TO IMPLEMENT THE SUMMARY PROPOSED BY THE LEARNED
SMBR DATED 19/5/2014 , AND THE SAME WAS FINALLY APPROVED
BY THE CHIEF MINISTER MIAN SHEHBAZ SHARIF PUNJAB ON
9/1/2015 .
(b) SOME OF THE MORE SUBMISSIONS WITH RESPECT TO
SALERY, , ALLOWANCE, BASIC NEEDS AND DEHI MARAKIZ MAAL

Gracious sir!
May we draw your attention to the dismal state of affairs prevailing

in one of the oldest and also the most effective departments of Punjab i.e. The

Punjab revenue Department? The revenue system was introduced by shair shah

suri while ruling in the sub-continent during his period that is 1540-45 A.d and

then continued herein during the rule of King Akbar, Maharaja Ranjeet Singh and

also in the British Empire.


We, being a part of the revenue department Punjab, feel that the revenue

department in general and the revenue field formations i.e Patwari, Kanungo,

Naib-Tehsildar and Tehsildar in particular have been discriminated against other

departments and cadres in Punjab willfully by the government of the province.

Though the computerization of land record evolutionary change, not something

bad in itself but the haste and motive with which it has been done is a matter of

concern. This negligence on the part of policymakers has ended up in destroying

the very fabric of an effective administrative system in the province. During the

struggle of anjumna patwariyan Punjab a consensus summary submitted to the

Government of Punjab by the then learned SMBR dated 19.05.20214, the same

was finally approved by the then Hon’ble Mr. Shahbaz Sharif Chief Minister

Punjab on 09.01.20215 but unfortunately, despite the passage of so much time,

major part of the summary have not yet been implemented by the Government of

Punjab. Ultimately, anjumn patwariyan Punjab filed a W/P No. 558873/2017

titled shahid ansar vs Government of Punjab etc. in the Lahore High Court Lahore
seeking the comprehensive implementation for summary i-e 09-01-2015 and the

same was decided by the then chief justice Lahore high court Lahore Mr. Justice

Mansor Ali Shah on 28.07.2017 with the direction cited below.

“ Learned counsel for the petitioner, as well as, learned law officer has no

objection, if a copy of this petition be dispatched to respondent No.3 who will

treat the same as representation and decide the same in accordance with law.

Order accordingly.

2. Disposed off.

But even after the passage of more than five years, the order of the High Court

has not been implemented hence this application is submitted.


No 1--The sanctioned strength of the revenue field staff all over the province of

Punjab is as follows,,

Patwaries 8692

Girdawars 1075

Naib Tehsildars 558

Tehsildars 200

Total. 10525

While The Police Department of the Province of the Punjab councists on about

200000 , employees , which are, rightly facilated with, 2 to 4 ,,Four wheal

Automobiles, and several Motorcycles, with POL on a Police Station Level

The above mentioned figures reveels that there is a lot of difference between the

sanctioned strength, as well as facilities provided to the both ,

the Basic departments of the province of the Punjab .

So the summary presented by the LEARNED SMBR and approved by the then

Chief Minister Punjab on 9/1/2015, but the same was not implemented up to it is
humbly requested that,, the Posts of patwaries Girdawars,, Naib Tehsildars and

Tehsildars May kindly be upgraded in BPS NO, 11,, 13,, 16 and 17 .

No--2--The sanctioned strength of the Revenue field staff, is not according to the

increase in population of a Revenue Circle the same May kindly be enhanced like

the Punjab police. During the last few decades.

No --3-- According to the, year 1909,, 1916,,1929,,The Land Record Manual, sec

3.1 and 3.13 describes the, Naib Patwaries, need of the Time, due to increase in

the Land Owners ,, and Duties of the Patwaries amounting 39 according to the ,

Land Revenue Act 1967 and Land Record Manual, while 34 according to the

Punjab Tenancy Act 1867, as well as,, more than 10 other, Miscellaneous Duties

on Administrative and, Emergency, Based with the Grand Total of 83 Round the

Clock and 24/7 Duties. Therefore Patwari of a Revenue Circle, deserves to be a

Legal assistant, but the sec 3.1 and 3.13 of the Land Record Manual stands

amended by Full Board of Revenue, introducing the Correction Slip No1/2021,,,


2/2021,, 3/2021 and 4/2021 Notification No 2469-2865-2021/EF/DLR DATED

20/9/2021,,,,,,,,,

No--4-- Due to the above mentioned details it is requested that the Correction Slip

No1/2021,, 2/2021,, 3/2021 and 4/2021 dated 20/9/2021 may kindly be

withdrawn,, and allocation of funds be demanded accordingly from the Finance

Department Punjab.

No--5--The Patwaries performs several multifarious duties in the Revenue Circle

24/7, but he is entitled to draw, only 16 No TA, DA, according to the previous

Rates of TA, DA?? It is requested that the entitlement of TA, DA, may kindly be

enhanced UpTo 25 Dailies, per month,,according to the existing Notification for

the payment of TA, DA, issued by the Government of Punjab.

No --6--The stationery allowance Rs 1000/ per Month may kindly be increased ,

Rs 10000/ per Month.

No--7-- According to the Vision of the Government of Punjab, Patwaries are

performing, Digital Girdawaries,((Online Inspection of Crops)), as well as,


operating , Dehi Marakaz Maal ,, to provide the Services at Door Step Level to

the Public,, adopting information Technology, through out the Punjab, bearing

Internet Expensis .

It is requested that an IT allowance Rs 10000/ per month may kindly be awarded.

No--8-- Patwaries of punjab usually face horrible conditions in the course of their

duty while implementing orders issued by government while being subjected to

assassination attacks such as feroze khan patwari in chakwal district was fired by

the state land enchroachers resultin loss of his right leg in an assassination attack

in 2020 and Mukhtiar Hussain patwari tehsil taunsa died while performing flood

duty a few days ago.

It is humbly requested that the Monthly Risk Allowance,, as admissible to the

Punjab police, may kindly be allowed.

No --9-- According to the sec 3.57 Land Record Manual, year 1909,1916, and

1929, it is the responsibility of the Government of Punjab to provide patwar

khanas to the Patwaries and the same was proposed by the LEARNED SMBR
Punjab, in the summary dated 19/5/2014, i,e, approved by the then Chief

Minister Punjab on 9/1/2015, but the same has Not implemented up to now.

It is requested that patwar khanas should be Provided otherwise, Patwar khana

Allowance may kindly be allowed.

No--10-- It is again requested that, a Motorcycle 125 cc , along with POL

amounting, 12000 per Month, may kindly be Provided to the, Patwaries, and

Girdawars, while a four wheal Automobile may kindly be Provided to the Naib

Tehsildars, and Tehsildars through out the province of Punjab, already

recommended by the then Learned SMBR PUNJAB on 19/5/2014, and then

approved by the Chief Minister Punjab on 9/1/2015, even not implemented up to

now , may kindly be implemented..

No--11-- According to the summary proposed by the then Learned SMBR

PUNJAB on 19/5/2014 , and then approved by the then Chief Minister Punjab on

9/1/2015, an incentive of 2 percent ,, in the recovery of the Government Dues

was granted, but the same has not implemented up to now, after the passage of
6/7 years, besides the Patwaries, are collecting the Government Dues, i, e, dues

related to the Provincial Government, as well as Federal Government..

No-- 12-- It is requested that an incentive of 5 percent may kindly be allowed and

delivered to the Patwaries, being decided earlier,, in the recovery of the

Government Dues , wef 9/1/2015.

No --13-- The Notification No - SOR- III( S& GAD)2-74/2008, issued by the

Government of The Punjab, clearly reveals, that , 20 percent vacancies in the

cadre of Junior Clerk, Patwari, Driver etc, in all Government Departments shall

stand reserved for the children of Such Government Servent,, but, the childrens of

Patwaries are still deprived, with such relief , Notified Rule of the Punjab

Government.

No14-- It is requested to comply with above mentioned Notification for the

childrens of the Patwaries and Kanoongos / Girdawars.


No15--- Special allowance, may kindly be allowed to the Patwaries and

Kanoongos as admissible to the other employees in The Government of the

Punjab..

No-16- Time Scale promotion may kindly be granted to the revenue field staff in

all over the punjab as according to the Notification issued by the Government of

Pakistan No F, 8-4/2022- HR-iii dated 22/8/2022

No- 17- The protection under the Sec 166 LRA 1967 , Sub Section 2(iv &vi)of

Sec 172 of LRA 1967 , and Sec 181 of LRA 1967 , to the revenue field staff

before initiating any Legal proceedings, Lodging of FIR and inquiry by the Anti

Corruption Establishment Punjab, against revenue field staff, ie officers /

officials, they may be provided an opportunity of hearing under the, sections, of

the Land Revenue Act 1967 ,

No-18- Directions According to the Memorandum issued by the BOR PUNJAB

No 3440-2009/1611 dated 01/7/2010 ,The Patwaris should be posted as Moiana

Moharrirs in revenue Record Room instead of Clerks , is not followed by the


district administration, the same should be implemented through out the Punjab,

in its Letter and Spirits.

No-19- As the Revenue Field Staff , exercises several administrative duties , in

the beginning of the day, causing Lack of the PUBLIC SERVICE DELIVERY

AT DMMS , it is there fore requested that, The

Timing of the DMM may kindly be revised from, 8:00 am to 8:00 pm , to

improve the Public Service Delivery.

No-20- The excess to Block and Unblock the, Khata with in the PLRA software

may kindly be restored for the Revenue Field Staff.

No- 21- The Patwaris should be empowered to, Cancel the, Fard issued for Sales

etc, issued by him .

No-22- An excess to the software of PLRA may kindly be granted to the

Girdawar Halqa , to comply his Supervisory roll , according to the, Land Revenue

Act 1967 Punjab, and Land Record Manual Punjab


No-23. It is mentioned here that the Hon’ble Chief Minister Punjab Mr. Mohsin

Naqvi Have announced the “ HONORARIUM” for the 146 Assistant

Commissioner who performed extra ordinary duties during the holy Month

Ramzan for distribution of "‫" آٹ آ‬in Punjab vide letter Dated 12.06.2023 ignoring

field formation of the Government of Punjab i-e Patwaris kanongoos Naib Tehsil

Dar and Tehsildar. It is humble requested the services of the revenue field staff

during the holy month of ramzan to facilitate the public for the Distribution of "

‫" آٹا‬may kindly be acknowledge and HONORARIUM may also be awarded to the

revenue field staff of Punjab.
