The paper presents 'newcwv', an updated congestion control technique for HTTP traffic intended to improve web protocol performance over traditional TCP methods, particularly for bursty applications. Experimental results demonstrate that newcwv can accelerate web browsing by 50% in uncongested networks by better estimating path capacity and adjusting the congestion window (cwnd) appropriately. The study also discusses the limitations of existing solutions and the importance of an effective congestion control mechanism for optimizing web traffic.
