Objective:
SAFETY CULTURE AND PPE COMPLIANCE TDGI-TD023-
OCP-OHS-36

This policy aims to cultivate a strong safety culture within the organization and
enforce strict adherence to Personal Protective Equipment (PPE) compliance to
safeguard the health and well-being of all employees.

1. Safety Culture Overview:


The TDGISERV is committed to fostering a proactive safety culture where:
 Safety is a top priority.
 All employees, from top management to front-line workers, are responsible
for maintaining a safe work environment.
 Open communication about safety hazards and concerns is encouraged.
 Continuous learning and improvement in safety practices are promoted.

Definition of safety culture?


 Safety Culture refers to the shared beliefs, attitudes, and behaviors that
shape how safety is perceived, valued, and implemented in the workplace.
 It involves everyone—from top management to front-line workers—being
actively engaged in promoting safety practices and reducing risks.
 In a positive safety culture, safety becomes a priority, and employees are
empowered to speak up about hazards without fear of retaliation.

Key Elements of a Strong Safety Culture:


1. Leadership Commitment: Management visibly demonstrates their
commitment to safety through policies, actions, and leading by example.
2. Employee Involvement: All workers actively participate in safety programs
and initiatives, reporting hazards and following safety protocols.
3. Training and Education: Continuous education on safety procedures, risk
management, and correct PPE use.
4. Accountability: Everyone is accountable for safety—there are
consequences for non-compliance and rewards for promoting safe behavior.
5. Communication: Open lines of communication where workers can freely
express concerns and suggestions related to safety.

The use of Personal Protective Equipment (PPE) is essential for minimizing


exposure to workplace hazards. PPE protects employees from injuries, accidents,
and long-term health risks by acting as a barrier against specific dangers related to
job tasks.

3. Scope:
This policy applies to all employees, contractors, visitors, and anyone else
performing work at any TDGISERV site. It covers all types of PPE required for job
tasks, including but not limited to helmets, gloves, goggles, respiratory masks,
hearing protection, and steel-toe boots.

4. PPE Policy:
4.1 PPE Requirements:
 Assessment: The TDGISERV will conduct regular hazard assessments to
identify the specific PPE required for various tasks.
 Provision of PPE: The TDGISERV will provide all necessary PPE to
employees at no cost. This includes protective gear for head, eyes, ears,
hands, feet, respiratory systems, and full-body protection as needed.
 Mandatory Use: Employees must wear PPE when performing any task that
requires protection, as specified in the job risk assessments and TDGISERV
safety protocols.
Why PPE is Essential:
 Protection: PPE acts as a barrier between you and workplace hazards (e.g.,
chemical exposure, falling objects, sharp materials).
 Regulation: PPE usage is mandated by safety regulations and laws (e.g.,
OSHA or local safety authorities).
 Prevention: Proper PPE use reduces the likelihood of workplace injuries,
ensuring a safer working environment for everyone.
Common Types of PPE:
 Head Protection: Hard hats must be worn in areas where there is a risk of
falling objects or head injuries.
 Eye and Face Protection: Safety glasses or face shields are mandatory in
areas where there is a risk of flying debris, chemicals, or other eye hazards.
 Hearing Protection: Earplugs or earmuffs must be worn in areas where
noise levels exceed the permissible limits.
 Hand Protection: Gloves must be worn when handling hazardous materials
or equipment that can cause injury.
 Foot Protection: Steel-toe boots or other protective footwear are required
in areas with a risk of foot injuries from heavy objects.
 Respiratory Protection: Masks or respirators must be used in
environments where there is exposure to hazardous fumes, dust, or
chemicals.

4.2. Responsibilities:
 Management: Responsible for creating and maintaining a safe environment,
ensuring that PPE is available and in good condition, and enforcing PPE
compliance.
 Supervisors: Must ensure that all team members are properly using PPE,
conduct regular checks, and address any non-compliance immediately.
 Employees: Required to wear and maintain PPE at all times, report any
damaged or defective equipment, and actively participate in safety training
sessions.
4.3 Training:
 PPE Training: All employees will undergo PPE training that covers:
o The correct selection and use of PPE.

o Maintenance and storage of PPE.

o The limitations of PPE and when it must be replaced.

 Ongoing Refresher Training: Regular refresher courses will be conducted


to ensure continuous awareness and compliance with PPE policies.
4.4 PPE Inspection and Maintenance:
 PPE must be inspected before and after each use. Employees are required to
report any signs of wear, damage, or malfunction.
 Damaged or expired PPE must be replaced immediately.
 PPE must be stored properly to avoid contamination or damage.
4.5 Non-Compliance Procedure :
In the event that an employee or supervisor is found not complying with PPE
regulations, the following steps shall be taken:
 Verbal Reminder: The supervisor will give an immediate verbal reminder to
the non-compliant individual to correct their behavior.
 Written Warning: If the employee fails to comply after the verbal reminder,
a written warning will be issued by the supervisor, and the incident will be
recorded.
 Disciplinary Actions:
 First Offense: A formal warning letter will be issued.
 Second Offense: A non-compliance fine of QR 100 will be levied, and
the individual will undergo mandatory safety retraining.
 Third Offense: Possible suspension or termination of employment
may be considered, depending on the severity of the violation and
impact on workplace safety.

5. Procedures for Implementing PPE Compliance:


5.1 Hazard Assessment Procedure:
 A certified safety officer will conduct routine hazard assessments to
determine the need for specific PPE across various tasks and job sites.
 The findings will be documented, and PPE requirements will be
communicated to all employees working in hazardous areas.
5.2 PPE Distribution:
 Employees will be provided with the necessary PPE before starting any task
that involves potential hazards.
 Supervisors must keep records of PPE distribution and ensure that employees
are equipped with the correct gear for their specific tasks.
5.3 Incident Reporting:
 Any incident involving PPE non-compliance or equipment failure must be
reported immediately to the supervisor and the safety department.
 Incident reports will be reviewed to determine the root cause and corrective
actions will be implemented to prevent recurrence.
6. Monitoring and Enforcement:
 Regular Audits: TDGISERV will perform regular audits of work areas to
ensure PPE compliance.
 Non-Compliance: Any employee found not wearing the required PPE will
face disciplinary action as outlined in Section 4.5.( As per QU Penalty
Guideline Non‐compliance to specific PPE / safety wears & safety
arrangement /regulation )
 Safety Committee: A designated safety committee will oversee compliance,
investigate any breaches, and continuously update PPE standards as needed.
oSupervisors must monitor and enforce PPE compliance.
oImmediate corrective action should be taken for any non-compliance.
 Reporting: Report any PPE issues (e.g., improper fit, damage) to supervisors
promptly. Any non-compliance should be documented, and disciplinary
actions should be considered for repeated violations.
 Documentation
All non-compliance incidents must be documented, including the nature of
the violation, date, and corrective actions taken.
Signed copies of warning letters and disciplinary actions must be filed and
maintained for reference.

7. Continuous Improvement in Safety Culture:


7.1 Leadership Commitment:
 Management will lead by example by adhering to all safety protocols and
ensuring the well-being of all employees.
 Safety performance will be incorporated into key performance indicators
(KPIs) for all managers.
7.2 Employee Involvement:
 Employees are encouraged to actively participate in safety meetings, report
hazards, and provide feedback on safety procedures.
 Positive safety behavior will be recognized and rewarded.
7.3 Communication:
 Clear and open communication regarding safety policies, hazard
assessments, and PPE updates will be maintained through regular toolbox
talks, posters, and safety bulletins.
7.4 Reporting Safety Concerns:
 Employees are encouraged to report unsafe conditions, faulty PPE, or
breaches of safety protocol without fear of retaliation.
