Subject : Forwarding of agenda points for discussion in
the ensuing Additional Meeting Mechanism of
DRDO.

Sir,
With reference to the above we submit the following agenda points
for discussion and settlement in the ensuing Additional Meeting
Mechanism of DRDO.
Agenda No.1 : AIDEF Oppose the adverse recommendations of
Prof. Vijayaraghavan Committee
Though the copy of Prof Vijayaraghavan Committee
recommendations were not made available to our AIDEF, we being the a
Major Federation, based on the information available on the print media,
submitting our well considered opinion against adverse recommendations
of Prof Vijayaraghavan Committee on DRDO
A) The AIDEF is against revamping restructuring and reduce the Role
of DRDO
B) We are not in favor of bifurcation of dept of R&D and DRDO in to 2
separate entities
C) We are against reduction of DRDO Labs
D) We don't prescribe or accept to get away from proto type
development of state of art of Technologies being developed by
DRDO which is a core activity
E) We are against fixed term employment of scientists in R&D activity.
F) No opening of test facilities like ITR and proof range Balasore or
any other test centers to private companies on PPP model
G) No reduction of technical and supporting staff strength

H) The existing cluster group of missile ,aeronautics, electronics, naval
science and material, field sciences NCBWF systems to continue
with more administrative and financial powers
I) Small and medium industries which are now supplying sub
assemblies should continue be engaged but not corporate houses in
this strategic organization
J) In addition to entrusting new futuristic project to Academia campus
recruitment of young talented youth from IITS and reputed
Universities should be on regular basis in addition to recruitment
through DRDO RAC
K) In over all the existing system of DRDO should not be disturbed but
rather more allocation of budget i.e more than 2% of GDP and
more than 8 to 10% of total defence out lay should be DRDO
budget allocation as recommended by the Standing Committee of
Parliament on Defence
Therefore the AIDEF urges upon the DRDO and Govt not to
accept the adverse recommendations of Prof. Vijayaraghavan
Committee and save DRDO and Nation.
Agenda No. 2: On Comprehensive Review of DRTC.
This is pending at DRDO Hqrs for the last 18yrs, the AIDEF on its
part submitted its proposals 7times in writing and stressed in its oral
presentation the need for Comprehensive Review of DRTC, but to our
surprise and utter dismay the DRDO Hqrs have never considered our view
points positively. The common efforts made by AIDEF and others though
agreed in writing in the meeting held at new Delhi on 13th February 2016,
but on some or other pretext failed to honor its assurances, the common
proposals of 3 Federations dated 13th February 2021 submitted to Cadre
restructuring committee of DRDO resulted in to same fate. The recent
DRTC structure circulated by DRDO Hqrs and draft SRO as AIDEF we have
submitted our well considered views in writing such as
a) Up-gradation of Technician A to next higher grade with 100% after
2yrs training and completion probation period,
b) Abolish and Upgrade Technician C by merging in to Technical Asst B
in pay level 6th of 7th CPC
c) Provision of LDCE in Technician Asst B level.
d) Creation of Technician Officer B and C in Category A of DRTC

e) In Category B creation of Technical Officer E grade post as agreed
upon by DRDO in the JCM forum
f) Reduction of residency period in all the Grades in Category A and B
of DRTC
g) Increase of percentage of promotions in all the Grades of DRTC
h) Promotions under DRTC should be made effective from 1st July
instead of 1st September of every year
i) Provision for LDCE in level 10 in group A Cadre of DRTC
j) More percentage of LDCE in DRDS among DRTC Cadre
k) Variable increments at percentage with DRDS
l) Deferred promotion in DRTC as is available in DRDS.,
m) To retain the residency period for the feeder categories as available
in the existing SRO / RR in accordance with DOP&T guidelines on
recruitment rules.
Kindly refer our AIDEF proposals submitted vide letter dt 5th
November 2024 and amendments proposed to SRO draft of DRTC and the
same may be treated as part and parcel of this Agenda Point.
Therefore we urges upon on the DRDO Hqrs New Delhi to consider
favorably our views by incorporating the Amendments proposed and
mitigate the genuine demands and grievances of DRDO DRTC EMPLOYEES
in the interest of justice.
Agenda No 3: On admin and allied categories Cadre review :
AIDEF is of the well considered opinion views that the DRDO hrs on
some or other pretext delaying Cadre review in respect of VOs, Security,
Fire Canteen MTS Cadre etc though the aidef independently and common
proposal of 3 federations submitted on 13th February 2021 and even after
2 yrs the position remains as it was
Therefore AIDEF urges upon the DRDO to expedite the same with a
time schedule and mitigate the grievances of these categories,
B).Amendments to SROs of admin stores steno and accounts Cadre. The
AIDEF vide its letter dt 5th November 2023 proposed Amendments to
SROs of the said categories, particularly no deputation falling which by
fixed term employment, provision for LDCE in level 6 ,7 and level 10 of
7th cpc pay matrix, more promotions in all grades among other
suggestions the same should be considered favorably. The AIDEF letter
dated 15-11-2023 may please treated as part and parcel of this agenda
point.

Agenda No. 4: On 20% PRIS to DRDO employees
The government of India in pursuance of specific recommendations
of 6th CPC by an order in the year 2011 granted 20% PRIS to the
employees of DRDO DoS and DAE. and whereas it is implemented in other
2 premier scientific organizations but not in DRDO. When ever this issue is
raised the very prompt and immediate response from drdo "it is at highest
stage of consideration and we are monitoring the progress " we would like
to know whether the DRDO is going to implement the Govt. orders or not
Agenda No.5) On filling up of direct recruitment vacancies.
There are more than 5 thousand vacancies available for DR in
DRTC MTS and admin and allied categories, the Hon'ble Prime Minister
time again made it clear that govt has decided to fillup more than 10 lakhs
vacancies in central government departments which includes about 4lakhs
civilian vacancies in defense. Therefore aidef urges upon the DRDO to
decide a road map to fill up all the vacancies including MTS Cadre and also
by allotting 5%vacancies under Sportsman quota
Agenda No. 6: On holding of JCM meetings regularly in accordance
with the JCM Scheme
The spirit of JCM scheme is not honored and minimum 4 main
meetings as per the scheme is not being adhered to in DRDO and the
assurances given by Chairman DRDO JCM council to hold at least 2 main
meetings in a calendar year yet to see the light of the day
implementation, Therefore AIDEF urges upon the DRDO to honor its
assurances by holding regular main meetings of DRDO JCM council
Agenda NO. 7 : Stop outsourcing of R&D works and admin and
allied categories works and regularize the services of very large
causal / contract workers
Outsourcing of R&D works in our DRDO has become the order of
the day, there by available infrastructure facility is underutilized so for as
technical manpower is concerned and at the same time in canteen admin
stores data entry security MT sections in all group D nature of works more
than 20 thousands causal contract workers are engaged and working
regularly for years together,
Therefore AIDEF urges upon the DRDO immediately stop
outsourcing of R&D works to various private companies and regularize the
services of these causal / Contract workers.

Agenda No. : 8. On settlement LTC-80 (2013-14)claims.
Despite guidelines issued by DOPT the LTC claims, employees who
have actually travelled in Air India flights but purchasing ticket from other
than authorized agencies as one time settlement is yet to see the light of
implementation in DRDO we urges upon the DRDO to immediately settle
LTC claims in the interest of Justice.
Agenda No. 9. Renovation and construction of additional
residential accommodation in all the centers of DRDO.
The present residential accommodation constructed more than
50yrs back with old design is required to be reviewed and new residential
accommodation with new modern design is the need of the hour and also
additional construction of transit facilities for NGOs is required to be taken
up with a specific time schedule. Since lot of employees have been
recently recruited they are facing housing problem in almost in all the
labs, this issue may be taken up seriously.
Agenda No.10: Permission to the employees for undergoing higher
education courses.
Employees who are interested to pursue higher education for
improvement of their skill/ knowledge / career progression may all be
given permission to study ITI courses, Diploma courses, Graduation level
courses like BSc, Post Graduation courses like MSc and Professional
courses like BE / BTech / MTech etc.,
Agenda No.11. False and fabricated complaints on union rivalry
should not be encouraged by DRDO.
Off late it is observed that the DRDO Headquarters is excessively
entertaining false and fabricated complaints being written by rival unions
etc., which is not in the interest of harmonious Industrial Relations. Acting
on such irrelevant complaints is not a healthy trend. AIDEF never indulges
in such types of unfair and unethical activities. Therefore such type of
false and fabricated complaints especially dealing with character
assassinations should not be encouraged by the DRDO Headquarters.

Agenda No. 12 : Payment of Risk Allowance to the DRDO Civilian
Employees.
The MoD has constituted a committee of the Departmental Council
(JCM) under the Chairmanship of JS (E) from AIDEF we have submitted
the following suggestions.
a) Risk Allowance should be converted to Risk and Hardship Matrix
and the minimum Risk Allowance to the employees should be
Rs.2700 per month at par with firefighting staff.
b) All the leftout risky operations should be made eligible for payment
of Risk Allowance.
c) All category of employees should be entitled for Risk Allowance.
DRDO Headquarters may recommend the above proposals of
AIDEF.
Agenda No.13 : A monitoring system should be there at DRDO
Headquarters and DRDO Labs to avoid exploitation of Contract
Labourers.
Contract Labourers are the most exploited lot in our country in all
the Industries and Offices including DRDO. They are not being paid
minimum wages and no prescribed date for payment of their wages, the
Contractor doesn’t pay the EPF and ESI both employees and employer
contribution to the concerned authorities. Women contract employees are
subjected to harassment. As on date there is no monitoring system to
ensure that all the labour laws are implemented in the case of Contract
workers and that they are not exploited. Therefore it is proposed that a
monitoring committee consisting of staffside representatives and official
representatives should be set up both at DRDO Headquarters and at
DRDO Labs for reviewing and monitoring the above issues atleast on a
quarterly basis.
Agenda No. 14: DRDO Schools should continue to remain with
DRDO.
The AIDEF is repeatedly demanding that in the interest of the
children of DRDO employees and as a social responsibility the DRDO

schools should continue to remain with DRDO. However it is now
understood that the DRDO Headquarters on 31-1-2024 have issued a
letter for exploring the possibility of handling over the management and
running of the schools with the respective State Education Boards. We
protest against this unilateral decision and we urges upon the Chairman
DRDO to kindly withdraw this letter and to continue the DRDO Schools
under the control of DRDO.
Agenda No. 15: Functioning of Zonal level sports management on
rotation basis to all the labs wherever groups of labs are located,
so that every lab will get opportunity for organizing different
sports activities.
