Lagos is the most populous city in Nigeria with over 21 million residents, causing major traffic issues. The Lagos State government created a transportation master plan to address this using an integrated public-private partnership approach. This document proposes an orange line rail project from Redeem to Marina using a build-finance-operate-train-transfer model. Under this structure, the private partner would finance, build, operate and maintain the rail line while training Lagos Ministry of Transport employees, then transferring ownership after an agreed period. This would alleviate traffic while generating revenue for the private partner.
