STEP BY STEP PROCESS IN LIS
ENCODING/ENROLLMENT OF LEARNERS

• A Learner who Did not Meet Expectations in at most two
learning areas must take remedial classes. Remedial
Classes are conducted after the Final Grades have been
computed. The Learner must pass the remedial classes
to be promoted to the next grade level. However,
teachers should ensure that learners receive
remediation when they earn raw scores which are
consistently below expectations in written work and
performance tasks by the fifth week of any quarter. This
will prevent a student from FAILING in any learning
area at the end of the year.
• When a learner’s raw scores are consistently below
expectations in Written Work and Performance
Tasks, the learner’s parents or guardians must be
informed not later than the fifth week of that
quarter. This will enable them to help and guide
their child to improve and prepare for the
Quarterly Assessment. A learner who receives a
grade below 75 in any subject in a quarter must be
given intervention through remediation and extra
lessons from the teacher/s of that subject.
Clarifications to DepEd Order No. 8, s. 2015 (Policy Guidelines on Classroom Assessment for the K to 12 Basic
Education Program
• Learners who have incurred failures in not more
than two subjects prior to the effectivity of DO 8,
s. 2015 may be promoted to the next grade
level; however, they should be provided with
learning opportunities for the School Year (SY)
2015-2016 to catch up or make progress on the
specific competencies of the subjects they failed.

2022 in Public & Private Schools, SUCs and LUCs starts on
Sept. 13 – Sept. 30,2021.(BOSY)
• Cut-off date of encoding will be on SEPT. 30, 2021.
• School System Admin / Advisers are tasked to resolve all
learner issues before the cut-off date to ensure a
complete and accurate master list of learners for SY 2021-
2022.

STATUS OF LEARNERS:
• Promoted - status of a learner who has achieved a final grade of at least
75% in all learning areas.
• Conditionally Promoted - status of a learner who did not meet
expectations in at most two (2) learning areas. The learner must pass
remedial classes before the opening of the next school year in order to
be promoted to the next grade level. ( ASK /GET THE
REMEDIAL/SUMMER CERTIFICATE BEFORE ENROLLING THEM)
• Retained – status of a learner who did not meet expectations in at least
three (3) learning areas.
No Longer in School (NLS) status shall be categorized as follows:
• Transferred Out - status of a learner who transferred to another school or
ALS Program within the school year.
• Dropped Out - status of a learner who left the school and did not complete
the full term for reasons other than transferring to another school, ALS
Program and death.
• Accelerated - learner was assessed and qualified for the higher grade level
for the next school year.
• Death - learner is declared clinically dead.
• Transferred to ALS - learner has transferred to ALS Program
OTHER ISSUES AND CONCERNS
• Students / pupils who studied in school operating without permit
- DO 22 s. 1998 Paragraph 2.a
The Philippine Validating Test (PVT) are intended to validate learnings acquired by
students / pupils who studied in school operating without permit. These tests are given in
order not to jeopardize them having studied in the schools and paid all the necessary fees
but were not properly informed of the status of the school.

• Unsettled Accounts from Private Schools FROM THE PREVIOUS SCH
OOL
- Under DO 88 s. 2010, they will have to settle their accounts with the private
school so that they can get their credentials. Without these, we can only give a
certification for the grade levels they completed in DepEd schools.
- The school principal must conduct a special meeting with parents of students
with issues on unsettled account and explain the provisions of DO 88 and
remind them of their obligation to settle their account in private schools.
- They cannot get their complete form 137 unless they resolve the core of the
problem. What they can get is a
certification that they completed a grade level.
