Pratapsingh Rane : Lifetime Status Of The
Rank Of Cabinet Minister
• The BJP govt had honoured the veteran Congress leader – Pratapsingh Rane – for his 50 years
as MLA by providing the “lifetime status of the rank of Cabinet minister”.
• Pratapsingh Rane is a six-time Chief Minister of Goa and a legislator for a full 50 years.
• A case in the HC now says this move violated the 91st Amendment.
• Goa has a 12-member Cabinet, and the conferment of Cabinet status on Rane results in the
number of Cabinet ranks rising to 13, which exceeds the ceiling mandated by the Constitution.
• There are 40 seats in the unicameral Goa Assembly.
• The Constitution (91st Amendment) Act, 2003 inserted clause 1A in Article 164, which says “the
total number of Ministers, including the Chief Minister, in the Council of Ministers in a State
shall not exceed fifteen per cent of the total number of members of the Legislative Assembly of
that State provided that the number of Ministers, including the Chief Minister in a State shall
not be less than twelve”.

Honour Country at the Paris Book Festival 2022, which will take place from
April 21 to April 24, 2022.
• The India Pavilion which has been designed by National Institute of Design Chairman: Govind
(NID), houses more than 15 digital and physical exhibitions displaying over 400 Prasad Sharma
books published in various Indian languages representing the works of 65 Headquarters: Delhi,
Indian publishers. India

• Among the highlights of Indian presentation are launch and sale/exhibition of 1957
10 illustrated children’s books in French translation published by National Book Official language:
Trust, India (NBT). Out of these books, one includes a story by Rabindranath English, Hindi

book on Chandernagore situated in West Bengal in India highlighting French
legacy in India would also be launched.

Kerala signed MoU with the Netherlands for “Cosmos
Malabaricus” Project to illustrate Kerala’s history
• The agreement was signed in the presence of Chief Minister Pinarayi
Vijayan and the Dutch Ambassador to India Marten van den Berg.
• The state will also be collaborating with the Netherlands to establish
paint academies in Malappuram and Kollam.
• This project will be completed in six years’ time.
• What will the project be dealing with?
• This project will be dealing with the 18th-century Dutch documents on Malabar that are
considered to be the most extensive information source about the period in Kerala between the
years 1643 to 1852. The documents have been written in the classical Dutch language and are
available in Tamil Nadu, Kerala, and the Netherlands.
• The Cosmos Malabaricus project is being jointly implemented by the
Kerala Council for Historical Research (KCHR), the National Archives
of the Netherlands, and the Leiden University in the Netherlands.
• As part of this project, the students from Kerala will receive
opportunities to pursue Master of Arts programmes at Leiden
University, while students from the Netherlands will be allowed to
pursue an internship at the KCHR(Kerala Council for Historical
Research). Also, the Leiden University and KCHR will be organizing a
two-week summer school each year on the topic related to the
history of Kerala.
