MESSAGE OF THE PUNONG BARANGAY

As we embrace the challenges of being the front liners in responding to disaster needs of
our constituents, it is just vital that we enhance our capacity to meet those challenges by
formulating a plan or a road map that will set our direction in achieving a zero casualty in
all types of disaster occurrences.
Disaster as defined is the serious disruption of the functioning of society, causing
widespread human, material or environmental losses, which exceed the ability of the
affected people to cope using their own resources. It is an event, either man-made or
natural, sudden or progressive.it is a combination of an exposed, vulnerable and ill
prepared population or community.
With the formulation of Medium-Term Barangay Disaster Risk Reduction Management
Plan. It will be our basis to properly allocate our Local Disaster Risk Reduction
Management Fund (LDRRM Fund) in accordance to subsequent guidelines set forth
under Joint Memorandum Circular 2013-COA Circular 2012-2.
This DRRM plan analyses the causes of disaster reducing vulnerabilities and enhancing
capacities in order to lessen the cycle and framework of Disaster Risk Reduction in
Barangay level.
Likewise, we see to it that our plan includes programs, projects on preparedness,
adaptation, mitigation and prevention.
The Barangay Development Council and BDRRM Council takes the responsibility to carry
our emergency measures during and in the aftermath of natural calamities, and to provide
protocols in the event of disastrous
To the BDRRMC family who exerted time and effort in the formulation of this medium-
term disaster plan, allow me to convey my deep gratitude.
And to MDRRMC and DILG organization most especially to Mr. Neil Francis R. Tuibeo
and Mr. Paul Molina who were the instrument for the realization of this vital plan and are
always there to guide us 24/7, my sincerest thanks.

HISTORY OF BARANGAY SAN VICENTE


San Vicente is a barangay within the Poblacion of Viga.it lies alone the national highway and
accessible by land transportation.it is composed of three sitio's namely; Sitio Sto. Nino, Sitio Bulod, Sitio
Small Viga. It has a total land area of 114,047 hectares with a population of 792 as of January 2022. The
main source of livelihood of the people is farming. That is planting rice, corn and other root crops, also
engage in hog raising and poultry raising. The average monthly income is P1,400.00 per farmer /tenant.
Residents are usually the native of the place with few migrants due to inter marriages. Other transferred
to other places in search for employment. A Municipal Hall, Catholic and Iglesia ni Cristo church, Viga Rural
Development High School, San Vicente Elementary School, Globe Satelite, Viga Multipurpose Building,
Viga District Hospital, Flea Market, PNP Building, Crab Center, Senior Citizen Building relocated here
serving the people of the barangay and the whole Municipality, Electric power and System are serving the
community with the latter needing improvement.

Interviews reveal that before early settlers came, the place was thickly planted with cogon grass
and the help plant called MALAVIGA.Early inhabitant settled in Sitio Small Viga. But due to the expansion
and development of the national road, most of them transferred to San Vicente, Poblacion other
inhabitants choose the place due to its accessibility to transportation and other facilities, later in due to
the growing population, and expansion others transferred to another place presently called Sitio Sto.
Nino.Interviews reveal that the place got its name through its Patrons Saint Vincent Ferrer, the native of
the place have named before it was officially becoming a barangay celebrate its barangay fiesta every 5th
of April in honor of St. Vincent Ferrer and got healed. Every Friday, people light candle and oil lamps,
residents and devotees swear that miracle happened because they were healed. Before barangay leaders
served the community with their best efforts as barangay captains. Most of them were elected and other
occupied the post through succession.

Mr. Epifanio Villaluz was the first elected Barangay Captain from 1964- 1970. He was succeeded
by Mr. Cecillo Tapia and Mrs. Rosario Butial but because the latter filed her candidacy as Municipal
Kagawad, she was replaced through succession by the first kagawad Guillermo Tuboro and succeeded by
Mr. Jose Tupue Sr. they were elected during Marcos regime. When former President Corazon C. Aquino
was elected, all public officials were replaced by an OIC. It was then Mr. Ruben Tebelin as OIC of San
Vicente only when Engr. Roger Pereyra was elected and became the Barangay Captain. Engr. Roger
Pereyra filed his candidacy as Municipal Vice-Mayor. So, he was replaced thru succession by first Kagawad
Sylvia Francisco. After several months of service Barangay Captain Sylvia Francisco died of heart attack
and the next barangay kagawad Godofredo Balmaceda continued her term. In 1998 barangay election,
Mr. Epifanio Villaluz won his candidacy as Barangay Captain Salvador Ogena applied for a job in a
government office, he resigned as Barangay Captain and the first Kagawad David Ogena became his
successor.

In the year 2002, Mrs. Ludivinia A. Acantilado was elected Barangay Captain. Through the efforts
of the different Barangay Captains and their councils, San Vicente was able to put up a beautiful two
storey Barangay Hall. Its basement is occupied by the San Vicente Day Care Class. The second floor is
destined to be the session hall/office of the Punong Barangay and Sangguniang Kabataan Chairman. A
portion of the second floor was occupied as the Community Learning and Research Center (CLARC). The
Barangay Council headed by Barangay Captain Ludivina Acantilado was able to purchase P60,000.00 worth
of school site donated to the Dep-ED for the opening of a school less barangay.which is one of the top
priority projects of President Gloria Macapagal Arroyo in her state of the Nation Address (SONA) last CY
2001. Last September 2003 the Barangay Council again was able to purchase a private lot intended for
the construction of Barangay Plaza.

Last 2007, a barangay election was held. Hon. Henry O. Olonan was elected Punong Barangay. just
after the oathtaking he was able to the perimeter fencing of Barangay Plaza thru the help of the Municipal
Mayor Abelardo Abundo from his outreach program with his slogan, his administration ought to do the
following project, H- Health and Sanitation Program, E- Environmental Management, N-Nutrition
Program, R-Rehabilitation of roads, plaza, drainage. Y-Youth Environment Project in this term he
accomplished the following projects such as; Construction of Barangay Plaza Stage funded by the outreach
program of Hon. Mayor Abelardo M. Abundo, Construction of drainage from San Vicente Primary School
down to the intersection of Cabangon Residence. Repainting of Barangay Hall, Construction of Barangay
Talipapa, Concreting of Road from Cabangon Residence up to the San Vicente Primary School thru the

help of Municipal Mayor Abelardo M. Abundo again, and the last and foremost is the Construction of
Water System Level II at Sitio Small Viga and Sitio Bulod funded by KALAHI - CIDDS and the Barangay
Council. The vision of this project is to expand up to the barangay San Vicente to cater all constituents was
held.

Last October 2013, barangay election was held Hon. Henry O. Olonan won again the seat as
Punong Barangay.it was his second term. In his term many tangible projects were implemented such as
construction of Day Care Center, Completion of Barangay Plaza at Sitio Small Viga, Construction of Access
Road at Small Viga, Installation of Perimeter Fence at Barangay Plaza Proper and Installation of Material
Recovery Facility, intangible projects such as conduct of Livelihood Program for surrenderees and Women,
Celebrated Women's Month, Conduct livelihood program for Women such as Rice coffee and Rice Ampao
Processing, Handicraft Making was conducted for the benefit of surrenderees.

The Barangay Council in support for the present thrust of the Duterte Administration eradicating
drugs has organized different Local Special Bodies that will help the barangay officials in the attainment
of a drug cleared barangay, among others were, MASA MASID, MASID TEAM, BADAC and OBAS. Election
comes in May 2018 incumbent Punong Barangay Henry O. Olonan won again to set as his last term in the
barangay. comes again the National Election were, Punong Barangay aim to become more people to serve.
Hon. Henry O. Olonan file his candidacy as Municipal Kagawad and won the race, he succeeded by Hon
Joseph M. Torio the first in the rank in Sangguniang Barangay Member.

Year 2019 is another year of endeavor. The Barangay Council of San Vicente is looking forward a
better year of cooperation and collaboration with the people aiming tp bring a more progressive peaceful
SAN VICENTE. A lot of challenges been experienced under the administration of Barangay Captain Joseph
Torio in the last a lot of tangible projects is implemented.

By year 2023 of October BSKE Election comes and Mr. Rolando P. Brizo Jr. was elected as Punong
Barangay, another set of barangay official is elected more projects and improvement of the barangay are
expected to come.

• It is situated in the northern part of the municipality. It is bounded by the municipality of

ORGANIZATIONAL STRUCTURE
The Barangay Disaster Risk Reduction Management Committee (BDRRMC) is one of the
committees of the Barangay Development Council which is designated by law (RA 10121, otherwise
known as the "Philippine Disaster Risk Reduction and Management Act of 2010") to oversee and facilitate
the activities for the safety and security of the population living in the community. The committee is
responsible for implementing programs, projects and activities within the community or barangay to
prevent or minimize the impact of natural or human-induced hazards to people, property, business,
critical facilities and infrastructure, environment and other elements at risk in the community.

The BDRRMC, under the Barangay Development Council, has the functions to be implemented in
accordance with RA 10121. These are as follows:

1. To approve, monitor and assess the implementation of the barangay disaster risk reduction
management plan in accordance to the city or municipal and other higher-level programs and
projects;
2. Ensure that the disaster risk reduction and climate change adaptation will be integrated into the
local development plans, activities, projects and programs and will be funded as strategy for
sustainable development and poverty reduction in the community;
3. Recommend for the strict implementation of mandatory and forced evacuation if there is a threat
to the people especially those who are living in a high-risk zones or areas; and
4. Convene the committee and conduct quarterly meeting or as needed.

The Organization of the BDRRMC:

The committee consists of members of the council, representatives from education sector,
church- based organization, civil-society organization and other vulnerable groups in the barangay. It is
headed by the Punong Barangay as Chairperson. The following sectors should have an active and
meaningful role in BDRRMC which is duly approved through an ordinance or resolution passed by the
council.

The Barangay of San Vicente is one of the Barangays of the Municipality of Viga, Catanduanes which lies a low land area Sitio Small Viga is one of our sitio is isolated
