ORDER:
The following Notification will be published in the Tamil Nadu Government
Gazette:
NOTIFICATION
in exercise of the powers conferred by the proviso to Article 309 of the
Constitution of India and supersession of the Tamilnadu Village Servants Service
Rules, 1980, the Governor of Tamil Nadu hereby makes the following Special Rules,
which will form Section §3 in Volume Ill of the Tamilnadu Services Manual 1987.
2) These Rules shall be deemed to have come into force on the 1* June
‘The service shall consists of the post of Village Assistants in the State of Tamil Nadu
2. Appointment
Appointment to the post shall be made by direct recruitment through the
Employment Exchange concerned.
3. Appointing Authority
The appointing authority for the post shall be the Taluk Tahsildar having
jurisdiction over the Village concerned.

The rule of reservation of appointment as laid down in rule 22 of
Rules for the Tamil Nadu State and Subordinate Services, sh;
appointment to the post by direct recruitment treating each taluk a:
unit
5. Age
No person shail be eligible for appointment to the post by direct
rectuitme
unless he has completed or will complete the age of twenty one years or if he ne
completed or will complete the age of thirty years on the date of sponsoring t
the Empioyment Exchange.
Provided that in case of persons belonging to any of the Backward Classes c
Most Backward Classes and Denotified Communities or Schedule Castes or «
Schedule Tribes the upper age limit shall be thirty five years.
ducational Qualification
No person shail be eligible for appointment to the post unless he has passed
V Standard in a recognized school, namely, a Schoo! maintained by or opened
with the sanction of the Government of Tamil Nadu or to which recognition has
been accorded by the Director of School Education, under the Tamil Nadu
Educationat Rules with sufficient knowledge to read and write Tamil.
7. Other Qualifications
a) No person shall be eligible for appointment to the post unless
i) heis able to ride a bioycie
ii) _he satisfies the appointing autnority that the character and
artecedents are such as to qualify him for the posts and
iii) produces a certificate regarding his physica! fitness tor the
post in the Form prescribed under rule 10 of the
Fundamental Rules.
b) No persen shalll be eligible for appointment to the post if he has more than one
spouse living or if such a person has entered into or contracted a merriage with #
person having a spouse living.
c) The person appointed to the post shall belong to the Village to which he 's
appointed or the adjoining Village if no suitable candicate is available from that |
Village.
8. Conversion of Pad time Village Assistants

} service and the Tamil Nadu hereditary Estates Village Offices (Repeal)
Act, 1958 (Tamil Nadu Act 20 of 1968); or
Under the Tamil Nadu Village Officers Service Rules 1970 on the date of
coming into force of these Rules; or
under the Tamil Nadu Village Officers (Appointed under the Revenue
Standing Orders) Service Rules 1976 of
under the Tamil Nadu Village Servants Service Rules 1980.
And called Vetti, Nirgandi or Thalayari and who were working as such on the thes
tay of June 1995 shall be deemed to have been appointed as Village Assistants
under these Rules on that day and noting contained in these Rules shall adversely
affect any such person
9. Probation

be on probation for a total period of one year on duty within @ continuous period
of two years.
10. Residence
Every person appointed to the post shall reside in the village to which he is
appointed.
11. Transfer and postinas
Every person appointed to the post shall be liable to be transferred to any
place
(i) Within the Taluk by the Taluk Tahsildar
(i) Within the Revenue Division by the Revenue Divisional Officer
(ii) Within the district by the District Collector and
(iv) on administrative grounds, outside the district by the Commissioner of
Revenue Administration.
12. Unit for recruitment, discharge and re-appointment
For the purpose of recruitment, discharge and re-appointment the jurisdiction
of the appointing authority shail be the unit
13. Tenure of Office
Every person appointed to the post shall retire on attaining the age of sixty
years.
