Issues in Redistribution
1. How resources should be handled
2. Who gets to make the important
decisions
ā— There is conflict on who should provide goods and who are
exempted from giving them.
ā— When conflicts regarding the goods and products themselves
have already been resolved, another issue sets in. How do
societies decide on what to do with the pooled products and
who are allowed to consume them?

Editor's Notes

  • #1Ā Teacher’s script: ā€œIn this lesson, we will tackle redistribution in economics. As a mode of exchange, redistribution is an economic institution practiced by society.ā€
  • #2Ā Teacher’s script: Ask the question to introduce the topic: ā€œHave you ever donated goods or services for the welfare of the needy? How was the experience?ā€ Discuss it further. ā€œRedistribution focuses on the collection of goods from individuals in a community to be kept by a central authority. These goods are collected to be used in the future by the same group.ā€ Note: You may refer to the discussions on pages 20–21 of the study guide.
  • #3Ā Teacher’s script: Ask a learner to read the sentence and share how they feel about it. Discuss the example further. ā€œThe products the chief gathered are pooled together at the central plaza where redistributive feasts are done, some for the needy and for travelers. Commoners could also acquire some of the products with permission from the chief, while recognizing that the chief still owned such goods. At times, the chief holds redistributive feasts where he distributes the accumulated goods to his people.ā€ Ask the learners to share their thoughts on how the pooled products are redistributed. Note: You may refer to the discussions on pages 20–21 of the study guide.
  • #4Ā Teacher’s script: Ask the question to introduce the topic: ā€œHave you ever donated goods or services for the welfare of the needy? How was the experience?ā€ Discuss it further. ā€œRedistribution focuses on the collection of goods from individuals in a community to be kept by a central authority. • #6Ā Teacher’s script: Use this prompt to introduce the discussion: ā€œWhile the goal of redistribution is to help out the community and to provide equal opportunities for all members of society, certain aspects of the process still cause issues. Let us discuss the main issues in the process of redistribution.ā€ Ask a learner to read the sentences presented in the slide. Discuss the topic further by giving more examples or situations. Note: You may refer to the discussions on pages 23–24 of the study guide.
  • #7Ā Teacher’s script: Use this prompt to introduce this topic: ā€œThe Department of Social Welfare and Development (DSWD) is under the executive department of the government of the Philippines. The mandate of this agency is ā€œto develop, implement, and coordinate social protection and poverty-reduction solutions for and with the poor, vulnerable, and disadvantagedā€ (DSWD 2019). Given this, DSWD plays a significant role in nation-building. Because of DSWD’s scope of work, this agency is a staple to national news stories.ā€ Ask the learners this question: ā€œCould you identify present issues related to DSWD?ā€ Provide some expert answers. For example, in 2020, there were issues about poor but deserving families not receiving Social Amelioration Program (SAP) or cash subsidies from the government at the height of the Covid-19 pandemic (Parrocha 2020). In 2022, when classes opened, DSWD was once again under scrutiny for issues related to the unorganized distribution of educational assistance or cash aid (Alcaraz 2022). Note: Read more in the Let’s Put it This Way on pages 11 of the teaching guide.
  • #8Ā Teacher’s script: ā€œLet us apply the theories we learned today through this activity.ā€ Provide these instructions: Form five groups I will assign to your group one of the following issues related to redistribution: Corruption in social welfare funds Lack of transparency in received donations Inefficient relief operations for calamity victims Lack of assistance to far-flung areas affected by a disaster Consumption of some of the goods kept for the future by some central authority Discuss the issue and put your answers on the table provided.
  • #9Ā Teacher’s script: ā€œThis is the table you will use.ā€
