by the undersigned during the periods February- March 2024.
The report covers those for activities undertaken to continuously pursue the
completion of projects under the previous year program and those under the
new and current year.

The following activities comprise those that were undertaken for the period of
February 2024.
1. Coordination of activities for the visit of Mr. Jae Gu Kim, President,
University of Gyeongnam Geochang, South Korea to establish
cooperation with the municipality on prospective development programs
and projects that can be identified to mutually benefit the two institutions
particularly those under the education sector.
a. Provided information for the Office of the Mayor the background of the
visitor and the educational institution he is affiliated as official as well
as the potential mutual interests that can be explored and discussed
during the meeting.
b. Coordinated the participation of the officials of the Bulacan State
University, San Rafael campus to include the engagement of the
university in the discussion and meeting between the two institutions.
c. Conducted research and prepared draft documents as reference and
basis for a proposed memorandum of agreement covering the
program and project activities that the municipality can potentially
agree to undertake with the South Korean institution in the context of
the existing diplomatic relations and foreign laws of the country.
2. Provided guidance and assistance to the South Korean visitors to tour the
municipality including visit and meetings with the officials of the Bulacan
State University campus in the municipality.
3. Continued providing technical assistance and inputs to the Department of
Agriculture, San Rafael office on the implementation of the projects for:
a. Farm machineries for agricultural mechanization program for local
farmers
b. Solar Powered Irrigation System project

4. Review of the existing website of the municipality to generate proposal
activities for updating and enhancement.

The following activities comprise those that were undertaken for the period of
March 2024.
1. Undertook research for the development of the following draft
resolutions and ordinances to be referred and endorsed for approval:
a. Ordinance regulating the sale, giving away or dispensing of liquor or
any intoxicating beverages at any commercial outlets within the
jurisdiction of the municipality.
b. Implementation of smoke-free environments in public and enclosed
place and creating the anti-smoking taskforce in the municipality of
San Rafael, Bulacan
c. Resolution adopting executive order no. 106 series of 2020,
prohibiting the manufacture, distribution, marketing, sale and use of
unregistered and/or adulterated electronic nicotine/non-nicotine
delivery systems, heated tobacco products.
2. Provided technical assistance and participation for the identification
and validation of proposed additional sites for the project Solar
Powered Irrigation System in the following barangays:
a. Barangay Pasong Bangkal
b. Barangay San Roque
c. Barangay Maguinao
3. Revised and updated the project proposal Solar Powered Irrigation
System to incorporate enhanced system capacities for priority sites that
are with open source and not covered as service area of the irrigation
projects by National Irrigation Administration.

AN ORDINANCE REGULATING THE SALE, GIVING AWAY OR
DISPENSING OF LIQUOR OR ANY INTOXICATING BEVERAGES AT
ANY COMMERCIAL OUTLETS WITHIN THE JURISDICTION OF THE
MUNICIPALITY
WHEREAS, Section 447 (par.4) (v) of R.A .7160, otherwise known as the
Local Government Code 1991 provides among others that “The Sangguniang Bayan;
as the Legislative body of the Municipality shall regulate activities in order to
promote the general welfare and for said purpose shall regulate the sale, giving away
or dispensing of any intoxicating malt, vino, mixed or fermented liquors at any
outlets:”
WHEREAS, the law sets the minimum legal drinking age at 18 but there are
instances of implementation leniency that can happen so that alcohol such as beer and
hard drinks can still be bought in grocery and convenience stores by teenagers and can
potentially become the cause prevalence of underage drinking. It is a known fact that
drunkenness and alcohol intoxication is the main cause of violence, sexual and drug
abuse and suicide among Filipino teenagers. For this reason, this is already a growing
concern in our society particularly in the municipality of San Rafael over the
increasing culture of drinking.
WHEREAS, This ordinance seeks to protect the population particularly the
youth from the effects of alcohol intoxication through regulated sale and dispensation,
proscribe minors from drinking alcohol and provide corresponding penalty to
establishments that sell alcohol to minors.
NOW THEREFORE, on motion of Honorable ___________ and as duly
seconded, BE IT ORDAINED by the Sangguniang Bayan of Hungduan in a Regular
session duly assembled that:
Section 1. Title. This ordinance shall be known as ordinance regulating the
sale, giving away or dispensing of liquor or any intoxicating beverages at any
retail outlets and providing penalties for violation thereof;
Section 2. Definition of Terms. As used in this ordinance, the following
terms are provided with their respective definition, as follows:
a. Intoxicating beverages - any liquid beverages with alcohol content,
the intake of which affects the normal conditions of the person and can

cause temporary agitation with uncontrolled physical excitement or
delirium.
a. Proprietor - refers to owner of the establishment where the alcohol
beverage are bought as merchandise.
b. Manager - refers to the person employee directing the operation of the
business establishment.
c. Special Occasions - shall refer to weddings, baptism, birthdays,
marital engagements, anniversaries, deaths, funerals and rituals
performed in accordance with the Ifugao customs and traditions.
Section 2. Coverage. This shall cover all person or proprietors of business
establishments selling liquor or any intoxicating beverages.
Section 3. Prohibited acts. It shall be unlawful to any person, proprietor or
manager of any business establishments within the territorial jurisdiction of
this municipality undertake the following acts:
a. Offer for sale or dispense liquor to students or any individual ho is
under 18 years of age to prevent them from acquiring habits
detrimental to their health, studies and morals.
b. To serve liquor to any person in any refreshment parlors or stores
within sight and hearing distance from any schools, hospitals and
churches.
c. To serve more than the capacity of the customers intoxicating him to
the point of abnormal behavior.
d. To serve or dispense liquor after 7:00 in the evening.
Section 4. Excemption. The selling of liquor maybe allowed during special
occasions and events and similar events for celebrations by individuals or
family provided that section 3 hereof is observed and that the Barangay
officials of the Barangay where the venue of the special occasion is being held
shall be properly notified.
Section 5. Penalties. Any person found violating this ordinance shall be
penalized accordingly as follows, to wit:
(a) For first offense P500.00
(b) For second offense P750.00
(c) For third offense P1,000.00 plus cancellation and non-reissuance
of permit
(d) A penalty of P250.00 shall be imposed on individual customer who after
7:00 0’clock in the evening shall force the store owner to serve or dispense
liquor to him.
The funds collected from the fines for violation of this ordinance shall be paid
to the Municipal Treasurer and shall accrue to the general fund of the
municipality of the municipality.
Section 6. Implementors. The Local Chief executive through the Philippine
national Police (PNP) and the Barangay councils with the help of their respective
Bantay Bayan shall be the implementing body for this Ordinance.
Section 7. Voluntary Participating Assisting Implementors. Civic, religious as
well as law abiding and loving constituents may be allowed as they are

encouraged to participate by exercising community vigilance to report to the
proper authorities any violations of this ordinance.
Section 8. Separability Clause. Any provisions of this ordinance is declared null
or void by any court of competent jurisdiction, such judgment, ruling or order
shall not affect or invalidate the remaining provisions or section thereof, which
shall continue to remain in force and effect.
Section 9. Repealing Clause. All existing Municipal Ordinances, resolutions or
rules and regulations which are inconsistent with this ordinance shall be deemed
repealed and modified accordingly.
Section 10. Effectivity. This Ordinance shall take affect after its approval by the
Sangguniang Panlalawigan or after 30 days from submission thereto without
action.
