Editor's Notes

• #2: The University of Illinois Library at Urbana-Champaign is partnering with campus leadership to offer a suite of services that focus on helping scholars work more efficiently and effectively in a rapidly evolving research environment.  This presentation describes the newly Library Office of Research, the impetus for establishing the office, and the campus-wide services that are being shaped by a talented group of library professionals.  The Library has actively partnered with scholars at all levels to support research for decades, but within the past 5 years we are seeing a strong focus coalescing around research functions that previously didn’t exist, or for which scholars didn’t typically look to the Library, either for the expertise or for the coordination. Several years ago we established the Scholarly Commons to support emerging digital scholarship needs in the HASS disciplines Since 2012, several strong signals from the campus helped us to establish the Research program: Full funding from the Office of the Vice Chancellor for Research for a Research Data curation and management service, headquartered in the Library, supported at ~$450k/yr in permanent funding A request from the OVCR and campus for the Library to partner with them on the implementation of a research profile service, witth a campus implementation of ORCID researcher identifier service to follow. Ongoing permanent funding for staff and the Elsevier Pure license is roughly $200k/yr. May NOT NEED:  The Scholarly Commons provides faculty, researchers, and students access to experts in digital content creation and analysis; scholarly communication; geospatial, textual, and numeric data analysis; finding and applying for grants; and innovative teaching and learning methods.  Its Savvy Researcher workshop series reaches hundreds of scholars annually and is viewed as a nexus for research-focused training on campus.  The Research Data Service (RDS), established in 2014 with full support from the campus, is a partnership that provides up-to-date knowledge on agency policies for research data management and sharing, and works in partnership with researchers and groups to help them organize, manage, deposit, share, and publish their data. Digital humanities work is supported through a variety of efforts, including a collaboration between Illinois and Indiana to provide training, instruction, and research consultations for scholars who want to learn how to use the text data mining services of the HathiTrust Research Center (HTRC).
• #3: We’re thrilled to have this opportunity to talk with you about an exciting shift in the organization at the University of Illinois Library at Urbana-Champaign that has put the Library in an important position to work effectively with areas of the campus that libraries have not interacted with extensively to date. We enjoy a strong relationship with the Office of the Vice Chancellor for Research at Illinois that has grown into two new programs that are supported by the office of research, the chancellor and the provost, on behalf of the campus—the Research Data Service and the Researcher Information metrics programs. This slide represents the takeaway from our experience for other libraries—a generalizable framework for developing library programs and services that support growing research-intensive library services. In this presentation we present a case study of how we developed the Library’s Research program—the organizational structure and strategy, as well as the service programs that have enabled us to step into new roles that facilitate new modes of research and scholarship on our campus.
• #5: For the vast majority of disciplines, scholarly research data are increasingly produced, handled, analyzed and saved in digital formats. This is compounded by efforts in many fields to digitize historical data. Further, funders increasingly require that research data associated with publications be preserved and made publicly available. The tools that scholars use to manipulate and analyze research data require computing-intensive environments and support services. Academic institutions face the growing challenge to develop the means to select, curate, preserve, and make available the research data as well as the synthesized analysis that results from these activities. Many Illinois peers that are research-intensive institutions are taking steps to put in place both the cyberinfrastructure (high-performance computing, support services, storage, and high-bandwidth networks) and the research data management and curation services (the data cyberinfrastructure) to support this need. There are three compelling reasons for embracing this challenge now: Investment in eResearch support services is critical for the University of Illinois to maintain and enhance its competitive research edge; Reproducibility is critical to the an increasingly interdisciplinary research community Compliance: federal funding agencies such as NSF, NIH, IMLS, and others have done and will continue to mandate that academic institutions bear the responsibility for preserving and providing access to data that is created, acquired or otherwise generated from federally-funded (as well as privately-funded) research. Illinois is rapidly falling behind its peers due to its inability to preserve irreplaceable digital research output that is unique to its scholars;
• #6: Institutional context--observing what’s important to academic success in our broader institutions, and developing services and programs to help drive that success—is a critical part of developing new services. It requires engagement across campus and on many levels—with undergraduates, graduate students and postdoc’s, faculty, staff and administrators. Beginning at roughly the point (2007) when Paula Kaufman and Judy Luther did the ROI study of the importance of access to e-journals to researchers’ grant funded research, the Library began connecting its strategic actions with those of the research side of the academic house at Illinois.
• #7: For an academic institution, the numbers in this slide reveal a substantial amount of information. Illinois is a Carnegie class “R1” or research-intensive institution with a high level of sponsored research funding. but beyond that, we can glean from these numbers the balance of undergraduate and graduate students and faculty population; the fact that the campus has a decentralized academic enterprise, with many programs. What is interesting from a library perspective is the number in the lower right-hand corner of the slide: in 2013, Illinois scholars published over 6,500 articles in journals indexed by Scopus. A high percentage of these publications probably resulted from federally funded research. What is somewhat troubling to me is that we don’t yet have an accurate figure for the number of publications that were generated by scholars who publish in sources that are not indexed by Scopus, but we are working on it. ______________________________ At virtually all universities in most countries (not just the U. S.), the amount of external funding that researchers on a campus have been awarded to support research is one common measure of research productivity. It is understandably a gross representation of research activity on a campus, but it helps from a couple of perspectives: It is a measure of the level and amount of research that is awarded to a scholar at an institution. It is also a signal that the research being carried out with funding support has been vetted by peers, and recommended for funding. Research funding comes from a variety of sources, including federal (National Science Foundation, National Endowment for the Humanities), state, county, and local agencies (Illinois State Library), and private foundations (Andrew Mellon Foundation). These funding organizations often use a review process that asks peer scholars to review and recommended that the best ideas receive funding to complete the research. Of course, we know that there is much more research that happens at the university than externally sponsored research, and the campus is working to identify those measures so that it can represent a balanced picture of the research that happens on campus.
• #8: In late 2014, the University of Illinois Library adopted a revised organization structure that made several changes. Articulated four AUL positions (Collections & Tech. Services, IT, Research, and User Services), where there had previously been three; Instituted new reporting guidelines—Library unit heads previously reporting to the University Librarian now report to the AUL for User Services; Established deeper budgetary and personnel administration authority for AUL’s than had existed previously; Created an Office of Research, with a remit that focuses on the development of programs and services that support the campus and the Library’s research mission; A search in fall 2014 left the AUL for IT role unfilled, so we made a mini-adjustment and appointed an Interim Director for IT who reports directly to the University Librarian, and has substantial interaction with the three AUL’s.    
• #9: The University of Illinois Library dean John Wilkin and the associate university librarians proposed an administrative re-structuring in late 2014 that focused on calibrating responsibilities across the several areas of the Library organization, and integrating technology through the activities of the whole organization. As part of the re-org conversations, we proposed to establish an office of research in the library to align directly with the campus’ research-intensive focus. We could see that this was an important element in our growing interactions with the Office of the Vice Chancellor for Research, and with researchers in the colleges and departments around needs to support digital scholarship and publishing, research data management and curation, and access to research expertise across our campus by faculty who were seeking collaborators on increasingly interdisciplinary research.
• #10: Developing additional services for researchers is a key part of the library’s current strategic planning.
• #11:  Knowing that the key areas of focus for the University include concentrating on research, the library has focused on positioning itself to be a partner and a leader, in an era of great uncertainty regarding research, re-thinking the expertise in developing, curating, and providing access to content and expertise and applying that to a rapidly evolving research landscape. RDS? Value-added support for individual researchers for data deposit, publication and sharing, and re-use Scholarly Commons—partnerships, support and education/training for digital and emerging scholarship that is not available in departments The Library’s Office of Research works in partnership with the Library and the campus to create, manage, use, and publish research information. It is a leader, both on campus and nationally, in instruction and in sharing best practices in scholarly communications and research. It builds community through research-focused programs and partnerships with scholars, colleges, departments, and other units on campus.   The Library’s Research program is being developed with broad participation, including Library faculty and staff, students, researchers, and the campus. The program is being developed using essential building blocks that demonstrate the dynamic nature of research today, and the resulting scholarship. The practice and communication of scholarship is undergoing fundamental changes due to several factors. These include the impact and pace of technological change, the increase in interdisciplinary research and its attendant new needs, the computing and collaboration capabilities supported by high-performance networks, and the focus on data- and content-driven research across the disciplines. As Clifford Lynch notes, these changes in scholarship, which are evident in a growing number of disciplines, “…need to go hand-in-hand with changes in the communication and documentation of scholarship.” As the Library develops the Research program, a key point of focus is the researcher who is engaged in the research lifecycle—the process of inquiry, the production of new or re-purposed knowledge, the publishing and dissemination of the results and the data itself, and the management, curation, and long-term access to the output of the research. In November 2014 I developed a discussion document that served as the foundation for a Library-wide conversation and input that has shaped the Research program. The report included short-term planning for the overall organizational transition to four AUL’s and respective “portfolios” of responsibility, as well as the Scholarly Commons and RRSS formation of two separate but closely integrated service units (Reference and Information Services and the Scholarly Commons)—one in the User Services portfolio and the other in the Research portfolio; staffing changes and proposed assignment of interim responsibilities; and proposed new positions and their rationale. At that point in time (November 2014) I felt we could only project out up to two years. The development of the Office of Research programs is dependent on appointing or re-assigning up to 10 FTE professional staff over a period of two years. Located on the lower level west and center areas and the second floor east area of the Grainger Engineering Library, the goal of the GLID2 is to provide collaboration space and information technologies that will facilitate faculty/student entrepreneurial activities and to fuel innovations in next-gen design and data analysis. …. • #15: The Library’s Scholarly Commons was established several years ago, and it has evolved from being part of the Reference unit into a separate unit as of January 2015. The Scholarly Commons provides access to digital technologies and cyberinfrastructure, and it also provides access to the expertise that scholars need in order to integrate them into their research, through either the Library or partnerships with other units. Our conversations are focused on identifying a sustainable model for the Scholarly Commons as a digital scholarship center with services that support HASS disciplines, and expansion of ties to existing HASS centers on campus (iCHASS, IPRH, I3, eDREAM). A further area of focus for the Scholarly Commons in the coming year is on close integration with the new Research and Information Services unit, with hub reference and departmental library units, and the dynamic changes in research activities.

• #18: As I mentioned earlier, the researcher profile system, Illinois Research Connections, has been sponsored by the OVCR. We view this as the first of a suite of researcher analytics services that helps researchers and the campus to showcase their research, and to connect with potential collaborators.
• #20: The Library’s Scholarly Commons has been actively engaged in digital journal publishing with the Office of Undergraduate Research, using OJS. We aim to expand journal publishing support, and to institute a digital monograph publishing program in the near future The Library has just appointed Aaron McCollough from the University of Michigan Press to head up the SC&P unit
