ENDORSEMENT OF AMMAN MESSAGE

and Countering Violent Extremism (NAP-PCVE), Philippines)
As the Head of the Religious Leaders Cluster under the National Action Plan on
Preventing and Countering Violent Extremism (NAP-PCVE) in the Philippines, I firmly
and wholeheartedly endorse the Amman Message—a groundbreaking initiative that
reaffirms the essence of Islamic unity, moderation, and authentic jurisprudential
scholarship.
Declared in 2004 under the visionary leadership of His Majesty King Abdullah II of
Jordan, the Amman Message upholds three foundational principles:
1. The recognition of the eight schools of Islamic jurisprudence (madhāhib),
2. The prohibition of takfīr (declaring fellow Muslims as unbelievers), and
3. The call for mutual respect and solidarity among Muslims.
These principles are not innovations, but deeply rooted in Islamic teachings. The
Qur’an reminds us:
“Indeed this, your religion, is one religion, and I am your Lord, so worship Me.”
(Surah Al-Anbiya 21:92)
And again:
“And hold firmly to the rope of Allah all together and do not become divided…”
(Surah Aal-e-Imran 3:103)
In Surah Al-Hujurat (49:10), Allah declares:
“The believers are but one brotherhood, so make peace between your brothers.
And fear Allah so you may receive mercy.”

These verses clearly emphasize that the Ummah is one, bound together by the
rope of divine guidance, and that any form of divisiveness or unjust exclusion
contradicts the spirit of Islam.
The beloved Prophet Muhammad ‫ﷺ‬ likewise said:
“The believers, in their mutual love, compassion, and mercy, are like one body;
when one part of it is in pain, the rest of the body responds with sleeplessness and
fever.”
(Sahih Muslim, 2586)
In the Philippine context—where we tirelessly work to prevent radicalization and
build cohesive communities—the Amman Message provides a critical religious
counter-narrative. It elevates legitimate diversity within Islamic thought and promotes
wasatiyyah (moderation), justice, and dialogue.
This message directly supports our goals under NAP-PCVE to empower religious
leaders, reject extremism, and foster a faith-based movement for peace, tolerance, and
unity.
I call upon scholars, Religious Leaders, Traditional Leaders, Imam, Youth Leaders,
and educators throughout the Philippines and the global Muslim world to uphold the
principles of the Amman Message. Let it serve as a guide for safeguarding our shared
identity as one Ummah—diverse yet united under the mercy of Allah ‫ﷻ‬.
