The second challenge is increasing tourism by expanding Tartu's attractions, improving accessibility through the airport and train lines, and boosting international cooperation and advertisement.
The third challenge is attracting more foreign students to the University of Tartu by making tuition cheaper or free, offering more courses in other languages, expanding exchange programs, conducting high-profile research, and increasing international advertisement of the university.
