As PMs they want to make sure they have various tools in their toolbox that are competitively procured so they use those to better deliver services to the Navy Focus on automation and technology enabling human operations Speed of the battlefield is far different today than it was 20 yrs ago We will no longer have the ubiquity of communications – how do we remove human decision-making from environments where automation can take over. Have to come to DOD bringing in partnership agreements with you. Not talking to individual companies – especially if partnership potential are there. Think of capabilities, NOT specific/individual requirements Not just speed of acquisition, it’s important to have speed to the field. FAR allows for speedy acquisition already. Bulk buys (commodity purchase) and get it out to the field as soon as possible. Shrink the time to field and be better in synch with the pace of changing technologies. Understand my space. If you come to David or Alfred, come with the understanding of what their world looks like. Otherwise, the onus is on them to figure out how to take your capability and make it effective. The more you understand how the networks are configured, how the DECCs are tied into their environments, what cyber tools are used, how cyber defense is done. Marrying technology to the mission Tool that visualizes risk assessment – “If I do this mission it will have this effect on cybersecurity” A dashboard that Integrates mission capability x risk x mitigation options = all in one dashboard DOD is all about balancing mission capability and the risk.
