This document discusses needs assessment of targeted learners for curriculum development. It defines educational need as the gap between existing knowledge/skills and desired levels. Needs assessment identifies differences between ideal and actual learner characteristics. Four areas are assessed: (A) what learners know, (B) what they must know, (C) what they think they must know, and (D) what is covered in formal curriculum. The needs assessment process determines what is essential versus non-essential to ensure curricular goals are achieved.
