Title & Topic Building intergovernmental e-collaboration: An interpretive study of user collaborative information behavior and online information services on integrated digital government systems. Keywords: collaborative information behavior, digital information service, intergovernmental systems, interpretivism, actor-network theory.
Paradigm & Theoretical Framework Paradigm/Worldview: Interpretivism Social constructivism Theoretical framework:  The current research discourse in collaborative information behavior (CIB) in Information Science  The Actor-Network Theory (ANT) in Science and Technology Studies.
Research Questions (Q1) In regard to  information need,  information use,  information seeking, and  information sharing,  how  do pre-existing and emergent user information behaviors get involved in, evolved with, and embedded into the development of digital information services in the intergovernmental context?
Research Questions (Q2) In regard to  information quality and  information architecture,  how  do digital information services develop in response to user information behaviors, and how do they affect the behaviors in the intergovernmental context? (Operationalization: Information service = Information quality + information architecture)
Key Ideas A developmental view onto the associational and co-evolutionary relationship between collaborative information behavior (CIB) and digital information services (DIS) The relationship between CIB and DIS is developmental. The researcher’s knowledge of the relationship is also developmental.
Key Ideas (cont.) An in-action approach to study the associational and co-evolutionary relationship between CIB and DIS. Study them when they are still in development. Look at the history of development instead of the end products.
Key Ideas (cont.) The overarching philosophical position is of social constructivism and interpretivism Perceptions vs. reality Interpretation vs. fact Meaning vs. truth This position allows the study to answer the How questions.
Statement of Problems (1) The increasing investment in and use of digital intergovernmental systems at federal, state, and local agencies raise the question of how to successfully integrate information, technology, and business processes across organizational boundaries in response to new regulations, national security threats, budget constraints, and so forth.
Statement of Problems (2) It is a daunting challenge to maintain successful intergovernmental collaboration and inter-system integrity of digital information services and information systems use while they are in constant change.
Statement of Problems (3) Although they are strong research themes in information science, present studies have not specifically examined CIB and DIS in the intergovernmental and e-collaborative context. Better understandings of the associational and co-evolutionary relationship between CIB and DIS is an important contribution the maturation of the field.

Methodology & Data Collection Qualitative, interpretive, case study. Data collection: semi-structured interviews, system logs, document reviews, field observations, and information service evaluation. About 50 participants from local justice agencies, including Public Defender’s Office, Leon County’s Probation Division, Sheriff’s Office, Clerk of Courts, Tallahassee Police Department, and State Attorney’s Office.
