Out-of-school youth refers to those aged 15-30 who are not enrolled in school or employed. COVID-19 has increased the number of out-of-school youth in the Philippines. Recent laws like the Magna Carta of the Poor and a proposed Magna Carta for Out-of-School Youth aim to address their needs through a coordinated multi-agency approach involving education, skills training, health, social welfare, labor and industry agencies. The bills seek to provide opportunities for out-of-school youth and lift them from poverty through access to services, education, employment and self-sufficiency.

What is Out-of-school Youth?

• OSY refers to members of the population


who are 15 to 30 years old, who are not in
school, not gainfully employed, and have
not finished college or a post-secondary
course.
(DepEd)

• close to 4 million- not able to enroll for the current


school year.

• 2.75 million- private school students

• As of Aug. 11, 2020, the DepEd noted that some


23 million have enrolled in both public and private
schools, a significant reduction from the 27.7
million enrollees in 2019.
• “The Impact of COVID-19 on Opportunities
for Out-of-School Youth in the Philippines,”
showed that the number of out-of-school
youth in the country rose in the first four
months of 2020 from 16.9 percent to 25.2
percent.

Presented with measures and opportunities to make
sure that they benefit in all basic services the
government has to offer.

• sufficient health services.

• HB 9103 recognizes these problems and plans to


create solutions to thousands of out-of-school
youths in the country
• Under the House Bill 9103, a whole-of-
government approach will be needed to
effectively address the needs and concerns of
OSYs:

• DepEd
• TESDA
• CHED
• DOH
• DSWD
• DOLE
• DTI
• The Commission is looking forward to the
soon implementation of both RA 11291 and
HB 9103 as they will benefit the
underprivileged and create different
approaches to combat the cycle of poverty
in the country.
