As per the Proceedings of the DGP/HoPF, Tamil Nadu in Rc.No.03380-1/Crime 1(I)/2024 Dated:06.07.2024 the case in
Greater Chennai Police, CCB-II Cr.No.77/2024, U/s. 419,420,468,471 and 120B of IPC and Sec 4 and 20 of The Indian
Telegraph Act 1885 was transferred to CBCID for further investigation. Subsequently, as per the proceedings of the Addl.
Director General of Police, Crime Branch CID, Chennai in C.No.C1(4)/201/E-7859180/2024 Dated: 06.07.2024, I was
nominated as Assistant Investigation Officer of this case. Accordingly, CD file of the above mentioned case was received
and perusal of the FIR revealed the following which runs as follows:
“Submitted:- Received a person namely Tr. Lee Tiek Yien (Malaysian National) along with a report and properties from Tr.
K. Anil Kumar, Asst Foreigner's Regional Registration Officer, Bureau of Immigration, Chennai Airport, Chennai addressed
to the Additional Commissioner of Police Central Crime Branch, Greater Chennai Police, through proper Channel in Ref.
No. 174/SB XIV/2016, C.No. 67/DC-CCB-I/IS./2016 which runs as follows:- FROM ANIL KUMAR, M/A. 54, AFRRO/A
BATCH, S/O. KRISHNAN NAIR, ASSISTANT FOREIGNER'S REGIONAL REGISTRATION OFFICER, BUREAU OF IMMIGRATION
CHENNAI INTERNATIONAL AIRPORT PHONE:044-22566030, MOB: 9841093833, E-MAIL: [email protected] Dated:
17.06.2024. TO THE ADDL. COMMISSIONER OF POLICE, CENTRAL CRIME BRANCH, GREATER CHENNAI POLICE,
CHENNAI. SUB: HANDING OVER OF LEE TIEK YIEN (MALE), MALAYSIAN NATIONAL (CHINESE ORIGIN), HOLDING
MALAYSIA PASSPORT NO. A55542929 (DOI-26/04/2022, DOE-26/10/2027) WHO WAS CARRYING A LARGE NUMBER OF
INDIAN SIM CARDS (22 Nos). On 16.06.2024 at around 0730 hrs one Malaysian national (Chinese origin) passenger
namely Lee Tiek Yien (Male) holding PPT No. A55542929 (DOI-26/04/2022, DOE-26/10/2027) who was approached for
departure immigration clearance to travel back to Malaysia by Air Asia flight No. AK-010 found to be in procession of large
number of Indian SIM cards (22 Nos) without any justification. During scrutiny, it was found that the said pax is involved in
carrying pre-activated Indian SIM cards to Cambodia for delivering to scamming companies, knowing that the pre-
activated Indian SIMs are to be used for cheating Indian citizens by exploiting Indians employed by them. The said
passenger stated that he had carried 1000 Indian SIM cards in May 2024 and currently he is holding 22 Indian SIMs with
him. He came for return/replacing for 375 Indian SIMs delivered earlier, which were found to be faulty. It is also disclosed
that the SIM cards are procured by the Indian agents by fraudulent manner viz Mohamed Manazir and Ganesan
Sitharaman. The said passenger is also found to be trying to recruit people for Cambodian scamming companies and also
purchased bio-data of job seekers through Indian placement agencies. He also shared info about 03 Indian Bank current
accounts with the help of his Indian partner, to use it for fund transfer for Cambodian scamming companies. As the
passenger was carrying large number of Indian SIM cards to a foreign destination, which poses serious security threat, the
passenger namely Lee Tiek Yien (Male) along with his original Passport (No. A55542929), boarding pass and 22 Nos
Indian SIM cards and three mobile phones were handed over to CCB for further investigation and legal actions as deemed
fit. Sd/-XXXXXX (K.Anil Kumar) Asst Foreigner's Regional Registration Officer, Bureau of Immigration, Chennai
International Airport, Date: 17 June 2024, Place: Chennai Airport. Sir, Based on the report today 17.06.2024 at 17.30 hrs., I
register a case in CCB-II Cr. No.77/2024 U/s. 419,420, 468, 471 and 120B of IPC and Sec 4 and 20 of The Indian Telegraph
Act 1885 and entrust this case to Tmt. M. Sheeja Rani, Inspector of Police, Beta - 9, Forgery Investigation Wing, CCB for
conducting investigation. FIR along with the report is sent to Judicial Magistrate-I, Court, Alandur, Chennai and copies to
officers concerned including the investigating officer”.
Based on the above FIR, a case in Crime Branch CID, Cyber Crime Cell, Cr.No.01/2024, U/s. 419,420,468,471 and 120B of
IPC and Sec 4 and 20 of The Indian Telegraph Act 1885 is reassigned and submitted to the Deputy Superintendent of
Police, Counterfeit Currency Wing, I/c. Cyber Crime Cell, CBCID for investigation. The original FIR, along with a copy of the
complaint and FIR of CCB-II Cr.No.77/2024, U/s. 419,420,468,471 and 120B of IPC and Sec 4 and 20 of The Indian
Telegraph Act 1885 is submitted to the Hon'ble XI Metropolitan Magistrate Court, Saidapet, Chennai-15 and other copies
to concerned Senior Officers.
13. Action Taken: Since the above report reveals Commission of Offence(s) u/s as mentioned in item No.2, registered
case and took up the investigation.

Complainant/Informant free of cost.
மு.த.அ. குற்றமுறையீட்டாளருக்கு / தகவல் தந்தவருக்கு படித்துக்காட்டி, அது சரியாக
எழுதப்பட்டு இருப்பதாக ஏற்றுக்கொள்ளப்பட்டு, அதன்படி நகல் ஒன்று இலவசமாக கொடுக்கப்பட்டது.
