I. CALL TO ORDER
The 1st Barangay Assembly, started at around 9:00 in the morning. It was started with a prayer
by Eva Nismal, followed by the singing of the national anthem by the sound system.
II. WELCOME REMARKS
Community Empowerment Facilitators of KALAHI CIDSS assigned in Barangay 8, ACT-CEF
Chena Cristy S. Sicorsicor and MCT-CEF Teresa Cahilig and Frency Villavert are welcomed by Punong
Barangay Irwin Decena and those who are present in the 1st Barangay Assembly. He also welcomed all
the members of the Barangay Council and the residents who attended the meeting.
III. PRESENTATION OF THE RESULT OF THE BARANGAY PARTICIPATORY
SITUATIONAL ANALYSIS (BPSA) AND BARANGAY ACTION PLAN
ACT-CEF Chena Cristy Sicosicor presents the purpose of the 1st Barangay Assembly and the
reason of conducting the activity, which is to inform the community volunteers as well as the residents
present the result of the recently conducted Barangay Participatory Analysis and to inform the
community the status of the Barangay 8 in terms of economy, gender and socio-cultural status and
urgency of addressing the problems within the Barangay.
ACT-CEF Chena Cristy Sicosicor informed the community that according to the results gathered
and validated, there are Top 3 identified problems that need to be addressed as soon as possible. These
problems within the Barangay needs to be approved by the Barangay Assembly to be endorsed to the
Sangguniang Barangay for them to include in their Barangay Development Plan for proper action and
solution.
Punong Barangay Irwin Decena and Eva Nismal, PSA volunteers discussed about the outputs of
the recently concluded BPSA. They present the problems according to Ranking of Priority which
includes;
1. Cash for Work
2. Extension of Multi-Purpose Hall
3. Improvement of Drainage Canal.
IV. APPROVAL OF BARANGAY ACTION PLAN AND TOP 3 IDENTIFIED ISSUES AND
ENDORSING THE TOP 1 PRIORITY TO KALAHI CIDSS NCCDP: KKB BP2P-CDD
After the presentation of the Top 3 Identified Issues in Barangay 8, the assembly agreed to
propose sub-projects which are the Cash for work for the additional income to those family who are less
poverty threshold, Extension of the Barangay hall which addressed their difficult where to have an
assembly or gathering because they don’t have an appropriate area for big gatherings, Construction of
Drainage Canal to resolve overflowing of water from the existing drainage which causes to flood in the
road, students are also affected in going in and out during rainy seasons and lastly,. Having no objections
from the assembly, Punong Barangay Irwin Decena asked the Assembly if they have other issues and
concerns that needs to be addressed or endorsed to other concerned agencies to for proper action and
solution.
Having no other concerns and objections, in motion of Evelyn Villanueva and seconded en
masse, it was moved that the Barangay Action Plan and the result of Barangay Participatory Analysis
which includes the Top 3 Identified problems stating that the Top 1 in the ranking of priority be endorsed
to KALAHI CIDSS NCCDP: KKB BP2P-CDD for funding.
In addition to the above statement, it was clearly stated that if the Top 1 Priority is not feasible,
Barangay Atabay will consider the Top 2 in the ranking of priority be endorsed to KALAHI CIDSS
NCCDP: KKB BP2P-CDD for funding, and so on.
V. SELECTION OF THE BDC-TWG STRUCTURE
The Facilitators assigned, explained the roles and functions of the BDC-TWG is to monitor the
overall implementation and management of the community projects through reviewing the
documents and ensuring all stakeholders coordinate and perform their functions and
responsibilities to the project.
She opened the table for the selection of the BDC-TWG Structure. The new BDC-TWG
Chairperson will be led by Eva Nismal she commits herself that she will do her best to serve the
people in the barangay and the KALAHI.
For the Grievance Redress Team Chairman Nemia Villariza, followed by Irwin Decena and
Jovie Tamon as members.

On motion made by Eva Nismal that activation of the BDC-TWG structure and the Grievance
Redress Team are approved and seconded by Rowena Cupan.
VI. PINCOs and Grievances.
Denter Gelar asked how they will know if the top 1 priority is feasible? ACT-CEF Chena Cristy
S. Sicorsicor answered that it will based on the site investigation of the Techinal Facilitator.
VI. CLOSING REMARKS AND ADJOURNMENT
The first Barangay Assembly ended with a closing remarks by Punong Irwin Decena. He
thanked the Barangay Officials, community volunteers who are present during the conduct of the 1 st
Barangay Assembly and to the KALAHI ACT-MCT staff for facilitating the conduct of the assembly.
On motion of Eva Nismal and seconded in masse, the 1st Barangay assembly is adjourned at
11;30 in the morning.

A RESOLUTION APPROVING THE THREE (3) YEAR BARANGAY ACTION PLAN FOR
BARANGAY 8, MUNICIPALITY OF SAN JOSE DE BUENAVISTA, ANTIQUE SHOWING THE
TOP 3 PRIORITY SUB-PROJECT IDENTIFIED DURING THE BARANGAY PARTICIPATORY
SITUATIONAL ANALYSIS AND ENDORSING THE TOP 1 PRIORITY TO KALAHI-CIDDSS
KAPANGAYARIHAN AT KAUNLARAN SA BARANGAY BALIK- PROBINSYA BAGONG PAG-
ASA COMMUNITY DRIVEN DEVELOPMENT PROGRAM (KALAHI-CIDDS: KKB BP2P CDD
PROGRAM) FOR FUNDING.
WHEREAS, the Municipality of San Jose de Buenavista Antique is a recipient of the Balik-Probinsya
Bagong Pag-asa Program under the Department of Social Welfare and Development.
WHEREAS, Barangay 8, Municipality of San Jose de Buenavista, Antique on its Resolution No.__ dated
August 3, 2023 cite to approved and support the KALAHI-CIDDSS KAPANGAYARIHAN AT
KAUNLARAN SA BARANGAY BALIK- PROBINSYA BAGONG PAG-ASA COMMUNITY DRIVEN
DEVELOPMENT PROGRAM;
WHEREAS, the KKB-BP2P CDD MUNICIPAL GRANT OF 7.5 MILLION KALAHI-CIDSS IS
TASK TO IMPLEMENT THE BALIK PROBINSYA BAGONG PAG-ASA PROGRAM using the
CDD approach since it has the experience on the implementation process.
WHEREAS, after conducting the Barangay Participatory Situational Analysis by the PSA volunteers on
August 10, 2023, the top 3 priority are identified as follows:
1. The residents as well as the barangay officials finds it difficult where to have an assembly or
gathering because thy don’t have a appropriate area for big gatherings.
2. Residents in Purok San Juan were complaining about the overflowing of water from the existing
drainage which causes to flood in the road, students are also affected in going in and out during
rainy seasons.
3. There were 34.19% HH were less poverty threshold, due unqualified for a job.
WHEREAS, the top 1 identified priority which is the extension of the Barangay Hall which has greater
impact among the residenst and the Barangay Officialsif they have an assembly or Barangay gatherings, it
was agreed by the assembly that it will be endorsed to KALAHI-CIDDS: KKB BP2P CDD PROGRAM
for funding to properly address the problem. However, if the top 1 priority is not feasible, it was agreed
that the next in rank follows and so on;
WHEREAS, the Barangay Development Council and the Barangay Assembly of Barangay 8,
Municipality of San Jose de Buenavista, Province of Antique has agreed for the approval of the Three-
year (3) Barangay Action Plan showing the top 3 priority sub-projects identified during the Barangay
Participatory Analysis and endorsing the top 1 priority to KALAHI-CIDDSS KAPANGAYARIHAN AT
KAUNLARAN SA BARANGAY BALIK- PROBINSYA BAGONG PAG-ASA COMMUNITY DRIVEN
DEVELOPMENT PROGRAM (KALAHI-CIDDS: KKB BP2P CDD PROGRAM) for funding;
NOW THEREFORE, on motion made by Peter Malacad and duly seconded en masse, be it;
BE IT RESOLVED, by the Barangay Development Council of Barangay Maybato Sur, Municipality of
San Jose de Buenavista, Antique on their 1st Barangay Assembly, as it is HEREBY RESOLVED to
approve the Three-year (3) Barangay Action Plan showing the top 3 priority sub-projects identified during
the Barangay Participatory Analysis and endorsing the top 1 priority to KALAHI-CIDDSS
KAPANGAYARIHAN AT KAUNLARAN SA BARANGAY BALIK- PROBINSYA BAGONG PAG-
ASA COMMUNITY DRIVEN DEVELOPMENT PROGRAM (KALAHI-CIDDS: KKB BP2P CDD
PROGRAM) for funding;
RESOLVED FURTHER, that copies of this resolution be forwarded to the Office of KALAHI CIDSS
and all concerned agencies for their information and consideration.

de Buenavista Antique this 14th day of August, 2023.
