The Mission

The Smart City Mission is primarily targeted to provide give a decent quality of life,
a clean and sustainable environment and resource efficiency through application
of Smart Solutions

Key elements that are unique to this mission as compared to the previous urban
reform programmes are:

Virtually entire responsibility of appraisal & delivery shifted to State and ULB

Challenge or competition method to select cities for funding.

Strategy of area-based development, which can then be replicated

Citizens involvement from conceptualization stage till the end

Strategic Components

3 Models of Area-based development + 1 Pan-city initiative

Retrofitting

Identify and plan existing built-up area to achieve smart city objectives

Applicable for an area of minimum 500 acres

Provision of more intensive infrastructure service levels

Completion in shorter time and replicability in other areas of the city

Redevelopment

Complete replacement of the existing built-up environment and construction of


new infrastructure using mixed land used and more intensive land utilisation
principles

Applicable for an area of more than 50 acres

Strategic Components

Greenfield

Minimum area of 250 acres

Using innovative planning, plan financing and plan implementation tools (e.g. land
pooling/ land reconstitution) with provision for affordable housing, especially for the poor

Could be located within ULB limits or within Development Authority limits .

Pan City

Envisages application of selected Smart Solutions to the existing city-wide infrastructure


viz. transport solution, waste water recycling, e-governance, etc

Smart City Proposal of each city can comprise either Retrofitting or Redevelopment or
Greenfield initiative, or a mix, plus a mandatory Pan City solution

Two Stage Selection Process

VISION: To ensure that Mangalore will have a systematically planned urban
transport system for the mobility of people and goods that is safe, efficient and
sustainable, which aims to support economic development while improving
livability.
GOALS:
Goal 1: Develop a regional connectivity plan that is in line with the vision for the
region considering road and public transport facilities.
Goal 2: Ensure that the urban road structure is organized and suited to the land use.
Goal 3: Develop public transit system(s) in conformity with the land use that is
