The document discusses several theoretical frameworks for analyzing complex decision-making processes, including policy networks, the advocacy coalition framework, and the rounds model. It focuses on explaining the rounds model, which views decision-making as occurring in sequential rounds. Each round begins with an initiative from one actor and ends with a crucial decision, after which a new round begins guided by that decision. Networks of interdependent actors interacting strategically are important to the decision-making process in this view. The rounds model will be applied in this study to analyze infrastructure investment decisions in Indonesia.
