  VUSD/ CSEA NEGOTIATIONSUPDATE May 7, 2013 K:Certificated HRNegotiationsCSEA Negotiations UpdatesCSEA Negotiation Update 5.7.2013.doc The Vista Unified School District (“District”) and the California School Employees Association Chapter #389 (“CSEA”) met at the District Office at 11:00 p.m. on Tuesday, May 7, 2013. The parties continued to discuss the reopened contract Articles sunshined by the parties in the Spring of 2012 as well as the impacts and effects pending reductions. The parties have met a total of 20 times since February 16, 2012. Discussion:  CSEA indicated their disagreement with the reduction of the Campus Assistant I positions at the continuation schools. The District responded with further explanation. CSEA will discuss further and will respond regarding the decision, impacts and effects at the next meeting. CSEA has not identified any impacts and effects regarding this reduction.  The parties discussed continued training regarding District financials, including the possibility of utilizing the Fair Share model.  CSEA provided the District with their initial proposal sunshined at the April 18, 2013 Board meeting. The parties will begin to discuss this proposal at the next meeting.  The parties agreed the District will provide CSEA with its initial proposal on May 17, 2013, the day after it is presented to the Board.  The parties discussed and agreed upon next steps for communication regarding affected Adult Education employees following the proposed Board action.  The parties discussed potential benefits of expanding training and advancement opportunities for classified employees.  CSEA clarified their membership meeting schedule. The last meeting of the year is in May. There will be no meetings over the summer; the first meeting will be in August 2013.  The District shared their appreciation that CSEA was willing to meet over the summer and its interest in resolving these outstanding issues as quickly as possible and preferably before the expiration of the contract on June 30, 2013. The District reiterated its interest in ensuring an agreement that is equitable for both current and future employees while maintaining a high level of service for students.
