1. SCOPE & OBJECTIVES


The purpose of this method statement is to describe the general procedures with the definable
feature of work and procedures which involved and related to LV Cable Laying termination joints
works for the construction of - at - (-), State of Qatar.

Defined work LV Cable Laying termination joints are in accordance with the project specifications,
QCS 2014 and project quality requirement.

2. REFERENCES

This method statement shall read and refer in conjunction with below references.

3. ACCESS/ EGRESS
3.1 Access Roads
 - shall arrange for, construct, maintain and afterwards remove and reinstate any access
required for and in connection with the execution of the Works.
 Reinstatement shall include restoring the area of any route to at least the degree of
safety, stability, drainage, level, contour and landscaping that existed at the time -
Contractor is given possession of site and all such reinstatements shall meet the
minimum requirements of QCS.
 - shall maintain always all the traffic signs, lighting, barriers, cones and whatever
additionally required to keep the diversions, temporary roads and pedestrian access in a
very good condition and best workable status.
3.2 Vehicle Access
 In the interests of both safety and security, the number of vehicles permitted on work
site shall be minimized. This shall be achieved using vehicle passes, which shall be
approved by the HSE Department upon submission of all required documents.
 Where the practicable /separate access and egress gate shall be provided the control
point for access should be located a short distance inside the main gate to a vehicle to
pull off the road before halting to be checked.
 A security post shall be provided at each vehicle access point, sited so that the checker
has a clear view of incoming vehicle registration plates and any passengers in the cab.
 Security drop bars shall be maintained in the closed position at all vehicle access and exit
point to the site and every vehicle shall be stopped outside the barrier. The barrier should
only be raised after authority has been given to the driver of the vehicle to proceed.

 The registration numbers of all vehicles entering and leaving the site shall be recorded.

3.3 Parking
 Unauthorized parking shall not be permitted anywhere at the site other than the
designated parking area.
 Only cars bearing the permit shall be allowed to park and those authorized visitors.
 Site plants and vehicles shall be parked at designated locations only so not cause
obstruction to the site traffic.

3.4 Site Entry


 Platforms - shall be provided at any item or equipment which requires regular attention
for an operation or servicing which is located more than 2 meters above grade level or
another platform. Platforms shall be provided for access to:
➢ Elevated man-ways on process equipment
➢ High level fixed monitors
➢ Instrument locations
➢ Manifold locations
 Stairways - shall be provided for access to platforms serving equipment, which require
regular and frequent operational attendance, rapid escape or access in the event of an
emergency.
 Ladders - Fixed ladders shall be provided:
➢ For access to all platforms not served by a stairway
➢ As an emergency escape form a platform which already served by a stairway
➢ For access locations where no platform necessary. For access to the platforms
provided at high level monitors or corrosion monitoring points.

4. LOGISTICS
- shall deploy a dedicated team and all necessary equipment, machineries, materials in carrying-
out and complete the works on time and in a safe manner.

5. HEALTH & SAFETY HAZARDS


Health and Safety of - personnel is paramount, and the policy is to provide what are industry best
practices. All welfare facilities shall be provided for the workers linked to toilets, rest shelters,
drinking stations and first aid. These shall be positioned at specified locations for use during the
execution of works.
- and its Sub-contractors shall be provided with enough quality of all Personal Protective
Equipment necessary for the safe performance of their assigned tasks. All including visitors, shall

be required to wear adequate PPE, which may include, but not limited to safety helmet, safety eye
protection, safety shoes and high visibility vests in worksite and designated hard hat required
area.

5.1 Site Rules


 Safety Induction will be done in accordance with Main Contractor HSE Policy prior to
starting work on site.
 Safety toolbox meetings to be carried out prior to work.
 Before job start, checklist of protective & safety equipment to be use are in order.
 Personal protective & safety equipment as per requirement to be performed by
personnel to do the task.
 Toolbox talk to be convened & attended by all personnel assigned to do the task.
 Work crew will be given instruction on site surveying procedure & all risk associated with
the works and registered attendance.
 Safety personnel & designated responsible person will ensure that all above is carried
out & any other statutory requirements are complied with before any work initiation.
 All personnel will wear gloves, HV vest, footwear, head & eye protection during work.
 Removal of any obstructive / protruding materials.
 Surveying equipment must be guarded by traffic cones for safety visibility.
 Measures will be taken on dust exposure.
 Emergency evacuation plan in dealing with emergency situations on site.
 Any additional PPE as required by local rules or mandatory requirement shall be used.

5.2 Health And Safety Knowledge Dissemination

 Pre-task briefing, Toolbox talk (TBT) and Risk assessment matrix (RAMS) to be briefed /
communicated to the workforce prior to commencement of the activity

6. DEFINITIONS

7. RESPONSIBILITIES/ SUPERVISION OF PERSONNEL


It is the responsibility of all personnel involved in construction of - to implement this method of
statement as stated hereinafter. This shall be conducted in collaboration with the QCS 2014.

7.1 Project Manager


 Responsible for ensuring that the work is performed in accordance with the project
specification and within the time and cost limits.

 Shall be responsible to keep all his personnel fully aware of the quality control principles
and shall provide support to Quality Control Department.
 Overall responsibility of construction functions related to the project.
 Follow-up and update the construction program.
 Control of requisitions, provisions of construction materials.
 Control of technical issues-review of technical submissions.

7.2 Construction Manager


 Assist the Project Manager to establish relevant aspects of quality control operations.
 Records and control construction documentations.
 Ensure all staff under his control areas are experienced, trained in their relevant discipline.
 Ensure appropriate supervision control of all work activities so that all quality related
operations are effectively covered.
7.3 QAQC Manager/ QAQC Engineer
 Manage, supervise and control quality management system of the company at all
function and maintaining the quality of works according to project requirement.
 Ensure proper implementation of quality system and maintain overall quality of work on
day-to-day basis.
 Ensure effective project inspection and test planning as per project specification.
 Conduct inspection and monitor the required tests.
 Coordinate with Consultant’s quality control team on quality related issues.

7.4 Project/Site Engineer


 Assist the Construction Manager to execute and maintain overall quality of work on day-
to-day basis.
 Directly in-charge in the execution of the activities.
 Responsible for methods of handling and application of any material and activity in line
with the method statement, drawings and specification, and must report any deficiency
encountered.
 Organize the workforce in a safe and efficient manner by ensuring that safety and
protective equipment’s are properly utilized.
 Ensure that method statement is being strictly followed and must observe that any hold
points noted on the ITP and to notify QA/QC for inspection.

7.5 Surveyor
 Obtain all data and information required for surveys.
 Determine methods to established survey control.

 Use appropriate equipment to complete assigned task.


 Keep accurate notes and records to describe and certify work performed.
 Abide by all Site Safety and Quality Requirements.

7.6 Safety Officers


 Maintaining safety in project site and working conditions.
 Assist the Site Engineer and Foremen organize the work area so that workers can perform
their duties with maximum efficiency and minimize the risk of accident.
 Inspect tools and equipment and ensure the correct storage and proper utilization.
 Maintain record of all injuries and damages on site, submit reports as required.

7.7 Foreman
 Perform the work as describe in the method statement and cooperate with safety officers
to do the work in a safe but productive manner.
 Ensure that the equipment/machineries required are ready and available to do the work
and report any site incident to the Site Engineer.

7.8 Banksman, Signal & Rigger


 Assist & control machinery movements.
 Control of signals & rigging of equipment for lifting.

7.9 Workers
 It is their responsibility to use their PPE and follow safety procedures.

8. PROCEDURE / METHOD TO BE EMPLOYED


Installation
 Joint in LV cable will only carry out prior approval from the consultant as per the
project specification.
 Accessories for jointing the cables will be selected accordingly to the approved
material.
 Check if the appropriate colors of the wires has been used from the source to the
destination.
 Jointing of different colors of wires will not be allowed under any circumstances.
 For any work to be carried out in accordance with the following procedures the
Authorised Person carrying out the jointing activities shall be accompanied by a
suitably Authorised Person
 The use of a hacksaw or other tool to cut directly into the cores of an LV cable through
the outer sheath and insulation is forbidden unless the conditions

 QC inspection will be done after each jointing a continuity and insulation will be
conducted

 Remove the over sheath and armor according to the dimensions given in Table 1.

 Center the insulating sleeves over the connectors. Shrink them into place starting
at the center and working towards ends fig(2)

 Relay the cores as far as possible. For ease of installation hold them in place with
few layers of PVC tape. Wrap the joint case round the joint and clamp the ends
into the armor wires using screw clips

 Cover the sharp edges of the screw clips with a piece of cable over sheath. Smooth
out the area round the screw clip with filler show in fig(4)

 Clean and degrease the ends of the over sheath for length of about 150 mm. Position
the outer sealing sleeve centrally over the joint area. Start shrinking in the center
working towards the ends as shown in fig(5)

9 WORKING HOURS

All works shall be completed during the designated site hours, wherever necessary to work
extended hours, request and information shall be submitted in advance. During summer period,
all works under direct sun rays shall be
prohibited from 11:30 am to 3:00 pm unless special arrangement is taken to control and ease the
effect of direct tom sunlight. Training shall be given to workers to understand heat stress, how it
affects their health and safety, and how it can be prevented.

10 REQUIREMENTS, RESTRICTION & QUALITY CONTROL


Work shall comply with all rules, regulations, laws and ordinances of all authorities having
jurisdiction. Inspection request shall be raised progressively. All inspections shall be carried-out
in phases.
Quality shall be controlled by Quality Control Engineer. Necessary surveillance, inspection shall
be carried-out to ensure the compliance. All equipment is subject to inspection of HSE
Department, including valid documents, certificates, and operator’s license.

11 HOUSEKEEPING
A clean place to work is necessary for safety. Good housekeeping shall be part of the works. To
have a pleasant and safe work place, everyone must do his part to keep the workplace orderly
and clean. Good housekeeping shall protect all employees against slipping, tripping and other
hazards.

Working environment shall be cleared to all unnecessary waste and debris to ensure a first line of
defence against
accidents, injuries, fire, and environmental pollution:
 Clean-up shall take place during the work and end of shift (day-to-day clean up).
 Any spillage, such as oily rags, greasy and flammable materials shall be cleaned-up
immediately and dispose in approved containers.
 Food waste from eating areas will be loaded into rubbish bins, located in the designated
rest areas and shall be removed from the building after each meal and dumped into the
waste vehicle bins.
 Any hazardous waste that has been identified will be disposed of in an appropriate
manner in compliance with local Authority regulations.

14 MATERIAL REQUIREMENT

 CABLE
It shall be as per approved material and should be inspected prior to use. All materials shall be in
compliance with the client/consultant approved list and appropriate standards.
All comments in the material submittal should be coordinated /verified prior to procurement of
material.
Any discrepancies /damages etc. found during the transport to be notified. Material found not
suitable for the site shall be removed from site immediately.
