The priorities included increasing mobile competition through measures like neutral hosting, reforming the numbering system to promote innovation, ensuring the NBN is properly regulated as a monopoly, and implementing the consumer data right in a way that considers differences between large and small providers. Public funding and subsidies should be used to develop open and neutral networks for the public interest. The future ownership and regulatory options for the NBN should also be considered.
