NPC as a Learning Organization:

Better Governance for Shared Growth
Tambayayong (v) – collaborate, cooperate, to get
together, join forces, converge, to lend a hand

ABOUT THE CONFERENCE

TAMBAYAYONG as presented in one of the Mancom meetings is a branding for the annual
leadership and management program of National Power Corporation

The theme takes off from the Strategic Planning Workshop in Bicol (Theme: Empowering
Communities: Building Sustainable Power Systems for a Thriving Future) with the following
desired outcomes: “do the tasks expected of NPC; impact the communities, stay relevant.”

However, for NPC to empower communities, to build sustainable power systems and to
secure a thriving future, the decision makers’ frame of mind should be inspired by the
resolve to learn, unlearn and relearn. As a learning organization, NPC leaders should
examine their mental models, do some introspection, be exponents of better governance
and pursue and harness strategic partnerships to achieve shared growth—inclusive,
sustainable, long-term oriented and equally-distributed output. NPC cannot carry out its
mandates by just relying on its meager resources. It needs to adapt, to think beyond the box
and to move away and break the norms if it desires to create an enduring legacy.

After the keynote address, Day 1 shall focus on the output of the Strategic Planning
Workshop and the strategic plan as submitted to DOE. The executive session in the
afternoon challenges leaders to better handle transitions and emerging endings which shall
be dovetailed by a Quo Vadis panel discussion— a shift from the ‘momentary
entertainment’ we usually get from rousing speakers—to make NPC leaders aware of NPC’s
corporate realities.

On Day 2, an ‘Asian Nobel’ laureate shall underscore the need to challenge our assumptions
if we are to create value for the generations to come. Thereafter, NPC decision makers shall
be prompted to explore possible futures for the organization to prepare for change. In the
afternoon, the role of the power sector in sustainable development shall be discussed by a
seasoned environmental law and policy expert. This will be followed by success stories on

strategic partnerships – one that NPC should pursue if we are to aspire for shared growth.
The proposition is straightforward: the solutions to our challenges may be derived from our
strategic collaborations.

Day 3 shall be commenced by an inspirational address of a senior government executive

who spearheaded the building of the Philippines’ first smart and green metropolis.
Thereafter, a platform is opened to briefly address the clarion call for a corporate-wide
reorganization with an appeal and challenge to revisit the workforce leveling assumptions
of NPC—an opportunity for the assembly to apply and imbibe the ‘gospel' of the LAMP. The
conference is then capped with an executive hour with the PCEO.
