Capital city became a laboratory for pre-election communal polarisation
In the months leading up to the Delhi elections, the capital witnessed an extraordinary and
coordinated surge of communal mobilisation—far more systematic, granular, and aggressive
than in previous cycles. What emerges from these speeches and incidents is not isolated rhetoric
but an organised pre-election campaign that deployed fear, intimidation, and manufactured
hostility to reshape public sentiment and redefine everyday civic life. Councillors patrolled
vegetable markets demanding religious disclosure from vendors; hardline groups held mass
“Trishul Deeksha” events announcing the “next battles” after Ayodhya; chief ministers and
national leaders invoked conspiracies of infiltration, land jihad, love jihad, spit jihad, and
demographic takeover; and religious assemblies like the Sanatan Dharma Sansad openly
normalised armed action, boycotts, expulsions, and fantasies of erasing Islam from India.
Together, these events reveal how Delhi was transformed into a high-intensity polarisation
zone—where political actors sought to harden identities, mark neighbourhoods, stigmatise
slums, and fabricate a city under siege. This curated ecosystem of hate did not simply
accompany the election; it was engineered as a core electoral strategy—turning Delhi into a
microcosm of India’s broader democratic regression.
Not new to hate in the public sphere (2020, the last elections, saw the heightened use of hate
speech, 2025 was no different. Details of these may be read here.) CJP as part of its consistent
campaign for constitutional accountability and against hate and division had complained about
several or most of these speeches. Details of some of these complaints may be read here, here

1. Location: Vinod Nagar, Delhi
Date: December 3
BJP Councilor Ravinder Singh Negi asks a Muslim paneer vendor to display his name
prominently on the store, threatening to confiscate his belongings if he doesn't. He went
around questioning vegetable vendors about their names and religions and installed
saffron flags on the stalls of Hindu vendors, stating that it would help customers identify
them as Hindus, saying “other community” spits on food and washes them with sewage
water.

2. Location: Kalindi Kunj, Delhi
Date: December 11
The Delhi police started a drive to check the documents of the migrants living in the
slums and footpaths to identify Bangladeshi migrants, after the Lieutenant Governor V
K Saxena ordered to take strict action against “illegal Bangladeshi immigrants.”

At a Vishwa Hindu Parishad-Bajrang Dal Trishul Deeksha event, Kapil Khanna,
president of Vishwa Hindu Parishad Delhi, declared the next focus to be the "liberation"
of Kashi and Mathura, claiming public support for these goals after the Ram Mandir.
He targeted Ajmer Sharif Dargah, warning, “Go and put chaddar there, but next year
you’ll have to do kanwar yatra instead.” Khanna also spread conspiracies about ‘love
jihad’ and ‘land jihad,’ while accusing Muslims of building mazars to “Challenge”
Hinduism, vowing to oppose them in Delhi.

Date: December 15
At a Vishwa Hindu Parishad Trishul Deeksha event, Surender Jain, International Joint
General Secretary of Vishwa Hindu Parishad, delivered a hate-filled speech targeting
Muslims. He called for alleged Bangladeshi and Rohingya infiltrators to flee India and
accused Muslims of defiling food with spit and urine, urging an economic boycott of
Muslim vendors. Jain fear mongered about attacks on Hindu festivals and spread
conspiracies about ‘love jihad’ and ‘land jihad,’ demanding shop owners display their
religious identity. He praised efforts against alleged Bangladeshi infiltrators and
encouraged Bajrang Dal members to aid the police in identifying them.
5. Location: Vinod Nagar, Patparganj, Delhi
Date: November 8
BJP Councilor Ravinder Singh Negi installed saffron flags on the carts of Hindu
vegetable sellers, asking them to display these flags along with their names so that
customers could identify their religion and choose to buy from them.
6. Location: Najafgarh, Delhi
Date: October 28
Amit Kharkhari, a BJP councilor, along with the Market Association, has made it
mandatory for fruit and vegetable sellers to display their names and phone numbers on
their carts, so that they can be identified. They claimed this measure is aimed at
preventing “illegal infiltrators” from selling products there.

Date: November 8
Deepak Sharma, a journalist associated with the news portal TNN World, harassed a
Muslim youth attending a Chhath Puja celebration, forcing him to leave. He also
attempted to incite the other attendees against Muslims.

At the Sanatan Dharma Sansad, BJP legislator T. Raja Singh propagated the conspiracy
of "love jihad," stating that the Sanatan Board would address "love jihadis" in their own
language. He targeted Muslims over Bakra-Eid practices and declared the board's
support for anyone who kills “terrorists”.

At the Sanatan Dharma Sansad, Hindu monk Raju Das propagated conspiracies of "love
jihad," "land jihad," "spit jihad," "vote jihad," "economic jihad," and "dharmantaran
jihad." He demonised Muslims, calling them "Mohammad ka bacha," and criticised
their support for Palestine while refusing to chant 'Bharat Mata ki Jai', accusing them
of rejecting the Indian Constitution.

At the Sanatan Dharma Sansad, Juna Akhara's Acharya Mahamandaleshwar Shri
Swami Avdheshanand made anti-Muslim remarks, stating that Islam would be
eradicated from India once all Hindus unite and take action.

At the Sanatan Dharma Sansad, a Sikh monk called for armed action, stating that
nothing would change without picking up weapons. He emphasised the need for the
Sanatan Board, claiming that enemies are well-armed and referencing how Islamic
countries allegedly used weapons to loot and kill people.

Date: December 26
At a public event, Supreme Court lawyer Ashwini Upadhyay delivered an anti-Muslim
speech, fearmongering about demographic changes and a decline in the Hindu
population. He also propagated the conspiracy of ‘drug jihad.’

Date: Novemebr 16
At the Sanatan Dharma Sansad, Monk Abhay Das condemned the violent stabbing of a
non-Hindu schoolchild in Udaipur, attributing such actions to teachings from their
families. He compared the killing of Kanhaiya Lal to the Halal slaughter method and

called for an economic boycott of Muslims, highlighting the need for the Sanatan Board
to counter such ideologies.
14. Location: Patparganj, Delhi
Date: January 6
During an election campaign speech, BJP Councilor Ravinder Singh Negi targeted
Muslims, referring to them as “descendants of the Mughals” and asserting that only “Jai
Shree Ram” would be chanted in the country He fearmongers about the Muslim
population and asks people to look at the condition of Hindus in Bengal. He talks about
Kashmiri Pandits claiming that Muslims trouble the Hindus wherever they are in the
majority. He talks about atrocities on Hindus in Bangladesh, and claims that there can’t
be anything worse than Hindus not voting for BJP.
15. Location: Rohini, Delhi
Date: January 5
BJP leader Nazia Elahi Khan, aka Nazia Sanatani, delivered a hate-filled speech
targeting Islam and Muslims at an event organised by the Hindu nationalist organization
"Chetna." She accused Muslims of avoiding education and humanity while claiming
they immediately engage in activities like rape, "love jihad," and terrorism, when asked
to. She also made several false statements about Islamic practices and derogatorily
referred to Muslim women in polygamous marriages as "sex toys."
16. Location: Badarpur, Delhi
Date: January 22
BJP candidate Narayan Dutta Sharma, during his campaign, urged people to vote for
BJP in the name of religion, asserting that other parties winning will lead to celebrations
in Pakistan. He asks the people to go out in their neighbourhoods and identify those
who do not align with "Ram," stating that such individuals are of no value.

Top themes of Uttar Pradesh Chief Minister Yogi Adityanath's campaign speech: “In
Okhla and Delhi, in all important areas, they have settled Bangladeshi infiltrators. You
must have noticed two years ago in the areas around Jamia Millia, their leader and
workers had settled these Bangladeshi infiltrators. I opposed it as the land belonged to
the Government of Uttar Pradesh, but they didn't listen. So, I sent a bulldozer! We
cleared the land and barricaded it. We will never give land to foreign infiltrators.”

that some political groups have threatened to demolish the Ram Temple if they come
to power and invoked the Sambhal issue, urging people to mark it with saffron cloth.
