Model Regional and Town Planning and Development
Law,1985
Town and Country Planning Organisation (TCPO) formulated
the Model Town and Country Planning Law in the year 1960.
This model Act was revised by TCPO in year 1985 as “Model
Regional and Town Planning and Development Law” to enact
a comprehensive urban and regional planning legislation in all
the States and UT’s.

CONTENTS
Constitution of State Regional and Town Planning Board by the State Government
for the purpose of advising on the delineation of the region for the planned
development,
 Directing the preparation of metropolitan, regional and area plans by the
metropolitan, regional and area planning and development authorities.
Setting up of metropolitan, regional and area planning and development authorities
for different urban and rural areas within the State to undertake preparation of
development plans and to
enforce and implement them,
Co-ordinating the planning and implementation of physical development
programmes
Model Law provided 3 steps for the administration of this law:
a) Preparation of existing land use map,
b) Preparation of an outline development plan and comprehensive development plan
and their enforcement, and
c) Preparation of detailed schemes of development or redevelopment as envisaged in
the plans and their implementation.

Based on the Model Regional and Town Planning and Development
Law,1985 ,many states enacted their Town and Country Acts.
However ,states like Haryana, Rajasthan and UT of Chandigarh do not
have comprehensive Town and Country Planning Acts.
Out of 7933 Towns ,about 2032 towns have Master Plans(1483
notified +549 under preparation )

REVISION OF URDPFI GUIDELINES
• Since 1996, many changes have taken place in the field of
urban development especially in view of emerging needs /
requirements of urban settlements due to rapid population
growth and other reasons like globalization and liberalization.
• Towns and cities are dynamic entities and are subjected to
unprecedented changes in terms of requirements of
infrastructure and other basic services / amenities.
Accordingly, norms and standards prescribed by previous
guidelines need to revisited.
• New Guidelines to be called Urban and Regional
Development Plan Formulation and Implementation
Guidelines (URDPFI).
• The draft Guidelines are uploaded on MoUD
website(http://moud.gov.in/URDPFI)

URBANIZATION ISSUES
As per Census ,2011, 4041 are statutory towns and 3892 census
towns(non-statutory).
 Number of census towns have increased from 1363 to 3982.
Growth rate of census towns (2001-11) is 179% while statutory towns
registered 21% during the period.
The census towns need to be notified ,otherwise they are further
going to experience organic growth and will also not be eligible for
central assistance.

FINDINGS
61% of total towns i.e., 4821 towns have registered less than
20% growth rate during 2001-2011.
913 towns have experience negative growth rate.
Perhaps both urbanization as well as total population growth
rate heading for stabilization.
23323 villages have more than 5000* population with a total
population of 19.61 crore and if added to urban population, then
constitute 47% of the total population.
*as per Census of India ,a town must have more than 5000 population.

WAY FORWARD
Model Regional and Town Planning and Development
Law,1985 is needs to be taken up for revision after the finalization
of URDPFI Guidelines .
Bihar Urban and Regional Planning and Development Act,2011
and Kerala Town and Country Planning Ordinance ,2013 provides
for spatial planning in accordance with 74th CAA which can be
followed by other States while amending their Town and Country
Planning Acts.
All census towns to be notified and with the adoption of URDPFI
Guidelines the, plan making process to be expedited.
