This document discusses congestion management in deregulated power systems through enhancement of available transfer capacity (ATC) using flexible AC transmission system (FACTS) devices. It proposes a new set of AC sensitivity factors called AC power transfer congestion distribution factors (ACPTCDF) to calculate ATC and identify the most congested transmission line. FACTS devices like UPFC can then be optimally placed to enhance ATC and relieve transmission congestion while maintaining system security and stability constraints.
