I n his autobiography, first published in 1936, the Indian nationalist

leader, Jawaharlal Nehru, remarked rather bitterly that Indian
nationalists were being chided for desiring national independence in an
increasingly globalised world. ‘It is curious’, he pondered, ‘how all roads
in England – liberalism, pacifism, socialism, etc – lead to the maintenance
of the Empire.’1
Contrast this view, which emphasises how central a concern empire
was for the British, with that recently espoused by the historian Bernard
Porter that the British were at best reluctant imperialists. As he puts it in
the preface to his book, The Absent-Minded Imperialists, ‘Imperial Britain
was generally a less imperial society than is often assumed.’2
Porter’s findings echo those more typically held in Britain, while
Nehru’s are more reflective of views held by those who experienced British
colonial rule, and especially those jailed, censored and even tortured for
their opposition to it.
This study leans in Nehru’s direction, arguing that British history is
incomplete without an understanding of its considerable imperial history,
and that the British acquisition of an empire was by no means accidental
or incidental. Whether one looks at the eighteenth century when wars
with the European powers so often grew out of colonial disputes, at the
nineteenth century when schoolchildren and exhibition-goers, novel readers
and stamp collectors, all learned that Britain’s greatness was in large
part because of its imperial mission and its imperial possessions, or at
the twentieth century when the effort to curb anti-colonial nationalism
throughout the Empire was a policy shared by governments otherwise
committed to significantly different political paths, imperialism mattered.
It mattered to the British economy, it mattered to British definitions of
national identity, and, above all, it mattered to those whose daily lives
were affected by colonial rule, wherever they might live.
This study emphasises how both Britons and colonial peoples thought
about, dealt with and lived in this vast and complex system. It foregrounds
