progress of approvals is not to the satisfactory level.
Further, it is observed that, many ULBs & UDAs not yet prepared/created even single Circulation
plan/Area Development Plan.
Further it is to inform that, the Hon'ble Minister MA&UD, Dept issued instructions vide reference 9
cited to complete the process of circulation pattern approval within 3months.

any laxity willbe viewed seriously.

Further, as per Rule 53(6), it is specified that, In case of single plot sub
division approved by the competent authority, a means of independent access

Building and 6m for Non-High-Rise Group Housing Building.
Further as per the amendment orders issued by Government in the reference

Rule 169 (4) (a) "in case of Gram Panchayat falling in Development

Commissioner of the concerned Development Authority is competent to

issue TDR".
Rule 169(4)(b) specifies that, Road Development Plans/Circulation Plans
shall be prepared for entire jurisdiction of Urban Local Body/Development
Authority.
In this regard, it is to state that, Government has observed that citizens are
facing hurdles to obtain development permissions inthe urban areas due to minimum

road widths as per the preparation of
building norms. This is due to the lack of
circulation patterns for the congestedareas within the town/city. Inefficient circulation
network in such areas leads to deficiency in basic civic infrastructure facilities like
wati uppiy, roads, street lights and drainage which is not only defeating the veY

services and amenities within the local bodies.

infrastructure etc may also be taken intoconsideration for prioritizing and
taking up circulation patterns.
Further, it is to inform that, GIS based base maps of the respective ULBS may be
utilized while preparing Circulation Plans.
The following steps involve in preparation of Circulation Plan Process:
. Identification and Selection of Road as per the enlisted criteria.
Conducting road inventory survey duly by marking existing road width,
properties abutting road.
Circulation plans are to be prepared with a dimensioned, drawn to a scale duly

incorporating duly showing the affected road area.
Existing roadwidth of the stretch
Alignment of proposed road stretch with reference to existing road width.
Preparationof circulation plan with proposed road widths.
" Publication of the said road calling for obiections and suggestions within 7
days in the public domain or at concerned locality.
Receiving of suggestions and objections from the public on the said stretch.
Approval of the Circulation pattern by the competent Authority.
Further, the width of the roads in the unauthorized layouts shall not be taken into
consideration and shallnot be modified for preparing circulation plans.
Furthermore, it is to inform that, width of roads in approved layouthTP schemes
as well proposed road width in the sanctioned Master plan shall not be modified
without prior approval from the Competent Authority.
Further, henceforth it is to inform that after obtaining the Circulation Plan
approval from the concerned Competent Authority, the urban local body shall
immediately notify the same by giving seven (7) days time duly inviting objections
and suggestions from general public. After expiry of the specified time period, all the
objections and suggestions received, if any, shall be examined and finalize the plan
duly considering on merits. If any changes are proposed to the Circulation Plan, the
sanctioning authority shall consult Competent Authority to confirm the same.
