Swachh Bharat Abhiyan
1.1 ABOUT SWACHH BHARATH ABHIYAN
Swachh Bharat Mission (SBM)[1], Swachh Bharat Abhiyan, or Clean India Mission is a
country- wide campaign initiated by the Government of India in 2014 to eliminate open
defecation and improve solid waste management. It is a restructured version of the Nirmal
Bharat Abhiyan launched in 2009 that failed to achieve its intended targets.
Phase 1: Of the Swachh Bharat Mission lasted till October 2019.

Phase 2: Is being implemented between 2020–21 and 2024–25 to help cement the work of
Phase.
As part of the campaign, volunteers, known as Satyagrahis, or "Ambassadors of
cleanliness", promoted the construction of toilets using a popular method called
Community-Led Total Sanitation at the village level. Other activities included national real-
time monitoring and updates from non-governmental organizations such as The Ugly
Indian, Waste Warriors, and SWACH Pune (Solid Waste Collection and Handling).
The government provided subsidy for construction of nearly 90 million toilets between
2014 and 2019, Although some Indians especially in rural areas choose to not use them.
The campaign was criticized for using coercive approaches to force people to use toilets.
Some people were stopped from defecating in open and threatened with withdrawal from
government benefits.
The campaign was financed by the Government of India[2] and state governments. The
formerreleased $5.8 billion (Rs 40,700 crore) funds for toilet construction 700,000 villages.
The total budget for the rural and urban components was estimated at $28 billion, 93 per
cent for construction and the rest for behavior change campaigns and administration.

1.2 WHAT IS THE IMPORTANCE OF SWACH BHARATH?

Figure 1.1 shows the logo of Swachh Bharat Abhiyan and it is launched by the Government
of India to solve the problems of sanitation and waste management in India by ensuring
hygiene across the country.

The main aim of the project is to create sanitation facilities for all and provide every rural
family with a toilet by 2019. The slogan of Swachh Bharat Abhiyan is:

One step towards to cleanliness and it was launched by, P M Narendra Modi and on the
memory of Mahatma Gandhiji on 2nd October of every year.

The campaign was criticized for using coercive approaches to force people to use toilets.
Some people were stopped from defecating in open and threatened with withdrawal from
government.

Mahatma Gandhi Swachh Bharat Abhiyan With the launch of 'Swachh Bharat Abhiyan'
(Clean India Mission) on October 2, 2014, on the 145th birth anniversary of Mahatma
Gandhi, by Prime Minister Narendra Modi, India began its journey towards making
cleanliness a part of daily life.
For Gandhi, the drive for cleanliness in society was an integral part of the process in
bringing about a casteless and free society.
“Everyone is his own scavenger,” said Gandhi, reiterating the fact that the need for making
cleanliness a personal responsibility was key to removing untouchability.
What did Mahatma Gandhi do for cleanliness?
He had said that no one should spit on the streets as it is harmful. AIR correspondent reports
that Gandhiji strongly emphasized observing cleanliness in lavatories. Gandhi Ji has said
that Sanitation is more important than independence. Figure 1.2 shows the Narendra Modi
made cleanliness [2] and sanitation an integral part of the Gandhian way of living. The

country was make a broom to sweep the streets, cleaning up the garbage, focusing on
sanitation and maintaining a hygienic environment have become a practice after the launch
of the Swachh Bharat Abhiyan. People have started to take part and are helping spread the
message of ‘Cleanliness is next to Godliness.’

Government of India. Shri Narendra Modi led a cleanliness pledge at India Gate, which
about thirty lakh government employees across the country joined.

He also flagged off a walkathon at Rajpath and surprised people by joining in not just for
atoken few steps, but marching with the participants for a long way. While leading the mass
movement for cleanliness, the Prime Minister exhorted people to fulfil Mahatma Gandhi’s
dream of a clean and hygienic India.

Swachh Bharat Abhiyan

Figure 1.5: Initiation of Swachh Bharat Abhiyan[1]

In India, there was a group marked as untouchables and cleaning was their duty. Gandjii
did not follow any orthodoxy, he was an iconoclast [3] for the society and this caused
him many troubles but he never backed down. He believed that cleaning is an
individual’s duty and stated:
“So long as you do not take the broom and the bucket in your hands, you cannot make
your towns and cities clean.”
He always encouraged everyone to get some healthy cleaning habits and taught them the
importance of cleanliness. He advised students:
"If you become your own scavengers, you will make your surroundings clean. It needs no
less courage to become an expert scavenger than to win a Victoria Cross”.

1.3 NEED FOR SWACHH BHARAT MISSION

Despite the widely accepted fact related to the critical importance of sanitation and personal
hygiene, the sanitation coverage of India was as low as 39 per cent till 2014. Around 55
Core people in rural areas were without a toilet facility before 2014.

This was severely Impacting the health, and also the dignity of people in rural areas,
especially of women and children. Open defecation was regarded as a matter of national
shame, but it was an often-ignored subject which was not raised in public discussion.
To accelerate the efforts to achieve universal sanitation coverage and to put the focus on
sanitation, the Prime Minister of India had launched the Swachh Bharat Mission on 2nd
October 2014.

Department of EEE Page | 8

Swachh Bharat Abhiyan

Under the mission, all villages, Gram Panchayats, Districts, States and Union Territories in
India declared themselves "open-defecation free" (ODF) by 2 October 2019, the 150th birth
anniversary of Mahatma Gandhi, by constructing over 100 million toilets in rural India.
To ensure that the open defecation free behaviors are sustained, no one is left behind, and
that solid and liquid waste management facilities are accessible, the Mission is moving
towards the next Phase II of SBMG i.e., ODF-Plus.
ODF Plus activities under Phase II of Swachh Bharat Mission (Grameen) will reinforce
ODF behaviors and focus on providing interventions for the safe management of solid [3]
waste management in public tourism places.

1.5 CONCLUSION
The Clean India Mission, also known as Swachh Bharat Abhiyan, was launched by the
Indian government in 2014 to create awareness and promote cleanliness and hygiene across
the country. The mission has been successful in bringing about a significant change in the
attitude of people towards cleanliness and hygiene. It has also led to the construction of
toilets, the provision of clean drinking water, and the implementation of waste management
programs in various parts of the country.

A clean and healthy environment is crucial for our well-being and that of future generations.
It is our responsibility to keep our surroundings clean and maintain good hygiene practices.
We should take inspiration from the Clean India Mission and work towards creating a
cleaner, healthier, and more sustainable future.

2.3 HISTORY
In the past, this region was first a forest and it is popularly known as Yadapuravai[4], the
place where the Siddhas did penance for many years. Figure 2.4 shows the Jenukallu
Siddeshwara Swami Temple, according to a legend, once a monk was passing through this
village and saw a woman mourning the loss of her child. When she learns the cause of her
child's death, she learns about the health problems the villagers are facing. To get rid of it,
the monk can do penance on Siddheshwar and be able to please Siddheshwar (Shiva) with
honey. He asks for a boon to get rid of the health problems in that town. Thus, people
suffering from various diseases get cured if they come to this place.

Figure 2.4: Shree Jenukallu Siddeshwara Swami Temple

Shree Jenukallu Siddeshwar Swami appeared on the hill in the form of Muddu Nandi lying
in the center of Yadapura town below with only his two words. At the top of this hill, you

can see a Gopuram.
If you climb the 1101 steps and climb the hill, here you can see the footprints of Siddeshwar
Swami. Next to it is the Gangamma Pond.

Devotees can pray in Gangamma Pond. There is a temple of Basavanna under the hill. The
specialty of this Gudi is that if you want to do any work, you will be asked in this Gudi
whether you can do it or not. Snails seem to answer through flowers. If the work is done,
an even numbered flower is given, and if the work is not done, the answer is given by an
odd numbered flower. The God here is very powerful and seems to answer all the questions
of the devotees. It is common for devotees from different parts of the state to worship Sri
Jenukallu Siddeshwar Swami, who is the deity of the people, by offering Ganga Puja[8] on
the hill, hundred and one places service and camphor service.

The history of the Jenukallu Siddeshwara Temple in Arsikere dates back several centuries,
with exact dates often being unclear due to the passage of time and limited historical
records. However, it is believed to have been built during the rule of the Hoysala dynasty,
which flourished in the region between the 10th and 14th centuries. The temple's
architecture and the use of black stone reflect the Hoysala style, known for its intricate
carvings and craftsmanship. Over the centuries, the temple has likely undergone
renovations and additions, but it remains a significant cultural and religious landmark in
the area, attracting devotees and historians interested in its rich heritage.

Delving deep into the history of the Jenukallu Siddeshwara Temple in Arsikere reveals a
narrative intertwined with the cultural, religious, and architectural evolution of the region.
The temple's origins are shrouded in the mists of time, likely dating back to the heyday of
the Hoysala dynasty, which ruled large parts of present-day Karnataka between the 10th
and 14th centuries.

Figure 2.5 shows a Footsteps of Siddeshwara Swami. This area is known as Jenukallu
Siddeshwar Swami's area because a beehive has always been built next to Sri's Sannidhana
on a high hill. Devas are looking at everyone in the form of bees. It is believed that if the
devotees who come to this area come impure, the bees will arise and cause trouble. The
god Jenukallu Siddeshwar is known by names like Ajjaya, Siddeshwar.

It is the belief of the people that if people put their faith in this God with immense devotion,
he will surely bless the devotees. The Hoysalas were known for their patronage of art and
architecture, leaving behind a legacy of magnificent temples adorned with intricate

sculptures and carvings.

The Jenukallu Siddeshwara Temple stands as a testament to their architectural prowess,

with its exquisite black stone construction and ornate detailing. As a center of worship
dedicated to Lord Siddeshwara, a form of Lord Shiva, the temple would have played a vital
role in the religious and social life of the local community. Over the centuries, it likely
witnessed periods of prosperity and decline, reflecting the ebb and flow of regional politics
and patronage.
According to a legend, once a monk was passing through this village and a woman was
mourning the loss of her child. When she learns the cause of her child's death, she learns
about the health problems the villagers are facing. To get rid of it, the monk can do penance
on Siddheshwar and be able to please Siddheshwar (Shiva) with honey. He asks for a
boon[5] to get rid of the health problems in that town. Thus, people suffering from various
diseases get cured if they come to this place.

Facilitating 100% Digitized Money Transaction

3.1 INTRODUCTION
A digital transaction is a seamless system involving one or more participants, where
transactions are affected without the need for cash. The digital transaction involves a
constantly evolving way of doing things where financial technology (fintech) companies
collaborate with various sectors of the economy for the purpose of meeting the increasingly
sophisticated demands of the growing tech-savvy users. As the needs of investors and
financial service users become more complex, there is a demand for effective tools to
simplify the processes and transactions carried out by end-users. It is inevitable that
financial institutions would have to increase the number of digitized [11] services and
offerings, given a rise in the use of automated services.
Implementing technology in the financial industry is a necessity for the survival of
businesses as customers seek lower-cost alternatives to traditional financial services.
Fintech companies have led the revolution in transforming the financial sector by
digitalizing the end-client’s transactional eco-system. The example of a digital transaction
above was made to show how the benefits of technology adaptation outweigh the costs for
businesses, financial institutions, and end-users. Still, there are digital initiatives that come
up to disrupt the previous digital transaction setups. Just as credit cards are disrupting the
use of cash, processes like online transactions and crypto currencies are disrupting the
regimen where physical presence and credit cards, respectively, are required for
transactions.
The e-commerce portal has provided a means by which buyers and sellers can engage in
digital transactions; cloud service platforms have provided a digital process for storing data;
crowd funding gateways have provided a means by which individuals and startups can have
access to funds; peer-to-peer lending forums have provided a way for individuals to lend
to and borrow from each other without the hassles of the traditional banking regulation; rob
advising tools have provided a way for individuals to plan their retirement phase; etc. These
all constitute digital transactions that may eventually get disrupted by new inventions over
the years.

3.2 ABOUT DIGITAL MONEY

Digital currency[11] is a form of currency that is available only in digital or electronic form.
It is also called digital money, electronic money, electronic currency, or cybercast. Digital
currencies do not have physical attributes and are available only in digital form.
Transactions involving digital currencies are made using computers or electronic wallets
connected to the internet or designated networks. In contrast, physical currencies, such as
banknotes and minted coins, are tangible, meaning they have definite physical attributes

Department of EEE Page | 43

Facilitating 100% Digitized Money Transaction
and characteristics. Transactions involving such currencies are made possible only when
their holders have physical possession of these currencies.
Digital currencies have utility similar to physical currencies. They can be used to purchase
goods and pay for services. They can also find restricted use among certain online
communities, such as gaming sites, gambling portals, or social networks.
Digital currencies also enable instant transactions[12] that can be seamlessly executed
across borders. For instance, it is possible for a person located in the United States to make
payments in digital currency to a counterparty residing in Singapore, provided they are both
connected to the same network.
• Characteristics of Digital Currencies
As mentioned earlier, digital currencies only exist in digital form. They do not have a
physical equivalent. Digital currencies can be centralized or decentralized. Fiat currency,
which exists in physical form, is a centralized system of production and distribution by a
central bank and government agencies. Prominent crypto currencies, such as Bit coin and
Ethereal, are examples of decentralized digital currency systems.
• Types of Digital Currencies
Digital currency is an overarching term that can be used to describe different types of
currencies that exist in the electronic realm. Broadly, there are three different types of
currencies.
• Crypto currencies:
Crypto currencies[12] are digital currencies that use cryptography to secure and verify
transactions in a network. Cryptography is also used to manage and control the creation of
such currencies. Bit coin and Ethereal are examples of crypto currencies. Depending on the
jurisdiction, crypto currencies may or may not be regulated.
• Virtual Currencies
Virtual currencies are unregulated digital currencies controlled by developers or a founding
organization consisting of various stakeholders involved in the process. Virtual
currencies[12] can also be algorithmically controlled by a defined network protocol. An
example of a virtual currency is a gaming network token whose economics is defined and
controlled by developers.
• Central Bank Digital Currencies
Central Bank Digital Currencies (CBDC’s) are regulated digital currencies issued by the
central bank of a country. A CBDC can be a supplement or a replacement to traditional fiat
currency. Unlike fiat currency, which exists in both physical and digital form, a CBDC

Department of EEE Page | 44

Facilitating 100% Digitized Money Transaction
exists purely in digital form. England, Sweden, and Uruguay are a few of the nations that
are considering plans to launch a digital version of their native fiat currencies.

3.3 DIGITIZATION V/S DIGITALIZATION

• What is digitization:
Digitization is Said another way, digitization takes an analog process and changes it to a
digital form without any different-in-kind changes to the process itself. Digitization[7] is
the process of converting analog information into a digital format. In this format,
information is organized into discrete units of data called bits that can be separately
addressed, usually in multiple-bit groups called bytes. This is the binary data that computers
and many devices with computing capacity, such as digital cameras and digital hearing
aids, can process.
• What is digitalization:
Digitalization is and includes the use of technologies such as the internet, mobile devices,
artificial intelligence, and cloud computing. With digitalization, information, data, services,
and products are processed, stored and shared digitally. Digitalization is the process of
leveraging digital technologies to transform a business model, creating new revenue
streams and value-producing opportunities. This involves integrating digital [7] tools and
systems into various aspects of a business’s operations, from management and
communication to production and customer service. In today’s competitive landscape,
digitalization has become essential for businesses to stay relevant and thrive. It enables
organizations to adapt to rapidly changing market conditions, meet customer expectations,
and optimize their processes for greater efficiency and productivity.
Using digitized information, digitalization is the process of making workflows and
processes easier and more efficient. Especially in today’s tech-driven world, it is crucial to
adopt a digital culture in order to survive and succeed. According to the results of a survey
conducted among commercial real estate C-suite executives worldwide, it appeared that a
large percentage of commercial real estate firms worldwide still have a long way to go with
digitalization. Approximately one in three respondents surveyed in 2020 shared that their
company does not have the resources and skills required to operate a digitally transformed
business. Nevertheless, approximately 43 percent of respondents said that digital
experience is a core competency of their organization.

3.4 HISTORY OF DIGITIZATION

The world is in a series of revolutions backed by increased innovation and discovery in the
technology world. Information can be quickly passed from one person to the other despite

Department of EEE Page | 45

Facilitating 100% Digitized Money Transaction
their geographical position on earth. Digitization has entirely changed how people work,
bank, shop, and carry out business. SMEs, corporations, and government agencies have
embraced technology and digitization in their activities that create efficiency and
significantly reduce operational costs. However, digitization is a continuous process
because experts worldwide continue to invent digital features that continue to aid in faster,
easier and efficient passage of information. Digitization[7] has undergone several
milestones, each with its equal share of lessons and achievements that have helped shape
the current and future digital technology. In 1847, Boolean algebra was introduced by
George Boole. This unique algebra was used in the mathematical analysis of logic to realize
the universal spread and adoption of computation. The Boolean algebra[18] theory played
a massive role in discovering mathematical logic used in digitization today.

3.5 DIFFERENT MODES OF DIGITAL PAYMENT

• Banking cards
• UPI
• Mobile Wallet
• Internet banking
• Micro ATMs
• Mobile Banking
• Banks pre-paid cards.

• Banking cards:
A bank card is and could include an ATM card, debit card, A bank card can be used for
various purposes, including making purchases online or in person, withdrawing cash, and
performing other transactions. The further details related to banking cards are explained to
people as shown in figure 3.1.

Any withdrawals or payments made through the bank cards will result in an immediate
change in the balance of the account. This is in contrast to the function of credit card, which
issues statements in the name of the cardholder on a monthly basis with certain dues, which
must be paid by the due date. Although payments using the bank card are debited from
deposit accounts, purchases can be made as "credit" anywhere that accepts Visa or
MasterCard.

• UPI:

Unified Payments Interface (UPI). This is a real-time payment[20] system where funds are
credited instantly on a real-time basis. Unified Payments Interface is a system that powers
multiple bank accounts into a single mobile application (of any participating bank),
merging several banking features, seamless fund routing & merchant payments into one
hood. However, the limit is Rs.5 lakh for payments to educational institutions and
healthcare. The maximum UPI daily transfer limit can change from bank to bank between
25000 to 1 lakh. Taxpayers are required to submit all the information related to UPI and
digital wallet transactions while filing their ITR. Any funds received through e-wallet and

• Micro ATMs:
Micro ATMs are like modified point of sales terminals this terminal can connect to
banking[20] network via GPRS to perform banking transactions. This machine contains
card swipe facility. A Micro ATM provides a plethora of services like cash deposit, cash
withdrawal, account opening, and fund transfer. According to data from the Reserve Bank
of India (RBI), there exists 14.19 Lakh micro-ATMs across the country as of December
2022.

• Mobile Banking:
Mobile banking is the act of making financial transactions on a mobile device (cell phone,
tablet, etc.). This activity can be as simple as a bank sending fraud or usage activity to a
client’s cell phone or as complex as a client paying bills or sending money abroad.
Advantages to mobile banking include the ability to bank anywhere and at any time.
Disadvantages include security concerns and a limited range of capabilities when compared
to banking in person or on a computer.

Mobile banking[19] is very convenient in today’s digital age with many banks offering
impressive apps. The ability to deposit a check, to pay for merchandise, to transfer money
to a friend or to find an ATM instantly are reasons why people choose to use mobile
banking. However, establishing a secure connection before logging into a mobile banking
app is important or else a client might risk personal information being compromised.

• NEFT:
National Electronic Funds Transfer (NEFT) is an electronic funds transfer system
maintained by the Reserve Bank of India (RBI). Started in November 2005, the setup was
established and maintained by Institute for Development and Research in Banking
Technology. NEFT enables bank customers in India to transfer funds between any two
NEFT-enabled bank accounts on a one-to-one basis. It is done via electronic messages.
Unlike real-time gross settlement, fund transfers[18] through the NEFT system do not
occur in real-time basis. Previously, NEFT system settled fund transfers in hourly batches
with 23 settlements occurring between 00:30 hrs. to 00:00 hrs. From 16 December 2019,
there would be 48 half-hourly batches occurring between 00.30.
Steps:
1. Select “Transfer to other bank” from Funds Transfer section in Net Banking.
2. Select account, beneficiary and enter the relevant details.

3. Review the details, and, if all is correct, confirm to complete the process.

• RTGS
Real-Time Gross Settlement (RTGS) systems are specialist funds transfer systems where
the transfer of money or securities takes place from one bank to any other bank on a "real-
time" and on a "gross" basis to avoid settlement risk. Settlement in "real time" means a
payment transaction is not subjected to any waiting period, with transactions being settled
as soon as they are processed. "Gross settlement" means the transaction is settled[18] on a
one-to-one basis, without bundling or netting with any other transaction. "Settlement"
means that once processed, payments are final and irrevocable. RTGS systems are usually
operated by a country's central bank as it is seen as critical infrastructure [17] for a country's
economy. Economists believe that an efficient national payment system reduces the cost of
exchanging goods and services, and is indispensable to the functioning of the interbank,
money, and capital markets. A weak payment system may severely drag on the stability
and developmental capacity of a national economy; its failures can result in inefficient use
of financial resources, inequitable risk-sharing among agents, actual losses for participants,
and loss of confidence in the financial system and in the very use of money.

What are the Benefits of using RTGS

• It is a safe and secure method to transfer money.

• The RBI does not impose an amount cap on RTGS transactions or transfers.

• The system is accessible round-the-clock, 365 days a year. The funds are transferred to
the beneficiary account in real time.

• The remitter does not need a demand draft or a physical check.

• The beneficiary need not visit a bank branch to deposit the paper instruments.

• The beneficiary need not be concerned about the possibility of fraudulent encashment or
the loss or theft of physical instruments.

• Transactions can be done online.

• The regulator has imposed a cap on fees to carry out the transactions.

• IMPS:
Immediate Payment Service (IMPS) is an instant payment inter-bank electronic funds
transfer system in India. IMPS offers an inter-bank electronic fund transfer service through
Department of EEE Page | 54

mobile phones. The service is available 24x7 throughout the year including bank holidays.
NEFT was also made available 24x7 from December 2019. RTGS was also made available
24x7 from 14 December 2020. Unified Payments Interface is built on top of IMPS, with
the key architectural work done by the Mobile Payments Forum of India, IIT Madras and
IDRBT.

It is managed by the National Payments Corporation of India (NPCI) and is built upon the
existing National Financial Switch network. In 2010, the NPCI initially carried out a pilot
for the mobile payment system with 4 member banks (State Bank of India, Bank of India,
Union Bank of India and ICICI Bank), and expanded it to include Yes Bank, Axis Bank
and HDFC Bank later that year. IMPS was publicly launched on 22 November 2010. As of
April 2023, there are 722 member banks[7] which signed up for the IMPS service. Around
200 million IMPS transactions amounting to roughly US$20 billion of transaction amount
happen every month in India.

3.6 ADVANTAGES AND DISADVANTAGES

• Advantages:
Convenience: Online transactions can be made from anywhere, at any time, with an
internet connection. This is especially convenient for people who live in remote areas or
who have busy schedules.

Speed: Online transactions are typically processed very quickly. This is because there is
no need to manually handle cash or checks.

Security: Online transactions are generally very secure. Reputable merchants use a variety
of security measures to protect customer data, such as encryption and fraud detection
systems.

Cost savings: Online transactions can save both merchants and consumers money.
Merchants can save on the costs of processing cash and checks, and consumers can save
on the costs of postage and transaction fees.

Global reach: Online transactions allow businesses to reach a global audience. This can
help businesses to increase their sales and grow their customer base.

Department of EEE Page | 55

Facilitating 100% Digitized money transaction

• Disadvantages:
Security risks: While online transactions are generally very secure, there are always risks
involved. For example, hackers may be able to steal customer data or commit fraud.

Technical issues: Online transactions can be disrupted by technical issues, such as internet
outages or website downtime. This can be frustrating for both merchants and consumers.

Limited consumer protection: Consumers may have limited protection if they are the
victim of fraud or if they are not satisfied with their purchase. This is because it can be
difficult to track down and resolve issues with online merchants.

3.8 CONCLUSION
India is among the fast emerging as one of the largest and strong economies. For sustained
development and growth with robust economic development, certain integral factors like
improved transparency, corporate governance and restricting the parallel cash-based
economy. Such developments could be feasible only with rural India too embracing the
digital payments and digital transactions. Considering the quantum[7] of opportunities that
are unfolding for market dynamics of digital payments, if the challenges that are discussed
are addressed and improved solutions in terms of UPIs, mobile wallets, and digital
transactions with more secured features, ease of transactions and reduced cost of managing
the digital payments could lead to more potential developments and supporting in improved
conditions of digital payments processing in rural sectors. In terms of capitalizing on the
opportunities, it is very essential that the solutions have to be more robust and following
are certain key policies that has to be in force for effectively implementing the digital
payment solutions across the rural sectors.

Preparing an Actionable Business Proposal for Enhancing Village Income
4.1 INTRODUCTION
Past strategy for development of the agriculture sector in India has focused primarily
on raising agricultural output and improving food security. This strategy involved (a)
an increase in productivity through better technology and varieties, and increased use
of quality seed, fertilizer, irrigation and Agrochemicals; (b) incentive structure in the
form of remunerative prices for some crops and subsidies on farm inputs; (c) public
investments in and for agriculture; and (d) facility at in gin situations. The strategy paid
dividends as the country was able to address severe food shortage that emerged during
mid-1960s.
During the last half a Century (1965 to 2015), since the adoption of green revolution,
India's food production multiplied 3.7 times while the population [21] multiplied by
2.55 times. The net result has been a 45 per cent increase in per person food
production, which has made India not only food self-sufficient at aggregate level, but
also a net food exporting country.
Farmers who play a vital role in the Indian economy are mostly not aware of this Central
Government strategy of doubling farmer’s income by every financial year. In this guide,
we will explain to you what is increasing Farmers Income, why it is important, how can we
increase the income of farmers, and much more beneficial information for our farmers.
Why Increasing Farmers Income is important?
• If the income earned[7] by the farmer is doubled then he/she will use better farm
machinery, better and advanced technologies for farming to increase productivity, better
quality of seeds, etc.
• Therefore, increasing farmer’s income means increasing agricultural productivity.
• Doubling Farmers Income will not only increase agriculture production by using better
farming techniques but also improve the quality of crops.
• Both the quantity and quality of food can be achieved by Doubling Farmers Income.
• It will lead to the growth of the Indian economy.
• Incident of farmer’s suicide will come to an end if farmers are financially satisfied.
How can we increase the income of farmers?
• Strong measures are required to fulfill the aim of doubling the income of farmers.
• The following measure can be taken within the agriculture sector to double
farmer’s income:
• Improvement in productivity

Department of EEE Page | 66

Preparing an Actionable Business Proposal for Enhancing Village Income
• Saving in cost of production
• Cropping intensity must be increased
• There must be diversification towards high-value crops
• Action plan to double farmers income outside the agriculture sector include
• Plan to shift cultivators from farm to non-farm occupations
• There must be an improvement in terms of trade for farmers or real prices received
by farmers
• What is the Strategy for Improving Farmers Income.
Farmers must adopt these strategies to improve their income
• Development initiatives like infrastructure
• Better Technology
• Awareness and implementation of Policies
• Institutional mechanism
• Roadmap and Action Plan
The Action Plan for doubling farmer’s income
• Increase in productivity of crop
• Increase in crop intensity must be adopted
• Increase in production of livestock must be done
• There should be an improvement in the efficiency of input use
• Diversification towards high-value crops
• Improved price realization by farmers
4.2 PAST TREND IN FARMERS' INCOME
It is ironic that estimates of farmers' income are not published by CSO, though time series
and up to date estimates of sectoral income for agriculture are available in National
Accounts Statistics. However, NSSO has generated estimates [22] and sources of income
of farmers based on its nationwide surveys titled 'Situation Assessment ofFarmers 2003'
and Situation Assessment of Agricultural Households 2013'. The two surveys adopted
different definitions of farmer or farmer households and therefore the estimates of income
reported in the two surveys are not comparable. 2003 (59th Round) and Situation
Assessment Survey of Agricultural Households (SAS) in 2013 (70th Round) provide
estimates of farmers' income from various sources including agriculture. According to SAS
for the year 2012-13, the average annual income of a farm household from farm as well as
non-farm sources was Rs. 77,112. Sixty per cent of total income of an agricultural

Department of EEE Page | 67

Preparing an Actionable Business Proposal for Enhancing Village Income
household was derived from farm activities (cultivation and farming of animals) and 40 per
cent was derived from non-farm sources (wages, salary, non-farm business etc.). In
absolute terms, cultivation generated annual income of Rs. 36,938 and livestock provided
Rs. 9,176, per agricultural household. According to this estimate, the share of livestock
activity in total farm income of agricultural household was close to 19.89 per cent. This
is much lower than the CSO estimates of share of livestock in net value added in agriculture
sector for the same year, which was 28.6 per cent shown in table 4.1. This indicates that
farm income reported in SAS differs significantly [22] fromCSO measures of farm income,
presumably due to the specific definition of farmer used inthe SAS 2013.

Table 4.1: Trend in farmers' income in India, 1993-94 to 2015-16

Sources of Growth in Farmers ‘Income Doubling real income of farmers till 2022-23 over
The base year of 2015-16, requires annual growth of 10.41 per cent in farmers' income. This
implies that the on-going and previously achieved rate of growth in farm income has to be
sharply accelerated. Therefore, strong measures will be needed to harness all possible
sources of growth in farmers' income within as well as outside agriculture sector. The major
sources of growth operating within agriculture sector are:
• Improvement in productivity
• Resource use efficiency or saving in cost of production
• Increase in cropping intensity
4.3 SOURCES OF INCOME GROWTH WITHINAGRICULTURE
SECTOR
Increase in agricultural productivity
There are two sources to increase in agricultural output viz. area and productivity. Due to

Department of EEE Page | 68

Preparing an Actionable Business Proposal for Enhancing Village Income
rising demand for land for non-agricultural uses and already high share of arable land in
total geographical area of the country, further expansion in area under cultivation [23] is
not feasible. Rather there is a decline of about 10 lakh hectares, as agricultural land has
been diverted to non-agricultural uses since the year 2004-05. Therefore, agricultural
output has to be increased through improvement in productivity per unit of land.
Livestock constitutes 30 per cent of the total income from agriculture sector. This sector
has experienced growth rate of 4.5 per cent during 2000-01 to 2013-14. Maintaining the
same growth in livestock sector in the coming years will raise total farm income by 10.8
per cent in seven years and 16.6 per cent in ten years period.
Improvement in total factor productivity
The improvement in Total factor productivity (TFP) is an important source of output
growth which directly contributes to cost saving and thus increase in income. TFP is the
portion of output not explained by the number of inputs used in the production. TFP
accounts for effects in total output growth relative to the growth in total inputs used in
production. TFP growth represents effect of technological change, skill, infrastructure, etc,
which are not counted in the set of production inputs. It also includes increase in efficiency
with which inputs are utilized in the production.

Shifting cultivators to non-farm and subsidiary activities
In rural areas, agriculture sector engages 64 per cent of the total workforce and contributes
39 percent of total rural net domestic product as shown in table 4.2. This shows over-
dependence of workforce on agriculture with significant underemployment. This also
reveals large difference in per worker productivity between agriculture and non- agriculture
sectors. The estimated worker productivity in agriculture sector was only Rs 62,235 as
compared Income of farmers can be improved substantially [22] by shifting workforce
away from agriculture.

Department of EEE Page | 69

Preparing an Actionable Business Proposal for Enhancing Village Income
Table 4.2: Worker productivity in farm and non-farm sectors in rural areas during 2011-12

In fact, some farmers have started moving away from the agriculture sector and many are
looking for suitable opportunities to leave farming.8 According to NSSO, workforce in
agriculture sector in rural areas declined by about 34 million between 2004-05 and 2011-
12, showing an annual decline at the rate of 2.04 per cent. If the same trend continues, then
workforce share in agriculture [21] will fall to 55 per cent of total rural workforce by 2022-
23. The decline in workforce in agriculture is on account of both the decline in the number
of agricultural labor as well as decline in the number of cultivators.
4.4 STRATEGY FOR IMPROVING FARMERS' INCOME
The sources of increase in farmers income by drawing mainly from the past experience and
trends.
The sources of growth in output and income can be put in four categories
• Development initiatives including infrastructure
• Technology
• Policies and
• Institutional mechanisms.
Roadmap and Action Plan
Frame work for doubling farmers’ income which has identified seven sources of growth.
These are:
• Increase in productivity of crops
• Increase in production of livestock
• Improvement in efficiency of input use (cost saving)
• Increase in crop intensity
Department of EEE Page | 70
Preparing an Actionable Business Proposal for Enhancing Village Income
• Diversification towards high value crops
• Improved price realization by farmers
• Shift of cultivators to non-farm jobs and
Crop productivity is required to increase by 4.1 per cent and livestock value added by 6.0
per cent per year to double farmers' income by 2022. TFP growth, which is mainly
contributed by agricultural R&D, extension services, new knowledge, efficient practices
like precision farming, is required to follow annual increase of 3.0 per cent. Indian farmers
should raise area under two crops to 53 per cent from the present 40 per cent recorded in
recent years. Area under high value crops is required to follow an increase of 4.4 per cent
each year. Market [24] reforms are required to enable farmers to get 17 per cent higher.

4.6 CONCLUSION
To create a successful proposal, it's important to conduct thorough research on the village's
current economic situation, the resources available, and the needs and desires of the
community. This research can help identify potential business opportunities and the most
effective strategies for increasing income. Once the research is done, the proposal should
include a clear and concise description of the proposed business venture, including its
products or services, target market, marketing plan, and financial projections.
The proposal should also address any potential challenges or risks and outline a plan for
mitigating them. It's important to ensure that the proposal is actionable, meaning that it
includes specific steps and timelines for implementation, as well as a plan for measuring
success and adjusting strategies as needed. Overall, preparing an actionable business
proposal for enhancing village income requires a combination of creativity, strategic
thinking, and attention to detail. If done well, it has the potential to bring about positive
economic and social change for the village and its residents.

5.6 CONCLUSION
Promoting the results of local schools is important in showcasing the academic excellence
of students and the efforts of teachers and staff. It can also inspire other students to strive
for academic success. After SSLC (Secondary School Leaving Certificate) exams, students
have several options, such as pursuing higher education, vocational training, or joining the
workforce. Encouraging and supporting students to choose the best option for theirinterests
and abilities is crucial. As for social responsibility activities at Government High School
Channapatna, Hassan. There are several avenues that can be explored. For example,
students can participate in community serviceprojects, such as volunteering at local non-
profits or participating in environmental clean- up efforts. They can also organize
awareness campaigns on social issues such as gender equality, diversity and inclusion, and
sustainability. In conclusion, promoting the results of local schools can have a positive
impact on the community and inspire students to aim foracademic excellence. Encouraging
and supporting students to choose the best path after SSLC is crucial. Finally, social
responsibility activities at schools can help students develop a sense of empathy,
compassion, and responsibility towards their community andthe world around them.
