Study Area – Growth and
Development

The Study Area is generally
urbanized and is expected to
see major growth in the
future. This study will address
water demand up to 2041.
There are three secondary
plans within the Study Area
that identify how the area will
grow:
• Downsview Area
Secondary Plan – covers
the south central part of the
Study Area
• York University Secondary
Plan – covers the area
south of Steeles Avenue and
west of Keele Street, north
of the hydro corridor and
east of Black Creek
• Sheppard West-Dublin
Secondary Plan – extends
from William R. Allen Road
along Sheppard Avenue
West to Canyon Avenue
Study Area – Water
Pressure

The minimum water pressure
mandated by the Provincial
Government is 40 psi. The
City’s water pressure varies
from a minimum of 40 psi to a
maximum of 115 psi in each
Pressure District (PD).
Existing businesses and
residences within PD5 (pink
boundary line) are
experiencing low water
pressure.

surrounding vegetation

Downsview Park and street

Archaeological resource
potential is limited to areas
that have not been disturbed
or in close proximity to
watercourses.
Other features and potential
impacts may be identified
during further desktop and
field investigations.

• Metrolinx Finch West Light
Rail Transit (LRT) Project
• Metrolinx Barrie Rail
Corridor Expansion and
Electrification Project
• Toronto-York Spadina
Subway Extension
The City has also recently
initiated the Keele Finch Plus
Study to develop a planning
framework to encourage
growth and investment in the
area. This planned growth
and investment is a result of
the development of the
Toronto-York Spadina Subway
Extension and the planned
Finch West LRT.

Watermain Route Options

These alternatives were
identified based on:
1. Providing water from the Keele
Reservoir and Pumping
Station to the Study Area.
2. Looking at north-to-south
routes leaving the Keele
Reservoir and Pumping
Station and heading south to
the Downsview Area – West of
the Metrolinx Barrie Corridor
3. Consideration of existing and
future transportation and utility
corridors including arterial or
collector roads where
available or planned
4. Feasibility of easements and
available local roads that can
provide connectivity for a
continuous watermain route
between the Keele Reservoir
and Pumping Station to the
Downsview Area
Alternative 2A:
Keele West
Alternative 2B:
Chesswood-Alness-Steeles Central
Alternative 2C:
Dufferin East
For each option, a new and
approximately 600 mm diameter
watermain will also be required
from Keele Reservoir and Pumping
Station to Pond Road.
