BSI and nima are developing resources in the form of standards, guidance, an information
protocol, checklists and FAQs to support individuals and organizations in the UK to
understand the fundamental principles of information management using building information
modelling. You can check for latest updates in our section.
The guidance is structured as indicated below. Guidance 0 provides a high-level case for
information management. Guidance 1 and A-F support the implementation of the published
ISO 19650 series. Guidance 2 and Guidance 3 pick up on content specific to ISO 19650-2
and ISO 19650-3 respectively, whilst Guidance 4 picks up content specific to ISO 19650-4.
Additional guidance is also available as part of the UK BIM Framework to support the
transition to ISO 19650 and Government Soft Landings.

Message from the nima Chair
The UK BIM Framework provides the fundamental step towards digital transformation of the
UK’s built environment industry. The Framework is based on the ISO 19650 series, which
first developed out of the UK’s former BIM Level 2, but incorporates and anticipates global
and future digital perspectives.
The UK BIM Framework embraces and assists in the implementation of the standards for
managing information for the whole life of assets of the built environment. The Framework
anticipates the potential for integration across portfolios. The Framework provides extensive
Guidance which continues to be developed, and includes supplementary tools and materials
as well.
This Guidance has been developed to help industry to implement the concepts and
principles of the ISO 19650 series upon which the UK BIM Framework is based. It has been
continually updated to keep track of the publication of the different parts of ISO 19650, and
to reflect lessons learnt as further experience is gained in its implementation.
The key parts of ISO 19650 are now all in place, allowing us to realize information
management throughout the whole life of built environment assets. It provides for traditional
ways of working entailing exchange of information via files, but also caters for shifts towards
data exchange. The key is being specific about what information is required and how it is to
be delivered. This needs forethought around what should be the “end in mind” and

consideration from an organizational, whole life perspective. This then informs the detailed
requirements right down to appointment level.
The work behind developing this Guidance has been considerable. I would like to thank
Sarah Davidson and David Churcher for their tireless commitment in continuing to bring this
work together – I so enjoy working with you both. Secondly, I would like to thank the many
authors who have contributed so generously to the writing of the Guidance – and been so
patient in the criticisms and changes that have been required of them. Finally, I would like to

Focus Groups in particular, but also those who have contacted us separately. Without this
feedback we would not be able to incorporate the wide-ranging experience and testing which

Foreword
A foreword about the UK BIM Framework Guidance.
This guidance has been written to help individuals and organisations in the UK to understand
the fundamental principles of building information modelling (BIM) according to the BS EN
ISO 19650 series of standards. These are referred to in the rest of this guidance as the ISO
19650 series, ISO 19650-1, ISO 19650-2, ISO 19650-3, ISO 19650-4 or ISO 19650-5. ISO
19650-1 and 2 were published in 2018 with the remaining standards following on. The ISO
19650 series has been written with the new user in mind, in other words someone who is not
familiar with the superseded 1192 standards.
Together, the guidance, the information management protocols and the checklists comprise
the UK’s Guidance Framework to ISO 19650, and they are being jointly published by and .
They are intended to be read alongside ISO 19650 and must not be seen as a substitute for
the standards themselves.
Readers should also be aware that a transitional guidance document for BS EN ISO 19650
was published by [] in January 2019, aimed specifically at those who have previously been
using BS 1192:2007+A2:2016 and PAS 1192-2:2013. The BSI document reference for this
transitional guidance is PD 19650-0:2019.

About BS EN ISO 19650
A short introduction to the ISO 19650 series of standards.
The BS EN ISO 19650 series of standards (herein after referred to as the ISO 19650 series)
is an international standard of good practice. It defines information management principles
and requirements within a broader context of digital transformation in the disciplines and
sectors of the built environment (including construction and asset management industries).
Its implementation in the UK is supported by UK National Forewords in all published parts of
ISO 19650 (Parts 1 to 5), and UK National Annexes in ISO 19650 Parts 2 and 4.
The ISO 19650 series replaces most of the existing British Standards and Publicly Available
Specifications relating to information management using building information modelling
(BIM). It is part of a landscape, or ecosystem, of national and international standards
supporting information management processes and technical solutions. It considers all
information whether it is a construction programme, a record of a meeting, a geometrical
model or a contract administration certificate.

Building information modelling (BIM) plays a key part in the management of information
because it provides a methodology that helps us to structure information so that technology
can process it. Structuring information using industry standards helps to improve
interoperability. This means that information can be joinedup by both people and technology,
which then enables us to extract more valuable knowledge from it. Using the same
information structures throughout industry generates consistency, repetition and
predictability. This brings real efficiency gains for businesses and provides the data
architecture for the connected future.

BSI have also published PD 19650-0:2019 Transition guidance to BS EN ISO 19650. This
transition guidance has been prepared specifically to help the existing users of BS 1192 and
PAS 1192-2 understand any changes made between the UK’s existing standards, and the
ISO documents which are to replace them.
BSI have provided guidance on the alignment for asset information during the operational
phase of the asset life cycle and the difference from PAS 1192-3 to BS EN ISO 19650-3.

The Concepts Guidance is brief and high level and is aimed at a broad audience. It explores
the general requirements of the ISO 19650 series alongside the case for building information
modelling and digital transformation.

Guidance 2 is written to support the implementation of ISO 19650-2 and is relevant to any
organization involved in the delivery phase of an asset. It considers the arrangement of
parties and teams according to ISO 19650-2 and the activities associated with each sub-
clause within ISO 19650-2 clause 5. It also contains guidance for the 2021 UK National
Annex and explanation of the changes from the 2018 National Annex.
Guidance 2 should be read in conjunction with guidance A-F where more detail about
particular activities and processes is needed. These associated guidance documents are

Guidance 3: Operational phase
Guidance 3 is written to support the implementation of BS EN ISO 19650-3, which sets out
the information management process for the operational phase of the asset life-cycle.
It includes the purpose and benefits of managing information while an asset is in use, the
headline responsibilities of the parties involved, an explanation of the ISO 19650-3 process
and the use of trigger events. It also includes insights into the key sub-clauses in ISO
