 Regular monitoring system
Monitor annual forest changes; inventorize, monitor and evaluate national forest
resources: changes of forest area, forest cover; updates of forest carbon stock,
emission, GHG inventory (every 2 years); forest quality (every 5 years);
FORMIS: database; quick reporting, updating database on forest inventories,
forest protection;
 System of evaluating the implementation of programs, projects
The 5 MHRP via Decision 661 and Decision 100 (period 2006-2010)
Forest protection and development plan, period 2011-2020 at Decision 57 (period
2011-2015)
Forest inventory 2013-2016
Sustainable forestry development target program at Decision 886 (period 2016-

RESULTS FROM MONITORING AND EVALUATING THE IMPLEMENTATION
OF STRATEGY 2006-2020 (CONT.)
• a) M&E indicators
• 72 M&E indicators developed, of which more than 20 strategic indicators evaluated
• Various activities done serving the strategy targets are not evaluated such as training, research,
biodiversity monitoring; NTFPs harvest, use and development; forest products processing
activities, etc.
• b) Implementation arrangements
• Evaluate key programs, projects, schemes;
• Conduct annual forest resources monitoring and forest quality indicators monitoring.
• Programs, projects and schemes did not prioritize M&E system, except for final evaluations (and
mid-term evaluations in some cases)
• c) Difficulties and shortcomings
• No focal point and human resource for M&E exercises
• No specific M&E guidelines.
• Inadequate M&E capacity of the state agencies.
• Strategy implementation M&E in particular and forestry in general is not of due attention of
authorities at all levels.
• Financial source for M&E is inadequate.

• Changes of political, social and environmental aspects impacted by
implementation of the Strategy’s targets and tasks;
• Changes of policy environment and impacts of the policy measures;
• Assessment of sectoral impacts on poverty reduction and hunger
elimination
• Environmental impact assessment, including contributions to the
global environment such as carbon absorption.

 VNForest acts as a focal point to synthesize results from implementation of
the Strategy M&E indicators; indicators of programs, projects and schemes.
 Software application and database for M&E
 Develop or upgrade the existing applications to allow updating the M&E
database in the most timely and quickly. M&E application is designed for
running on different applications to facilitate the implementation process.
 Key solutions for performing M&E exercise
 Identify M&E focal points;
 Develop M&E guidelines and coaching;
 Mobilize financial sources for M&E activities;
 International cooperation, and seeking TA support
