MESSAGE

I am grateful and convey my appreciation for being one of the selected


MRDP recipients. It is my pleasure to search the basic data as requirement
for information and guidance for the improvement needed in my barangay.
Being the Chief Local Executive of our Local Barangay Government
Unit, it is laid in my hands the progress and development of my barangay
and my people as whole. I am responsible to formulate concrete and exact
Barangay Development Plan as the main requirement of acquiring MRDP
project in boosting my barangay from the lowest line of poverty and finally
become a progressive barangay.
I hope and pray for the blessings of our Almighty God.

CHAPTER 1- INTRODUCTION
Rationale
Barangay AGONG-ONG is a rural barangay of the Municipality of
Buenavista, Province of Agusan del Norte. It is bounded at North of barangay
SACOL, at East Barangay Malpoc, at West by barangay Cubi-cubi of the
Municipality of nasipit; at the South is the Barangay Macalang. It is located 3
kilometers away from the poblacion andits nearest road link is only 1
kilometer, National Highway. The barangay is accessible by motorized
tricycle, motorcycle and any 4 wheel drive vehicle.
The Municipal Planning Team (MPT) of the municipality selected and
identified a barangay who are responsible, cooperative and wide area for
development, considering the geographical situation , population and
economically depressed.
MDRP find it logical to input in order to come up with possible
intervention in dealing with the problem confronting the community.
Current issues and concerns facing the barangay is being assessed and
evaluated by calling the participation of the constituents and the barangay
officials.
Barangay Development Plan (BDP) is the total framework and
reference in getting start by prioritizing the solution to the problem.
Objective of the Plan
1. To fully close the front phase of covered court and the construction of
bleacher
2. To construct Barangay Agong-ong Government Center
3. To construct evacuation center
4. To give access to farmers by concreting farm to market roads and
establishing foot bridges
5. To find priorities in the implementation of the project
6. To find solutions on the issues and problems of the community
7. To avail financial assistance to farmers from the Provincial
Government.
8. To develop playground devices of Daycare center

Scope of the Plan


The Municipal Planning Team started the Plan in getting the
information for the data generation. The main tasked of the team is to come
up with scope of the plan like organizing, barangay profiling, identification of
situational analysis, development planning, to identify possible intervention,
implementing mechanism, plan legitimization and plan packaging.
Planning Methodology

The Municipal Planning Team was organized through Municipal


Planning and Management Implementing Unit (MPMIU). The team conducted
a training to ten (10) barangays prospective beneficiaries of the MRDP
participated by Barangay Officials, non-government organization, PO’s , and
other stakeholders.
The participants were given write shop on the scope of the plan from
chapter 1 to chapter 5. They were required to conduct general assembly to
come up with the data required plan. The main content of the plan is the
participation of all stakeholders and the first hand information is coming from
the community including the identification of problems and possible
solutions.

BARANGAY PROFILE
2.1 INTRODUCTION
a. Historical Background

THE LEGEND /HISTORY OF AGONG-ONG


During 18th century, before Buenavista become a town, AGONG-ONG
was once a forest area was no Christian People living. There were small
tribes of Manobo and Manggahat who lived at mouth of Agusan River, which
is presently called GUIHAO-AN RIVER.
In 1887, according to the history there were two brave Christians name
Inocentes Paler and Marcelo Dellegado who lived near near the sea, which
was called Sacol.It was the pagan’s costume that during full moon they made
celebrations in honor oftheir Anitos. They killed animals as their offerings.
One full moon night one tribe in Sacol held celebration. They used
agong made up of bronze commonly used in merry making. As the
celebration went on there was a different sounds heard from far away. It was
a sound made from Agong. The natives looked from all places but they saw
nothing. The natives were wondering who made the sounds heard for there
was nobody living there.As they kept on looking they reached the source of
sounds. It was inside the hole of a big tree was a man who strucked the
Agong looking outside which they termed ong-ong. This was the beginning
that the place was name AGONG-ONG.
In 1935, the first fiesta celebration of Agong-ong was held in honor of
Patron Saint” San Isidro Labrador” through the efforts of JOSE DURANGO. The
Commonwealth Act No. 53, Executive Order No. 65, made Agong-ong a
Barangay of the Municipality of Buenavista Agusan del Norte.

Sustainability of Agricultural Land use


Agricultural farming is the topmost source of income in the people of Agong-
ong. Majority of the residents are dependents are dependent in farming. Most of the
farmers practice multiple cropping, alternate cropping and others exercise only
monocropping as their way of tilling and utilizing their lands.
Latest technologies in farming are introduced in the area through
demonstration to prove effective technology thus boosting agricultural yield. Proper
application of fertilizers is also given to the farmers for them to reach high yield and
basically increase their income.
Most farmers practice crop rotation to improve the fertility of the soil and to
break the cycle of pest presence in the area.
Hilly part of the lands were cultivated and planted with varieties of bananas
and root crops to consume the area thus sustaining agricultural produce. Many
farmers also plant varieties of vegetables under coconut trees to utilize the area
and to have other income aside coconut farming.
Conservation practices are being introduced to sustain the fertility of the soil
by adopting crop rotation and planting nitrogen fixing bacteria crops.

Land preparation activity for rice falls in the month of November, December
and January for wet season: May, June, and July for dry season. Planting usually
occur in the mid of December, whole month of January until second week of
February and June, July and August for the next cropping season. Harvesting
happens in the month of March, April and may for wet season and September,
October and November for dry season. There are some rice farmers that could plant
once a year whether irrigated or rainfade. This normally happens due to water
irrigation zoning schedule in the area. There are two cropping season, dry and wet
although during dry season we usually encounter lesser harvest due to
unavailability of water.
In corn production, planting activity occurs in the month of February and
March for the first cropping and for the second cropping falls in the month of July
and August. Harvesting operation normally happens in the month of May, June
October and November for the whole year cropping season. We have only limited
area for corn with approximately 15 hectares.
High labor requirements usually observed during land preparation, planting
and harvesting. Other remaining months are intended for care and maintenance
thus, labor requirement is minimal to low. Farmers engaged in off-farm activities
while waiting for the crops reach its maturity stage in order for them to have other
source of income.

Occurrence of Pests and Diseases.


Pests are prevalent during high temperature and usually attack during
vegetative and early reproductive stages. Most common insect pests infesting the
crops are rice stem borer, whorl maggots, rice bugs and other defoliators. Farmers
are encouraged to plant resistant varieties to get rid of pests and diseases problem.
Different control measures to pests and diseases are given to the farmers for
them to be aware in the field and prepare what has to be done if these may happen.
We have adopted integrated Pest Management (IPM) since they were trained with
KALIKASAN Program.
The Agricultural Extension Worker (AEW)assigned in the area assist the
farmer in addressing the problem concerning to agriculture. Package of technology
are introduced.

Basing on the table above large animal like cattle is predominantly raised by
the residents of the barangay. There are 108 household that are raising cattle. This
is followed by carabao in which there are 92 household are raising this animal.
Among all types of animals swine is the raised by the majority of the
households which comprise of 168 households but most of them are were raised in
the backyard. In other hand, goat is also raised by the residents with a total of 23
household raising this animal.

Not all household but majority in the barangay are raising chickens. Meat
type of chickens are commonly raise by the residents with a total of 110 household
while the laying type has only 83 household are raising it as per table above is
concern.
Occurrence of Pests and Diseases
Occurrence of pests and disease of animals are minimal in the area due to
adoption of disease control by the assigned technician in the barangay. Regular
application of preventive measures for diseases is being instituted every year.
Disease of large animals usually prevalent on internal parasite thus regular
deworming is being practiced. The most common causes of mortality in chicken
production are avian pest and fowl cholera.
Generally , problem of pests and diseases to different animal species is being
addressed by Municipal Local Government Unit through the Municipal Agriculturist
Office represented by the Agricultural Technologist assigned in the area. Veterinary
drugs and vitamins provided through animal health outreach conducted by the
livestock technicians and by the personal of Provincial veterinary office (PVET) the
needy farmers. Agong-ong has two creeks encompassing the whole barangay.
And it is, classified as the longest creeks considering the source connecting
Macalang to Agong-ong proper, in fact this is source of irrigation water benefiting to
two adjacent barangays which covers thirteen (13) kilometers from the source of
the water which is Tacub and Malatugop creek.
Guihao-an river plays a major role in the barangay of Agong-ong as the main
source of water for irrigation. In fact, the CACEA-IA an irrigators association has
been organized because irrigation facility was constructed in the Guihaw-an river in
which the rice farmers of the Barangay and other adjacent barangay are the
beneficiary of this facility. Fresh water fishes for family consumption were coming
from this river. This river is also use for laundry purposes, human and animal
bathing.

Rice is the major commodity planted in the barangay . Due to bigger area of
rice, production is sufficient enough for consumption in the population of the locality
thus a big surplus is found on the said rice commodity considering the production
and consumption data.

Income distribution by source is attributed much on internal revenue allotment received annually by
the Barangay Local Government Unit compared to its income generating received. The final analysis
on the income source of the barangay is dependent mostly to Internal Revenue Allotment (IRA) and
local are lagging behind.

On actual expenditure, personal services mostly given to honorarium taken from the IRA. The
Maintenance and other Operating expenses(MOOE)is quite high compared to Non- Expenditures .

Comparison to income and expenditures on respective account is that there is an insufficient source of
income to cater other services . Finally , the barangay has a deficiency of collecting local source and
may not be initiating any other source of income in the barangay through legislation.
Public order and Safety
There was a civilian volunteer organization organized by the barangay to
maintain peace and order during the times that the barangay will hold as program.
There are more than twenty (20)members of the organization. They conduct
schedule of roving or foot patrol in the barangay during curfew hour to apprehend
those who were not in the respective residence especially the youth this was
purposely conducted to eliminate pity crimes such as stealing and other crimes.

The existing Land use in the area is predominantly covered on agricultural


land which comprising the biggest area of coverage which has an area of 411.0
while the built up areas is only 22.5 hectares. The smallest area covered is the wet
land with only 0.5 hectares.

There are three bodies found in the barangay two of them are creeks which
serves as the drainage of the irrigation water coming from the rice fields of the
barangay. These two creeks also serves as animal bathing but these creeks may
over flow during heavy and continuous rains which may cause damage to
properties and crops.
Water bodies that plays great role is the Guihaw-an river. The point of origin
of this river is the sitio Lumbuyan of Barangay Guinabsan and passes through
several barangays down to Barangay Agong-ong. This river is the major source of
irrigation water, in fact two dams were constructed in this river. One dam is located
in the Barangay Rizal while the other one is in the sitio Calayagon of Barangay
Malpoc and the other irrigation is Agfia which is not enough for farmers especially
in dry season.This river serves many purposes such as fishing ground, laundry
purposes and human and animal bathing. The only problem that may occurs that
during heavy rains the flood will damage the properties of the lower barangay

Generally, all infrastructure and other existing government facilities in the


barangay are functional and serviceable except potable water system that needs
rehabilitation and improvement. There are springs potentials for development into
water supply system under level II that are not tapped. This water source could
potentially supply the 367 households of the barangay if it will be developed.
Presently, existing solar dryer are inadequate to cater the drying demand of
agricultural products such as rice that resulting to low quality of marketable
agricultural products. Current problems and issues notably on each type of infra
such as buildings, sports facilities and power attributed to non-maintenance and
inadequacy. There are some areas in the barangay that are not served by ANECO
power due to its distance. The possible effect of the problems if not addressed
generally deprived the community of social services and development especially to
those living in the far-flung areas.

There are 4 dimensions of poverty namely: requirements for physical well-


being and survival (Quality of life). Access to resource/capabilities, Risks and
vulnerability, Empowerment and inclusion with 16 indicators base on
barangay profile. Out of 4 dimensions ,number 2 dimension which is access
to resources and capabilities is in the first rank which has an average score of
90.5 it was followed by dimension number 1 with an average score of
85 ,third in rank is the dimension number 4 with an average score of 60 and
the last is the dimension number 3.
The table above shows that in Barangay Agong-ong there are many residents
whose income is below poverty.
The BLGU has plan to coordinate to the agencies concern especially to
Agriculture office to provide some supports to the farmers of the barangay.

DEVELOPMENT PLAN
Development Framework

Vision:
Barangay Agong-ong able to mold and developed, progressive , self -
reliant community with healthy and well-informed residents who are God-
Fearing and peace loving, participative in local governance to sustain its
environment, gainfully employed constituents, productive farms, increase
local revenues and adequate household income.

Mission
The local Government Unit of Barangay Agong-ong, shall provide
quality education, infrastructure, health and sanitation, develop eco-tourism
and value formation.

Goals
1. To institunalize good barangay governance through a well-
equipped service providers.
2. To implement a zero waste management program.
3. To improve the quality of living at least 250 household by year
2025.
