providers); Strategic (representing funders and decision makers, including
national funders and decision makers), and Executive?
There are a wide variety of definitions of “Steering Board” and “Steering
Committee” from being the final decision maker or arbitrator to providing
strong guidance and direction. The definition of the Steering layer here is
intended to be the latter – it provides strong guidance and direction (but not
just advisory) to the Strategic layer, but the Strategic layer is the final
decision-making body. Given that the potential terms for this layer
(“Advisory” in the declaration and “Steering” from the Governance
Framework) are contentious, do you have a better suggestion on how to term
this layer?
Do you agree that both providers and consumers should be representing in
the same layer (given that many communities will perform both roles)?
Do you agree with the decision flow and responsibilities between the three
