• #3 Increasingly European Public administrations are offering their services online to businesses and citizens. Risk that these services are developed as „stand alone“ solutions just for the regional/national level and can not interact with other services on European level. New eBarriers might emerge, impeding the proper functioning of the Internal Market. ISA adresses this problem by promoting and supporting interoperability at all levels of European Public Administration.

• #6 Public administrations should not impose any specific technological solution on citizens, businesses and other administrations when establishing European public services P ublic administrations should aim for openness when working together to establish European public services, while taking into account their priorities and constraints. Public administrations are encouraged to reuse and share solutions and to cooperate on the development of joint solutions when implementing European public services. Public administrations should consider the specific needs of each European public service, within the context of a common security and privacy policy. E.g. protection of private data
• #7 Apart from all other good and well-known reasons such as avoiding vendor lock-in etc., because …: Development methods and the legal framework of OSS (licences) fit well (better than anything else) to the requirements of cross-border collaboration and sharing that are put forward in the i2010 Initiative. European administrations produce many customised applications to support their business processes. These are similar and can be reused in localised versions. Why should the tax payer pay twice (dozen times) for the same? OSS is a key element in implementing interoperability and open standards
