1. Applications are invited to fill up the vacant posts of CASS/CAS (General) in the
hospitals under the administrative control of the Directorate of Secondary
Health, A.P (Formerly APVVP).
2. Recruitment is on Regular Basis.
3. Total Number of Vacancies: 97 (Ninety seven) (these vacancies are tentative
and it may increase or decrease. Vacancies include both backlog and regular).
Details of specialty-wise vacancies are at Annexure No. I
4. Merit list prepared under this notification is valid till one year from the date of notification
issued.
5. Scale of Pay :

6. The specialist doctors who were appointed on regular basis will be allowed for
specialist allowances of Rs.15,000/- per month.
7. The Specialist Doctors and General Doctors posted in the hospitals located in
Tribal area will be paid 50% and 30% over basic pay as an additional incentive
respectively as per the G.O.Ms.No.49 HM&FW (D) Dept., Dated:21.03.2022.
8. Online Application will be enabled in the web site http:apmsrb.ap.gov.in/msrb/
from 11.30 AM on 04.12.2024 to 13.12.2024 till 11.59 PM in the website.
9. ONLY LOCAL candidates are ELIGIBLE to apply for direct recruitment. NON-
LOCAL candidates are NOT ELIGIBLE to apply.
10. Educational Qualifications :
a. Must have passed PG Degree / DNB / Diploma in
Civil Assistant the particular specialty or its equivalent
qualification included in the schedule - I & II of the
Surgeon Specialist MCI Act, 1956.
b. Registered in A.P. Medical Council.
c. Must have passed MBBS or its equivalent
Civil Assistant qualification included in the schedule - I & II of the
Surgeon (General) MCI Act, 1956.
d. Registered in A.P. Medical Council.
11. AGE:
i. OC candidate should not have completed 42 years as on date of
Notification.
ii. EWS/SC/ST/BC candidates should not have completed 47 years as on
date of Notification.
iii. D i f f e r e n t l y a b l e d persons should not have completed 52 years as on
date of Notification.
iv. Ex-servicemen should not have completed 50 years as on date of
Notification
12. FEE:
Application fee for O.Cs - Rs.1,000-00
For SC, ST, BC, EWS, D i f f e r e n t l y a b l e d
a n d Ex-servicemen - RS. 500-00
Method of Payment : online transaction on or before 13.12.2024.
13. Caste & Community:
a) Community Certificate issued by the competent authority in terms of
G.O.Ms.No.58 SW(J) Dept. dt:12-05-1997 ( Candidates belonging to
BCs, SCs & STs of other States are not entitled for reservations)
b) The General Rule 22 of Special representation shall apply to the
appointments of these posts subject to various provisions in the relevant
Service rules, except in the case of Physically handicapped persons.
c) Rule of Reservation will apply as per A.P State and Subordinate service
Rules in force and orders issued by the Government from time to time.
14. LOCAL CANDIDATURE:
i. Candidates who are Local to Andhra Pradesh ONLY need to apply.
(Candidates who studied from 4th Class to 10th Class in the State of
A.P and candidates who migrated to any part of AP from the State
of Telangana within a period of 3 years from 2nd June 2014. (As
per G.O.No.132 GAD Dt.13-6-2016 & G.O.Ms.No.133 GAD
Dt.13.06.2016) are considered as Local).
ii. The Residence Certificate / Nativity / Domicile Certificate issued by
MRO/Tahsildar will not be allowed for Local consideration without
mentioning the GO.No.132 GAD Dt.13-6-2016 & GO.Ms.No.133
GAD Dt.13.06.2016 for the candidate who studied in the state of
Telangana before bifurcation.
iii. The Residence Certificate will not be accepted if a Candidate has
studied in any Educational Institutions up to SSC or equivalent
Examination; such candidates have to produce study certificates in
variably.
15. SELECTION PROCEDURE :
A. Selection will be based on merit and rule of reservation
B. Merit list will be prepared for all the candidates who applied and
fulfilled all the eligibility conditions.
C. Selection lists will be prepared based on merit lists and Rule of
Reservation issued in AP State and Subordinate Services.
D. Total Marks–100
E. 75% of the marks obtained in PG Degree/DNB and 65% of the marks
obtained in PG Diploma.
F. 75 Marks based on the marks/ grade obtained in the qualifying
degree. Those who are not having PG marks memo or Grade,
percentage of marks will be taken as 50% (50% x 75 = 37.50)
a. It is the responsibility of the candidate to obtain and submit
marks memos from the competent authorities where ever
grades instead of marks are issued.
b. Regarding the Grades: (Marks will be considered as 75%)
(As per Govt.Memo.No.4296/A1/2015, Dated 22.04.2015)
1) Grade – A Distinction 75% to 85% mean 80%
2) Grade – B+ Above Average 65% to 74% mean 70%
3) Grade – B Pass 50% to 64% mean 57%
c. In case of Foreign Degrees (MBBS) for Aggregate of Marks of
75% :
1. The candidates who have passed the MBBS degree in Foreign
Universities, the 75% aggregate marks weighatage is given as
per the following formula.
a) A Grade / Excellent - 60% x 75% = 45.00
b) B Grade / Good - 55% x 75% = 41.25
c) C Grade / Satisfactory - 50% x 75% = 37.50
2. The percentage of marks awarded in Foreign Universities, those
marks shall be converted as Grades as follows.

3. In certain Foreign Universities Degrees shown as academic hours
/ amount of hours / ECIS Ranks / National grade / Study hours /
credits/ Grade points GPA/pass etc., In such cases, where
marks/grades are not clearly shown, the Grade C with 50% as
maximum marks will be awarded.
4. Marks awarded for languages shall not be considered for
weightage of aggregate marks.
G. Maximum 10 marks based on weightage for number of years since
passing qualifying examination @ 1 mark per year after completion of
PG/Diploma to the date of issue of notification.
H. Maximum 10 marks based on weightage for number of years since
passing qualifying examination @ 1 mark per year after completion of
Internship after MBBS to the date of issue of notification.
I. 15 Marks to the contract service rendered in Government institutions
in the relevant post only.
J. Contract service can be calculated from the date of completion of
Post-Graduation (Requisite qualification) only.
A. 2.5 marks per six months in Tribal Area.
B. 2 marks per six months in Rural Area.
C. 1 mark per six months in Urban Area.
K. Contract Service Certificate issued by the competent authority and
signed by the Superintendent of Government Teaching Hospital /
DM&HO / DCHS shall be submitted for claiming the contract
weightage. Contract weightage will not be awarded, in case of non-
submission of signed certificate from the above authorities (Annexure
– III).
L. Service Weightage shall consider only when experience certificate
produced by the individual is in the appropriate cadre only.
Experience in any field other than to post applied shall summarily be
rejected. (vide ref.8th cited)
M. Weightage will be awarded up to 15 Marks for the candidates who
rendered their services on contract basis for COVID-19 duties.
a. Contract service will be reckoned up to the date of notification as
per Government Memo.no.4274/D1/2013, HM&FW (D1) Dept.,
dt.10.07.2014.
b. Spells of services will also be considered for weightage marks.
c. Contract weightage will be awarded as per G.O.Rt.No.211, HM
&FW(B2) Dept., Dated 08.05.2021 and G.O.Rt.No.7 HM&FW(B2)
Department Dt.06.01.2022 read with circularno.03/CHFW/2022,
dated 11.02.2022 of CHFW
d. Following documents to be submitted to claim COVID-19
weightage:
e. @ 5 Marks per Six months of service for COVID 19 duties.
(0.83 mark per each competed month)
1. Appointment order for COVID-19 management.
2. Monthly attendance certificates.
3. Bank statement indicating payment of monthly remuneration
along with COVID-19 weightage service certificate.
4. Service certificate from the competent authority in the prescribed
proforma (DMHO/DCHS/Medical Superintendent in case of GGH).
5. Covid-19 contract weightage will not be awarded in case of non-
submission of any of the above certificates from d (1) to d (4).
16. IN-SERVICE CANDIDATES :-
a. Candidates who are already in service shall submit NOC from the HOD
concerned (DPH&FW/DME). Candidates who have been working in DSH
(formerly APVVP) facilities on regular basis will not be considered for regular
appointment and they shall submit acceptance of resignation from the
competent authority (DME,AP / DPH&FW,AP) for admission to duty, if selected.
17. HOW TO APPLY :
Applications shall be submitted online at http:apmsrb.ap.gov.in/msrb/ from
04.12.2024 to 13.12.2024 11.59 PM
The candidates shall have to pay the application fee Rs.1000/- for OCs
and Rs.500/- for BC, SC, EWS, ST, Ex-service men and Differently
abled candidates.
Payment shall be done in online Mode only.
Interested candidates are requested visit the website
http:apmsrb.ap.gov.in/msrb/. Candidates shall submit the application online
uploading following certificates in support of their claims in the application
18. Certificates to be uploaded online :
a. Marks Memos of all years of P.G. Degree/ DNB / P.G.Diploma obtained in all
the years in qualifying the examination (Consolidated Marks Memo).
b. Certificate of P.G. Degree/ DNB / P.G Diploma / MBBS.
c. MBBS Original Degree Certificate / Provisional and Marks Memos for all
years or consolidated marks memo for (CAS General).
d. Internship completion certificate
e. Certificate of permanent Registration in A.P State Medical Council shall be
submitted and should be registered on or before the date of submission of
application.
f. SSC or equivalent certificate (for Date of Birth)
g. Study Certificates from class 4th to 10th from the school where the candidate
studied. If SSC or its equivalent done by private study, without attending
any school, Residence certificate from MRO for previous 7 years (in the
prescribed Proforma). In the absence of the above certificate the candidate
will be considered as Non-Local.
h. Copy of the latest Caste Certificate in case of SC/ST/BC/EWS (with
categorization if any) issued by MRO concerned. In the absence of proper
certificates the candidate will be considered as OC only.
i. Contract Service certificate should be submitted in the prescribed format
attached in the web site obtained from the controlling officer concerned
(DM&HO/ DCHS / Superintendent of teaching hospitals / Any other
authority who appointed the applicant) in case of Medical officer working on
contract basis. In absence of which the candidate will not be given any
weightage.
j. For availing COVID weightage – COVID appointment orders should be
attached to the application along with contract service certificate, if not
submitted COVID weightage will not be considered.
k. NOC from the competent authority in case of doctors who are presently
employed with state or central Government on regular basis (DPH&FW, AP/
DME, AP / Other competent authority).
The applications submitted without the required certificates and incomplete
applications will be rejected summarily.
19. Specialty wise CASS vacancies are as follows. The number of vacancies are
provisional and subject to increase due to anticipated promotions / decrease
as per the need of the hour. Final merit list will be in operation for a period of
one year from the date of notification or further orders from government
whichever is earlier.

20. The details of the hospitals where the vacancies exist and the roster points will
be shared in due course in the designated website.
21. Important information to candidates:
a. Candidates undergoing PG / Super Specialty course are advised not to
apply. Permission will not be given to continue their PG / Super
Specialty course under any circumstances, if selected.
b. Selected candidates will be posted to any medical institution as per
requirement of the department.
c. If selected, he/she should stay at the bonafide Head Quarters
compulsorily.
22. The recruitment is subject to the outcome of any O.As/ W.Ps pending
before court and likely to arise in the matter.
23. Director of Secondary Health / Member Secretary, APMSRB reserves every
right to cancel the notification /alter/ modify any condition laid down in the
notification for final selection and also number of posts notified.
