- The project is following a Schedule B Municipal Class EA process which involves identifying problems/opportunities, alternative solutions, evaluating impacts, consulting the public, and selecting a preferred solution. - The study area is generally urbanized and expected to see major growth by 2041. There are secondary plans that will guide this growth. - Existing residences in one area are experiencing low water pressure below standards. Alternative watermain routes and pumping station sites are being considered to address this issue and accommodate future development.

- 1. Municipal Class EA Process 4 The Project is following a “Schedule B” Municipal Class EA Planning and Design process which requires following the process outlined below: Phase 1: Problem or Opportunity Phase 2: Alternative Solutions Implementation Identify problem or opportunity Identify alternative solutions to problem or opportunity Complete drawings and documents Inventory natural, social and economic environment Proceed to construction and operation Identify impacts of alternative solutions on the environment, and mitigation measures Evaluate alternative solutions and identify recommended solutions Consult the public and agencies regarding the recommended solution Select preferred solution Monitor for environmental provisions and commitments We are here! - 2. Study Area – Growth and Development 6 The Study Area is generally urbanized and is expected to see major growth in the future. This study will address water demand up to 2041. There are three secondary plans within the Study Area that identify how the area will grow: • Downsview Area Secondary Plan – covers the south central part of the Study Area • York University Secondary Plan – covers the area south of Steeles Avenue and west of Keele Street, north of the hydro corridor and east of Black Creek • Sheppard West-Dublin Secondary Plan – extends from William R. Allen Road along Sheppard Avenue West to Canyon Avenue
- 3. Study Area – Water Pressure 7 The minimum water pressure mandated by the Provincial Government is 40 psi. The City’s water pressure varies from a minimum of 40 psi to a maximum of 115 psi in each Pressure District (PD). Study Area – Existing Environment 8 Natural environment features include: • Watercourses (including Black Creek and the West Don River) and the surrounding vegetation • Vegetation within Downsview Park and street trees Cultural heritage features include: • Downsview Park • Built resources associated with Bombardier Aerospace and CFB Downsview Archaeological resource potential is limited to areas that have not been disturbed or in close proximity to watercourses. Other features and potential impacts may be identified during further desktop and field investigations.

Study Area – Other Studies and Projects 9 A number of transportation projects are currently in the planning, design or construction stages, including: • Downsview Area Major Roads Class EA • Metrolinx Finch West Light Rail Transit (LRT) Project • Metrolinx Barrie Rail Corridor Expansion and Electrification Project • Toronto-York Spadina Subway Extension The City has also recently initiated the Keele Finch Plus Study to develop a planning framework to encourage growth and investment in the area. This planned growth and investment is a result of the development of the Toronto-York Spadina Subway Extension and the planned Finch West LRT.
- 6. Alternatives 2A, 2B and 2C Watermain Route Options 11 These alternatives were identified based on: 1. Providing water from the Keele Reservoir and Pumping Station to the Study Area. 2. Looking at north-to-south routes leaving the Keele Reservoir and Pumping Station and heading south to the Downsview Area – West of the Metrolinx Barrie Corridor 3. Consideration of existing and future transportation and utility corridors including arterial or collector roads where available or planned 4. Feasibility of easements and available local roads that can provide connectivity for a continuous watermain route between the Keele Reservoir and Pumping Station to the Downsview Area Alternative 2A: Keele West Alternative 2B: Chesswood-Alness-Steeles Central Alternative 2C: Dufferin East For each option, a new and approximately 600 mm diameter watermain will also be required from Keele Reservoir and Pumping Station to Pond Road.

- 8. Alternatives 3A, 3B and 3C Pumping Station & Watermain Route Options 13 These alternatives were identified based on: 1. Focus on central part of the Study Area considering proximity to large water supply mains 2. Site size and shape (approximately 600 m2) 3. Preference for vacant land, publically owned land or willing host 4. Avoidance of lands with natural features or significant investment 5. Use of existing or future transportation and utility corridors for watermains Alternative 3A: Pumping Station Site K – Bombardier Airstrip Alternative 3B: Pumping Station Site L – 35 Vanley Cres.
