability of toilets, agrichemical poisoning
resulting from lack of hand washing facilities,
and infectious and other communicable diseases
from microbial and parasitic exposures.

WORKERS EXPOSED TO:
Spraying Chemicals
Examples of Chemical Hazard:
• Spraying in a strong wind and the spray drifting over a
dam or the farmhouse
• Washing spray equipment and the water running into
open drains, collecting in puddles, or running into
stockyards or dam.
• Containers or chemicals left lying around. Empty
containers lying in a heap.

Some ways you can reduce the risk of
hazards from chemicals are:

• Use personal protective equipment such as


respirators, waterproof clothes, rubber gloves,
and waterproof footwear.
• Make sure chemicals are safely stored and
cupboards locked.
• Never spray chemicals on days when there is high
wind.
• Know first aid procedures
• Keep list of all hazardous substances used on the
farm

WORKERS EXPOSED TO:
HAZARDOUS EQUIPMENT AND MACHINERY

Farmworkers routinely use knives, hoes, and


other cutting tools; work on ladders; or use
machinery in their shops. However, these simple
tools can be hazardous and have the potential for
causing severe injuries when used or maintained
improperly.

machinery, they tend to have similar
characteristics and parts, such as:

• cutting edges,
• gears,
• chains,
• levers,
• revolving shafts

difference between a hazard and a risk.

protecting employees in the workplace from
accidents, injuries, and exposure to harmful
substances
