DEFENDING THE GOVERNMENT’S POSITION ON KITEEZI LANDFILL
On late Friday night, August 9, 2024, a devastating landslide at the Kiteezi landfill in
Kampala occurred leading to loss of more than 34 lives, missing people and loss of
property. This brought in a question on who to blame for the cause of this disaster and
according to most of the Ugandans show that the government is giving a deaf ear to
whatever is happening in Kiteezi Landfill. Though that is not the case.
In this, the waste pile failed and inundated houses surrounding the site. This was
overseen and predicted by the government and the precaution that could be done was
to immediately warn and inform the occupants of the vicinity of the site to try their level
best and migrate to far places. These had to be aided by the ministries plus the KCCA
though most of the funds were corrupted and the authority neglected the program.
However, the main cause of this disaster was the heavy rains in the recent weeks
before the disaster.

After the disaster, the government came in again as it showed its concern by sympathizing
with the affected persons, this was through giving them a hand in finding their lost ones
from the massive “garbage” collection, funding their resettlement and as well providing
some “upkeep” with them.” The government has deployed 15 excavators, security
personnel, and emergency services to assist in the rescue operations. Additionally, the
Prime Minister has provided UGX 200,000 to each affected household, while President
Museveni has pledged UGX 5 million to each household that lost a loved one and UGX
1 million per injured person.” (New vision, August 14, 2024)

In addition, the government took more concern and some KCCA officials were dismissed
as they were suspects to the corruption of the funds that were provided to facilitate the
programs about the landfill. These included, Mrs. Dorothy Kisaka - Executive Director,
Engineer David Luyimbazi -Deputy Executive Director and Dr. Daniel Okello-
Director of Public Health.

The government is currently working on the decommissioning of the Kiteezi landfill to

prevent further loss of life and environmental harm. The government is also actively
seeking alternative sites for waste disposal, with potential locations identified in Menvu,
Nansana, and Busumamura in Kira Municipality. These sites are expected to replace
Kiteezi and address the impending waste crisis in the Greater Kampala Metropolitan Area
(GKMA).

In conclusion, he government has been and it’s still concerned on whatever is happening
at Kiteezi Landfill site. This is supported by the points and evidences stated above and
are all based on anthropology, sociology, public health, environmental and geotechnical
engineering aspects
