SUBJECT : 126th Anniversary of Proclamation of the Philippine
Independence

1. References:
a. Memorandum from TADCO dated May 15, 2024, with subject:
Operational Guidelines for the 126th Anniversary of the Proclamation of
Philippine Independence Day; and
b. IMPLAN for the Operational Guidelines on the 126th Anniversary of the
Proclamation of the Philippine Independence.
2. This pertains to the 126th Anniversary of the proclamation of Philippine
Independence, with the theme: “Kalayaan, Kinabukasan, Kasaysayan” on June
12, 2024 (Wednesday), 8:00 AM, wherein this Police Regional Office will join on the
simultaneous Flag Raising Ceremony at PRO7 Parade Ground, Camp Sergio
Osmeña Sr., Cebu City.
3. In this regard, to ensure the success of this undertaking, concerned offices
are hereby directed to perform the following:
a. RCADD
1) Office primarily responsible for the activity;
2) C, RCADD is designated as the Chairperson of the following:
a) Program Flow;
b) Media Coverage and documentation together with RPIO and
RPCADU; and
c) Tarpaulin lay-out and Led Wall backdrop design;
3) Monitor the update and compliance of all committees; and
4) Perform other tasks as directed.
b. RPRMD
1) Issue orders to all personnel involved in this activity;

2) Provide and issue order for the following: PCOs who will act as
Troop Commander and Staff during Mass formation; Usherettes;
Emcees; Dove bearers; and RCADD Committees; and
3) Perform other tasks as directed.
c. RID
1) Conduct intelligence and counter intelligence in support to the
activity;
2) Provide countersigns to authorized personnel;
3) Prepare the Risk and Threat Assessment; and
4) Perform other tasks as directed.
d. ROD
1) Supervise the implementation of security and safety plan for the
activity; and
2) Perform other tasks as directed.
e. RLRDD
1) Provide logistical requirements for the activity;
2) Provide new Philippine flag in accordance to the Heraldic Code;
and
3) Perform other tasks as directed.
f. RCD
1) Provide fund support for the activity;
2) Provide refreshments good for 30 pax at the PRO7 VIP lounge;
3) Perform other tasks as directed.
g. RLDDD
1) Conduct rehearsal to all detailed personnel for the activity and
provide supervision during actual ceremony; and
2) Perform other tasks as directed.
h. RICTMD
1) Supervise the Information and Communication Technology
Management requirements during the activity; and
2) Perform other tasks as directed.

i. RPIO
1) Provide photo and video coverage on the activity together with
RPCADU7;
2) Coordinate with the NHQ, PIO for the copy of the message of
the CPNP and submit to RD and RCADD;
3) Coordinate with RPCADU7 re: “Pilipinas kong Mahal” AVP; and
4) Perform other tasks as directed.
j. RPCADU7
1) Coordinate with the PCADG for the following:
a) Soft copy of the tarpaulin and led wall backdrop lay-out;
b) CPNP’s Independence Day greetings for social media and Led
Wall posting and submit to RCADD;
c) “Pilipinas Kong Mahal” AVP; and
2) Perform other tasks as directed.
k. RHSU7
1) Provide stage decoration and seating arrangement in coordination
with RCADD;
2) Ensure the availability of PRO7 Marching Band to accompany
during the mass singing of the National Anthem; PNP Hymn and
Pilipinas Kong Mahal;
3) Ensure the cleanliness of the camp;
4) Provide and display Philippine flaglets inside the camp in
coordination with RCD and RCADD; and
5) Perform other tasks as directed.
l. RCEU7
1) Provide support to the RICTMD in setting up the Public
Address System (PAS) at the venue;
2) Provide handheld radios for communication;
3) Provide wireless microphones if necessary; and
4) Perform other tasks as directed.
m. RITO7
1) Provide IT support during the activity;
2) Ensure the functionality of the Led Wall before the activity; and

3) Perform other tasks as directed.
n. RMDU7
1) Detail one medical team with ambulance; and
2) Perform other tasks as directed.
o. REU7
1) Provide generator set at the venue as back-up in case of power
outage;
2) Coordinate with VECO to ensure uninterrupted power supply; and
3) Perform other tasks as directed.
p. RECU7
1) Conduct security paneling at the venue and all other places of
engagement; and
2) Perform other tasks as directed.
q. RPO7
1) Render Invocation during the program; and
2) Perform other tasks as directed.
r. PDs; CDs and FC, RMFB
1) Coordinate with your respective LGUs and replicate the said activity
in provincial, cities, municipal stations and other police offices in
your area of responsibility;
2) Ensure proper display of new flag in all offices, police stations and
precints in accordance to the Heraldic Code;
3) Submit After Activity Report NLT June 12, 2024, 1:00 PM; and
4) Perform other tasks as directed.
s. RESPO
1) Ensure the 100% attendance of the personnel during rehearsal and
actual activity; and
2) Perform other tasks as directed;
t. RSUs
1) Directed to attend the activity;
2) Direct respective personnel to watch and interrelate the PNP
event’s live streaming via the PNP FB Page; and
3) Perform other tasks as directed.

4. Coordinating Instructions
1) All RHQ based PCOs and PNCOs are directed to attend. Strictly
NO substitute allowed;
2) All Chief Clerks of respective offices must ensure the 100%
attendance of the personnel;
3) All personnel are directed to like, watch and share the FB live
streaming of the ceremony at the official PNP and PRO7 FB pages;
4) Uniform:
a) PCOs- GOA “A”; and
b) PNCOs- GOA “B”
5) Detailed emcees and key participating personnel are required to
attend the scheduled rehearsals; and
6) Lateral coordination is authorized.
