EXECUTIVE SUMMARY OF “PUTTAPARTHY” ULB
Introduction
The Andhra Pradesh Urban Water Supply and Septage Management Improvement Project
(APUWS&SMIP) with assistance from Asian Infrastructure Investment Bank (AIIB) is launched
by the Government of Andhra Pradesh (GoAP) to improve service standards in water supply in
50 ULBs. This project is expected to benefit and improve the living standards of about 33 lakh
populations by providing potable water at 135 LPCD. Government of Andhra Pradesh (GoAP)
has received financial assistance from the Asian Infrastructure Investment Bank (AIIB) for the
project. Andhra Pradesh Urban Finance and Infrastructure Development Corporation
(APUFIDC), is the nodal agency for the Project and Public Health & Municipal Engineering
Department (PHMED) is Implementing Agency.
Components of Water Supply Project: The components of the Improvement of Water Supply
Scheme are proposed, designed and estimated for the prospective and ultimate years of 2033 &
2048 respectively by drawing raw water from reliable source ie Bukkapatnam Lake. Proposed
components under this project are, Intake well, WTP, Pump house, Balancing reservoirs, ELSRs,
raw & clear water mains and distribution network.
Sub-project Impacts
Efforts were made during preparation of DPR to avoid and minimize negative impacts on
environment and social aspects by carefully designing the proposed project alignments and
consciously considering available or existing alternatives.
Environmental Impacts
The major impacts envisaged in the project are Air, Noise, Water pollution during construction,
operations phases, there are 45 nos. of native plants having girth size less than 30 cm needs to be
cut, and construction related activities that generates dust, noise and impede access could disturb
the local residents. Disposal of excess earth and construction waste, storage and handling of raw
materials, labour management Risks etc. It may also create traffic problems due to traffic jams
near the construction site.
Social Impacts
In Puttaparthi town, there is requirement of 1.54 acres of private land for the construction 9 MLD
water treatment plant and 300 KL clear water sump. The proposed land for acquisition for the
project is a dry land and belongs to Sri Chinna Venkatappagari Sree Ramulu. Survey Number
322/2, located in Kappalabanda village of Puttaparthi tehsil. The land was underutilization for
agricultural activities like growing groundnut at the time of survey. A Census Survey of the one
affected land owner was conducted in order to capture the extent of project impact as well as
general living conditions.
Environment and Social Management Plan and Budget
ESMP was prepared as per the Environment and Social Management Planning Framework
(ESMPF) and Resettlement Policy Framework (RPF) of Andhra Pradesh Urban Water Supply
and Septage Management Improvement Project (APUWSSMIP).
The RPF project specific document has guided in preparation of mitigation measures for the
identified social impacts and provided to enhance or restore the standard of living of the affected
families. As stated in the RPF, Compensation and Rehabilitation and Resettlement assistance has
to be paid before displacement or taking possession of land. No sub-project civil works will be
initiated unless compensation for land and assets and rehabilitation and resettlement assistance is
provided in full to all eligible AFs and APs.
Mitigation measures
Provision for monitoring of Air, Noise, Water pollution levels during construction and operation
phase, Regular water sprinkling for suppression of dust emissions, maintenance of adequate
Personnel Protective Equipments (PPEs) at work places, Provision for compensatory plantation &
vegetative barriers, provision for disposal of debris and solid waste at designated areas, preserve
of top soil for compensatory plantation of about 225 saplings are proposed. In total, it is observed
that minimum impact on environment is envisaged. Budget estimates for implementation of
ESMP is EMP of Rs. 29.13 lakhs and for implementation of SMP/RAP for the affected
population is Rs. 20.56 lakhs.
Community Engagement and Behaviour change and communication programme
Public participation, consultation and information dissemination in a project begins with initial
Environment and Social assessment activities during the initial phases of project preparation.
Public consultation activities and information dissemination to PAPs and local authorities
continues as the project preparation activities proceed in a project. A Behaviour Change
Communication Action Plan will be prepared during project implementation in line with the
guidance provided in Social Development Component. A communication strategy will be
developed to identify different population groups with the user community inside the ULBs
focussing on better use of the services, responsible use of services, equitable distribution of
project benefits, address the concerns of adversely impacted persons. APUWSSIP will engage a
NGO in every Circle to discharge the above activities.
Implementation Arrangement
PHMED is the Implementing Agency and will be responsible for the technical implementation of
the project in coordination with the respective ULBs. ESMP implementation will be monitored
by PMU along with PMC for implementation of environmental and social safeguards.
Grievance Redressal Mechanism
The project has a grievance redressal mechanism at the ULB level (Puttaparthi) and at the state
level. At the ULB level, Puttaparthi has a Grievance Redress Committee (GRC) with Municipal
Commissioner as head to register and redress the grievances and complaints of project
stakeholders and project affected persons and resolve the same. In case of grievances are not
resolved at the ULB level, the aggrieved can approach the Grievance Redress Panel(GRP) at
State level headed by the Project Director as a Chairperson. The following are the details of GRC.
